COMMITTEE REPORTS: Administration & Finance: Chairman Schofield stated the Committee met on May 15t to discuss FY25/26 Budget. Public Services & County Planning: Councilman Caudle stated the Committee met directly after the April 17th County Council meeting to discuss barndominiums and how they are taxed. Councilman Caudle stated there was no need to change, but the rules need to be followed. Justice & Public Safety: Councilman Springs stated the Committee will meet after the County Council meeting to discuss the ongoing Fire Study, EMS Study, and have a discussion on Ordinance No. 72-2024/25. City-County Conference: Chairman Schofield stated the Committee met on April 10th, and it was decided to make the meetings quarterly; the City will host two, and the County will host two. In County Council District 4. RESOLUTION NO. 45-2024/25 The Clerk published the title of the resolution. A Resolution Authorizing An Amendment To The Agreement For The Development Of A Joint Industrial And Business Park To Include Additional Properties In The Park. Councilman Caudle made the motion, and Vice- Chairman Yarborough seconded. Mr. Yokim stated that Florence County and Marion County, South Carolina, jointly develop an industrial or business park within the geographical boundaries of one or more ofthe member counties. In order to promote the economic welfare of the citizens of the counties by providing employment and other benefits to the citizens, the counties havejointly developed an industrial and business park consisting of certain property located within the partner counties, as provided by Article VIII, Section 13 of the South Carolina Constitution and in accordance with Section 4-1- 170 of the Code of] Laws of South Carolina 1976, as amended. The county desires to consent to an amendment to the park agreement to provide additional property located within Marion to be added to the park agreement. Mr. Yokim stated that the company, Stone Container Corporation, was by order of the Circuit Court of the Twelfth Judicial Circuit, to receive a quit claim deed of certain real property as described in the title of the Resolution. The County desires to comply with the Court's order to transfer its interest in said property to Stone Container Corporation. Stone Container Corporation has determined that it is in the best interest of the company to receive the property by quit-claim deed. The Chairman ofthe County Council is authorized to execute and deliver the quit-claim deed and any related documents, and to take all actions necessary to effectuate the transfer ofthe property. The motion was approved unanimously by all the members present. RESOLUTION NO. 47-2024/25 The Clerk published the title of the resolution. A Resolution To Amend Section 4 Of Resolution No. 5-2009/10 In Order To Authorize The Increase OfThe Daily And Monthly Limits OfThree (3) Participants In The South Carolina Procurement Card Program. Vice- Chairman Yarborough made the motion, and Councilman Dorriety seconded. Mr. Yokim stated Resolution No. 5-2009/10, authorizing Florence County's participation in the South Carolina Procurement Card Program, was adopted by the Florence County Council on November 19, 2009. Increasing Florence County's participation in this program will further reduce the County's exposure to a certain amount of financial risk by having open charge accounts at various vendors throughout the County, a necessity for many small purchases. Efficiencies currently experienced by the County'sparticipation in this program will increase with an increase in participation in this program. Since the inception of the County's participation in the program, each procurement card has been used solely for official, authorized use, and each transaction has been reconciled timely manner and fully accounted for at all times in accordance with Section 1 of Resolution No. 5-2009/10. The motion was approved unanimously by all the members present. V Florence County Council Agenda May 15, 2025 hy RESOLUTION NO. 48-2024/25 The Clerk published the title of the resolution. A Resolution Designating Specific Individual Projects To Be Funded From CPST III Excess Pursuant To Section 2.02 Of Ordinance 16-2023/24. Vice-Chairman Yarborough made the motion, and Councilman Dorriety seconded. Mr. Yokim stated that Florence County adopted Ordinance 16-2023/24 on November 16, 2023. Section 2.02 of Ordinance 16-2023/24 is for the designation of specific projects to be funded from CPST III Excess. This resolution approves additional funds for an existing project totaling $14,770, new projects totaling $728,000, and the decrease of projects totaling $457,359 due to bids being lower than estimated, and two projects being removed due to the redrawing of council district lines. Contracts and related purchase orders in various stages of completion at the end ofFY24 and incomplete as of June 30, 2024 in the amount of $2,788,050 require the unexpended balances of purchase orders in the amount of $1,875,758 to be added to the General Fund fund balance, the unexpended balances of purchase orders in the amount of $609,332 to be added to the Fire and First Responder Fund fund balance, and the unexpended balances of purchase orders in the amount of$302,960 to be added to the Road Maintenance-Public Works Fund fund balance. The County Administrator approved use ofI Local Accommodation Tax funds to provide a local match for the Disc Golf Project in the amount of $523,556, to produce Florence County Interstate Monuments in the amount of $8,273, and to help cover expenses for the Dewitt Bluff] Landing Seawall Project in the amount of$173,000. The County Administrator approved use of Local Hospitality Tax funds to produce Florence County Interstate Monuments in the amount of $36,773, to purchase and install security cameras at Lions Park in the amount of$142,988, and to cover operating expenses from the Burch's Mill acquisition in the amount of $250,000; $3,499 of revenue was received on various dates during fiscal year 2025 for fees associated with the Sheriff Sex Offender Registry; $2,379 of revenue was received on various dates during fiscal year 2025 for fees associated with Victim/Witness Assistance. Chairman Schofield stated it was requested by Economic Development to vote down this ordinance. This ordinance was a procedural placeholder and not aj project the County was pursuing, but lost out on. Councilman Dorriety made the motion to deny, and Councilman Caudle seconded. The motion to deny the ordinance on second reading was approved unanimously by all the members present. ORDINANCE NO. 01-2025/26 SECOND READING The Clerk published the title of the ordinance. An Ordinance To Provide For The Levy Of Taxes In Florence County For The Fiscal Year Beginning July 1, 2025, And Ending June 30, 2026; To Provide For The Appropriation Thereof; To Provide For Revenues For The Payment Thereof; And To Provide For Other Matters Related Thereto. Councilman Dorriety made the motion, and Vice-Chairman seconded. Mr. Yokim stated that Ordinance No. 01- 2025/26 is the budget ordinance for next fiscal year. Growth in the value of one mill of property taxes is estimated to generate an additional $4,500,000 in revenue in the FY2025/26 compared to the prior year. The additional revenue from this increase property tax revenue as a result of this growth in the value of one mill, the increase in the Local Government Fund, and the increase in interest revenue will assist in the funding of many needed items, the largest of which are the 19% health insurance increase that became effective on April 1, 2025 ($1,200,000), as well as a 3% cost of living increase for all County employees ($1,600,000). The General Fund budget also includes the funding for a few needed positions in the Recreation Department, given the growth in the county that has impacted this department. The General Fund budget also includes a 4 mill increase allocated to public safety. The estimated $2,400,000 increase from this revenue will fund 10 new positions in the Sheriff's Office (including 4 patrol deputies), 4 new positions in Central Dispatch, a 7% pay increase for paramedics, and 2 new. Assistant Solicitor positions to handle the ever-increasing case load. Also included, at the request of the Florence- Darlington Tech board and President, is a 1 mill increase, which is the most that Act 388 would allow. Chairman Schofield declared the ordinances introduced. ix Florence County Council Agenda May 15, 2025 CHy APPOINTMENTS TO BOARDS & COMMISSIONS: PEE DEE REGIONAL TRANSPORTATION AUTHORITY Council Is Requested To Approve The Reappointment Of Tyron Jones To Serve On The Pee Dee Regional Transportation Authority Board With The Appropriate Expiration Term. Councilman Dorriety made the motion, and Councilman Mumford seconded. The motion was approved unanimously by all the members present. SENIOR CENTER COMMISSION BOARD Council Is Requested To Approve The Appointment Of Patricia Holt To Serve On The Senior Center Commission Board Representing District 3, With The Appropriate Expiration Term. Councilman Bradley made the motion, and Councilman Dorriety seconded. The motion was approved unanimously by all the members present. REPORTS TO COUNCIL: Mr. Yokim provided updates on projects. CPST III: District 1- The contract for Miles, Red, Joy, Gracelyn and Donald roads was approved in February. Construction is scheduled to start in May. District 2- All District 2 CPST III projects are complete. District 3- Bid 04-24/25 for Brookgreen Neighborhood resurfacing (Brookgreen Dr., Whittier Cir., New Hope Dr., Tobin Dr., White Ave., McNeil Dr., Adair Dr., and Gibbs Ave.) is complete pending punch list items. District 4- DeGroat Road is complete pending punch list items (driveways). The Deer and Road water line extension Bid 25-24/25 was approved at the April 17th meeting contracts have been signed. The next step is for the notice to proceed to be issued. District 5- Bid 51-24/25 for four dirt to pave roads has been developed for bid by the end ofMay. These roads are Eagerton, Park, Kerris Ln, and Karisma. District 6 - The remaining two roads are being planned for future bid. District 7- Dorado, E. Rico, E. Suena, E. Tierra, Heard, N. Ives, Marlow, S. 3rd, S. Fairview, S. Robeson, Charlotte, S. Ballard, McFarland, Oak, Walnut, Clyde, E. Evans, Jarrott, Day, and Divine Streets were included in Bid 40-24/25 and approved on March 20th. Construction is estimated to begin late spring. The Oakland Avenue sidewalk project engineering service study is underway by Davis & Floyd. District 8- Projects are being scheduled for future delivery. The contract has been issued for Briggs, Scriven, and Indian Roads. Construction is anticipated to begin later in the spring. Davis & Floyd received SCDOT encroachment permit for paving. District 9- Davis & Floyd is developing a future bid package for road resurfacing. According to CPSTIII Engineer Todd Warren, 207 of289 Road District projects have been completed. X Florence County Council Agenda May 15, 2025 PMA CPST III Timmonsville: Remaining projects are being scheduled for future delivery. CPST III-A: District 1 -N. Floyd & Hagan were bid in January, approved in February, and construction is estimated to begin late spring once the contractor completes some open Florence County projects - estimated to begin by the end ofthis month. in and District 2 - Franklin & Meritt Drive were bid in January, approved February, construction is estimated to begin once the contractor completes some open Florence County projects - estimated to begin by the end of this month. District 4- Sparks will be bid in the spring and will be packaged with Timmonsville resurfacing projects with CPSTIII. District 5 - E. Groom & Fowler Road will be backed out of District 5 via Resolution 48- 24/25, because these roads are primarily located in District 2. S. Railroad Avenue was added via Resolution earlier in this meeting. District 7 = Tara Village drainage improvements are being reviewed by engineers. McMillan will start late spring. E. Siesta Drive's scope may be reduced since piping and a portion of paving has occurred. The engineers are clarifying the new scope. E. Shenandoah Lane & parking came in $14,770 over budget. This amount was requested via Resolution 48-24/25 earlier this meeting. District 8 - PO budget issued for Camelia & Congaree was approved in September, and construction will begin once the current contract is complete. Montclair Way: SCDOT will require a signal; therefore, Alliance is creating the design and will resubmit to SCDOT for their approval. FZE S3 s PRESENTATION TO FLORENCE CITY COUNCIL MAY 16, 2024 The Florence Tennis Association (FTA) is an all-volunteer 501(c)3 organization with over 500 volunteer members. Its mission is to grow and develop the sport of tennis in Florence and Pee Dee area. We do this by using tennis to serve the community. We are affiliated with the United States Tennis Association, the USTA Southern Section, and USTA South Carolina. 0 We manage or support dozens of major tournaments every year-college, high school, Southern, South Carolina and local recreational events. Last year, tourism revenues from these events amounted to over $6.15 Million. We manage year-round adult and youth leagues with thousands of players from Florence and the surrounding area, and we do a tremendous amount of programming for the public--including low-cost beginner clinics and free programs for under-served kids. Since its inception in 2021, our Ron James Youth Tennis Program has served over 1,000 under-served area children. This program is part of the US Tennis Association's National Junior Tennis and Learning network, which was founded to motivate young people to succeed by combining tennis and academic support. The Ron James Program provides free after-school, weekend and summer programming in Florence, Darlington, Hartsville, and Bishopville, and we are in early discussions with Mr. Dawsey about expanding to the County courts in Johnsonville, at Greenwood Park and in Lake City.
