Page 277 David Lee Paula Holman 63445 Ranger Road To: The Board of County Commissioners for Montrose County RE: Ranger Ranchettes Special Use [SU24-005] My wife and I live at 63445 Ranger Road, across the West Canal from the Ranger Ranch Subdivision. We want to express our concerns and voice our opposition to the Ranger Ranchettes Special Use Application for the following reasons: 1. Parcels in the Ranger Ranch Subdivision, of which the Ranger Ranchettes are a part of, are being investigated for zoning violations, including the building of hangers. A special use application should not be allowed until the violations have been resolved. 2. Mr. Penasa stated in his application "Take offs and landings would likely best be described as occasional." This is inaccurate. At least one of the pilots flying out of the Ranger Ranch airstrip does frequent touch-and- go landings and circles over the homes and farmland to the north of the airstrip, including two subdivisions. a. For example, there were 11 low fly overs over the Escarpment Overlook Subdivision and touch-and- go landings from 7:16 pm to 7:39 pm on 5/8/2025. b. On 4/11/2025, there were > 15 low fly overs, and the Montrose County Sheriff's office was called and a police report was filed, S25-05661, for harassment. C. These are just two examples, but multiple others exist. Videos have been submitted to the Montrose County Sheriff's office and Planning and Montrose County Planning and Development. d. The inappropriate flying behavior has been reported to the FAA. 3. Mr. Penasa states that the lot owners for the Ranger Ranch Airport will "self-regulate" the use of the airstrip. Given the behavior outlined above, it does not appear that self-regulation is effective. a. Mr. Hull owned a home within the Ranger Ranch subdivision (his lot was adjacent to the proposed special use area). He filed a complaint against one of the pilots in the subdivision with the FAA. If the lot owners for the Ranger Ranch Airport 'self-regulate" then why would a homeowner within their subdivision need to resort to filing a complaint with the FAA? 4. Allowing standalone hangers turns this subdivision into a hanger park, not a residential airpark, where homeowners/pilots live on site. How will this be regulated? Will leasing of hanger space be allowed? Will maintenance of planes be allowed, if the planes are not owned by the homeowner? Will fuel be able to be sold? It does not take much for a hanger park to become a minimally regulated FBO. 5. There are concerns about safety, dust, noise, and fire risk. a. We are all concerned about safety. We have seen several planes landing and taking off almost simultaneously. We have witnessed unsafe flying practices including flying at nighttime. b. The airstrip itself is not in a substantial fire risk area but is immediately surrounded by substantial fire risk areas to the west and east. 6. The interests of the homeowners of the Ranger Ranch subdivision should be balanced with the interests of the homeowners in the surrounding area. Given all these issues, we ask that this Special Use Application be denied. Urgent Safety and Environmental Concerns - Opposition to Hangar Permits Near Residential Homes on 6300 Road We, the undersigned residents of the 6300 Road area, strongly oppose the approval of any hangar permits for small private planes operating near our homes. Below are the key dangers and risks we are currently facing: 1. Extremely low flights: Multiple small private planes are flying dangerously close- often under 100 feet above residential homes. 2. Unregulated and unsafe: These aircraft operate without air traffic control, often without proper lighting, and some fly during the night. 3. No accountability: Self-regulated private flights pose a serious public safety risk in a residential, rural setting. 4. Fire danger: The area borders BLM-managed dry desert land, creating a high fire risk in the event of engine sparks or crashes. 5. Dust pollution: Low-flying planes kick up significant dust, worsening air quality for residents, especially the elderly. There are no water rights for this non- irrigated land. 6. Senior residents at risk: Many community members are seniors who have invested their life savings into their homes and expect a peaceful, safe environment. Many of the residents have lived in their homes for over 20 years. 7. Emergency access limited: Our homes are located on a dead-end dirt road, making emergency response difficult or delayed in a crisis. 8. Crash hazards: The land surrounding the runway is rocky and uneven, increasing the risk of planes crashing into homes, livestock areas, and dry brush. 9. Livestock stress: The noise and low altitude startle ivestock and pets, causing unnecessary harm and anxiety. For some of the 6300 Rd residents, livestock is their livelihood. 10. Disruption to wildlife: Local wildlife is being disturbed, including migratory birds, protected species, and herds of deer. We have witnessed the deer dispersing in panic creating its own hazard. 11. Flying geese and five ponds on 6300 Road: The area is part of an active flight path for flocks of geese and other waterfowl, increasing the risk of dangerous bird strikes along a very robust canal. The canal borders the northeast end of the runway, which is used for take off and landing and places homes in the two subdivisions at HIGH risk. There are 5 ponds that attract and support a variety of waterfow! and wetland wildlife that are now being endangered by reckless low-altitude flights. 12. Environmental degradation: Dust, noise, and stress on ecosystems are rapidly reducing the natural value and serenity of our rural environment. In summary: This area is not suitable for private hangars or airstrip development. We urge the appropriate authorities to deny any permit applications and take action to protect the residents, wildlife, and land from continued aviation-related threats.
