Roll Call City Clerk/Treasurer Emily Ellis conducted Roll Call. Mayor Chad Deyle and City Attorney Alvin Wall were absent. ADDITION TO AND ADOPTION OF AGENDA Council member Jason Lorenzini made a motion to adopt the March 11, 2025 Council Meeting Agenda. The motion was seconded and passed unanimously. APPROVAL OF MINUTES Council member Jason Lorenzini made a motion to approve the February 11, 2025 Council Meeting Minutes. The motion was seconded and passed unanimously. PRESENTATIONS Charles Bunnell, Transportation Director NECALG NECALG Transportation Director Charles Bunnell presented an overview ofthe County Express Public Transportation Service. The Council was informed that funding was received through state and federal grants with required local match being provided from the counties and communities being served. Council member Brad Rockwell made a motion to approve the contribution to NECALG for the County Express Transportation Service in the amount of $4,250.00. The motion was seconded and passed unanimously. CITIZEN PARTICIPATION There were no Citizen Participation items. PROCLAMATIONS National Library Week - April 6-12, 2025 Mayor Pro tem Nicole Smith proclaimed April 6-12, 2025 as National Library Week. Child Abuse Prevention Month Mayor Pro tem Nicole Smith proclaimed April 2025 as Child Abuse Prevention Month. CONSENT AGENDA There was no Consent Agenda. City of Wray Council Meeting March 11, 2025 Page 2 NEW BUSINESS Bid Opening and Award Consideration for Request for Statements of Proposals for Purchase of a Vacuum Excavator RFP No. 132-2025 City Manager James DePue advised that bids were received from Kois Brothers Equipment in the amount of $140,930.00, Kaiser Premier in the amount of$ $117,239.00, Vermeer Colorado in the amount of$119,374.88, and Joe Johnson Equipment in the amount of$145,667.49 for the purchase of a vacuum excavator. Item was tabled pending additional research by staff with a bid award recommendation to be presented at the April Council Meeting. 307 Sick Leave Benefits Policy (update) City Manager James DePue explained the updates to the City of Wray Sick Leave Benefits Policy. Council member Ronn Akey made a motion to approve the updated 307 Sick Leave Benefits Policy. The motion was seconded and passed unanimously. REPORTS City Manager's Report City Manager James DePue presented the monthly written City Manager's Report and the Council was given an update on current requests for proposals. The April 8, 2025 City Council Meeting was rescheduled to April 14, 2025. Finance Report City Clerk/Treasurer Emily Ellis presented the monthly Finance Report for review. Approval of Bills Council member Brad Rockwell made a motion to approve the Accounts Payable Report in the amount of $659,400.22. The motion was seconded and passed unanimously. CITY COUNCIL COMMITTEE REPORTS The Council discussed the Wray Aquatic Center water feature repairs.
