Roll Call City Clerk/Treasurer Emily Ellis conducted Roll Call. Council members Jennifer Jones and Ben Gardner were absent. Council member Jason Lorenzini arrived at 7:40 P.M. ADDITION TO AND ADOPTION OF AGENDA Mayor Pro tem Nicole Smith made a motion to adopt the May 13, 2025 Council Meeting Agenda. The motion was seconded and passed unanimously. APPROVAL OF MINUTES Mayor Pro tem Nicole Smith made a motion to approve the April 14, 2025 Council Meeting Minutes. The motion was seconded and passed with three supporting votes. Council member Ronn Akey abstained from the vote. PRESENTATIONS Ardith Hendrix Wray Museum Wray Museum Director Ardith Hendrix presented the Draft Strategic Plan Wray Museum (2025-2030) highlighting the future goals of the Museum. East Yuma County Historical Society (EYCHS) East Yuma County Historical Society President Steve Brethauer provided an overview of the EYCHS and discussed the need for a new museum building. CITIZEN PARTICIPATION Aaron Gillett addressed the Council regarding the possibility of a refund of permit fees paid when building his house and asked for clarification if the property was located within the city limits. City Manager James DePue explained the agreement between the City of Wray and the Wray Golf Course Subdivision. Further research into the issue will be conducted. PROCLAMATIONS Emergency Medical Services Week - May 18-24, 2025 Mayor Chad Deyle proclaimed May 18-24, 2025 as Emergency Medical Services Week. International Museum Day May 18, 2025 Mayor Chad Deyle proclaimed May 18, 2025 as International Museum Day. NEW BUSINESS Policy 801 Password Policy City Manager James DePue explained Policy 801 regarding password requirements. Mayor Pro tem Nicole Smith made a motion to approve Policy 801 Password Policy. The motion was seconded and passed unanimously. Policy 802 Electronic Communication Retention Policy City Manager James DePue explained Policy 802 regarding electronic communication retention. Council member Jason Lorenzini made a motion to approve Policy 802 Electronic Communication Retention Policy. The motion was seconded and passed unanimously. Resolution 12-2025: Adopting Wray Museum Strategic Plan (2025-2030) Council member Ronn Akey made a motion to approve Resolution 12- 2025 Adopting Wray Museum Strategic Plan (2025-2030). The motion was seconded and passed unanimously. Resolution 13-2025: Approving a Joint Facility Use Agreement with the Wray School District RD-2 City Manager James DePue presented the updated Joint Facility Use Agreement between the City of Wray and Wray School District RD-2. Council member Jason Lorenzini made a motion to approve Resolution 13-2025 Approving a Joint Facility Use Agreement with the Wray School District RD-2, and Authorizing the City Manager to Negotiate and Execute the Appropriate Documents. The motion was seconded and passed unanimously. Resolution 14-2025: Supporting the Grant Application for the Field of Dreams 2 "Walk in the Park" Project from the State Board of the Great Outdoors Colorado Trust Fund. City Manager James DePue explained the intergovernmental agreement between the City ofWray and Wray School District RD-2 outlining the obligations and responsibilities stated in the GOCO grant application for the Field of Dreams 2 Project. Council member Brad Rockwell made a motion to approve Resolution 14-2025 Approving an Intergovernmental Agreement between the City ofWray, The Wray School District No. RD-2, and the Field of Dreams 2. The motion was seconded and passed unanimously. Resolution 15-2025: A Resolution in Support and Acceptance of a Micro- Grant from the Colorado Statewide Internet Portal Authority (SIPA) to Purchase Patron Computers. City Manager James DePue explained the $10,000.00 micro-grant would be used to purchase patron computers for the Wray Public Library. Mayor Pro tem Nicole Smith made a motion to approve Resolution 15-2025 in Support and Acceptance of a Micro-Grant from the Colorado Statewide Internet Portal Authority (SIPA) to Purchase Patron Computers. The motion was seconded and passed unanimously. City of Wray Council Meeting May 13, 2025 Page 3 NEW BUSINESS Continued Resolution 16-2025: A Resolution in Support and Acceptance of a Micro- Grant from the Colorado Statewide Internet Portal Authority (SIPA) to Provide Website Accessibility Remediation. Mayor Pro tem Nicole Smith made a motion to approve Resolution 16- 2025 in Support and Acceptance of a Micro-Grant from the Colorado Statewide Internet Portal Authority (SIPA) to Provide Website Accessibility Remediation. The: motion was seconded and passed unanimously. RFP 133-2025: Resident Project Representative Services - Blake Street Bridge Replacement City Manager James DePue explained that the Resident Project Representative Services would assist the city in complying with all federal highway CDOT requirements for the Blake Street Bridge Replacement Project. The Council was presented with the only proposal received in response to RFP 133-2025 to review. Council member Ronn Akey made a motion to accept the proposal received from RockSol Consulting Group, Inc. to provide Resident Project Representative Services for the Blake Street Bridge Replacement Project. The motion was seconded and passed unanimously. Planning Commission Vacancy Appointment There were no letters of interest received. REPORTS City Manager's Report City Manager James DePue presented the monthly written Manager's s Report. Finance Report City Clerk/Treasurer Emily Ellis presented the monthly Finance Report for review. Approval of Bills Mayor Pro tem Nicole Smith made a motion to approve the Accounts Payable Report in the amount of $962,859.03. The motion was seconded and passed unanimously. CITY COUNCIL COMMITTEE REPORTS Updates were given on the Wray Amphitheatre, Yuma County Economic Development Corporation, Tree Committee training and removal activities, Wray GolfClub, and the upcoming CML District Meeting.
