Jason Lorenzini City Manager James DePue City Clerk/Treasurer Emily Ellis City Attorney Alvin Wall CALL TO ORDER Pledge of Allegiance Mayor Chad Deyle called the meeting to order and the Pledge of Allegiance was recited. Roll Call City Clerk/Treasurer Emily Ellis conducted Roll Call. Council member Ronn Akey was absent. Council member Brad Rockwell arrived at 7:50 P.M. ADDITION TO AND ADOPTION OF AGENDA Council member Jason Lorenzini made a motion to adopt the April 14, 2025 Council Meeting Agenda. The motion was seconded and passed unanimously. APPROVAL OF MINUTES Council member Jennifer Jones made a motion to approve the March 11, 2025 Council Meeting Minutes. The motion was seconded and passed with four supporting votes. Mayor Chad Deyle abstained from the vote. PRESENTATIONS Angie Wade - Community Services Director Wray Tree Committee City of Wray Community Services Director Angie Wade and Tree Committee members Matt Gerhart and Robin Schneider provided an update on the Wray Tree Committee activities including an inventory and assessment of trees within the city. The Council was invited to attend the Arbor Day event on April 25, 2025 at the Rainbow Park. CITIZEN PARTICIPATION There were no citizen participation items. PROCLAMATIONS Professional Municipal Clerks Week - May 4-May 10, 2025 Mayor Chad Deyle proclaimed May 4th May 10th, 2025 as Professional Municipal Clerks Week. City of Wray Council Meeting April 14, 2025 Page 2 CONTINUING BUSINESS Award Consideration for Request for Statements of Proposals for Purchase ofa Vacuum Excavator RFP No. 132-2025 City Manager. James DePue provided an overview oft the four bids received for the purchase of a vacuum excavator. Kois Brothers Equipment submitted a bid in the amount of$140,930.00, Kaiser Premier submitted a bid in the amount of$117,239.00, Vermeer Colorado submitted a bid in the amount of $119,374.88, and Joe Johnson Equipment submitted a bid in the amount of $145,667.49. Council member Jennifer Jones made a motion to accept the bid from Kaiser Premier for the purchase of a vacuum excavator in the amount of $117,239.00. The motion was seconded and passed unanimously. Yuma County Economic Development Corporation (YCEDC) Retail Consultant Request Mayor Pro tem Nicole Smith made a motion to approve the contribution to the Yuma County Economic Development Corporation in the amount of$1800.00 to assist in the hiring of a retail coach. The motion was seconded and passed unanimously. NEW BUSINESS Award Consideration for Federal Aid Project No. BRO M332-036: Blake Street Over the Republican River Bridge Replacement Construction Project Code No. #23493 City Manager James DePue provided an overview ofthe five bids received for the Blake Street Bridge Replacement Project and recommended to award the project to Zak Dirt in the amount of$1,068,464.00 with additional funding options to be determined. Mayor Pro tem Nicole Smith made a motion to approve the bid from Zak Dirt in the amount of $1,068,464.00 for the Federal Aid Project No. BRO M332-036: Blake Street Over the Republican River Bridge Replacement Project. The motion was seconded and passed unanimously. Award Consideration for Request for Statements of Proposals for Aerial and Thermal Imaging Service ofCity Owned Electric Utility RFP No. 131-2025 City Manager James DePue presented an overview oft the Aerial and Thermal Imaging Services Project and advised that ten bids were received. Council member Brad Rockwell made a motion to accept the bid from Monroe Infrared in the amount of$41,600.00 for Aerial and Therman Imaging Services of City Owned Electric Utility RFP No. 131-2025. The motion was seconded and passed unanimously. Ordinance 653: An Ordinance Amending Ordinance 622 & Ordinance 639, Establishing Regulations for Operation of Motorized Off-Road Unlicensed Vehicles Within the City of Wray City Manager James DePue explained the amendment increased the general liability coverage requirements from $100,000.00 to $250,000.00 for the operation of off-road vehicles. Council member Ben Gardner made a motion to dispense with the full reading ofOrdinance #653. The motion was seconded and passed unanimously. Council member Brad Rockwell made a motion to approve Ordinance #653 Amending Ordinance #622 and Ordinance #639, Establishing Regulations for Operation of Motorized Off-Road Unlicensed Vehicles Within the City of Wray. The motion was seconded and passed unanimously. Resolution 11-2025: Amending the Adopted 2025 Schedule of Fees Mayor Pro tem Nicole Smith made a motion to approve Resolution 11- 2025: Amending the Adopted 2025 Schedule ofl Fees reflecting the Wray Aquatic Center's fee increase. The motion was seconded and passed unanimously. City of Wray Council Meeting April 14, 2025 Page 3 NEW BUSINESS Continued Policy 310 Military Leave and Policy 320 Voluntary Insurance Council member Ben Gardner made a motion to adopt Policy #310 Military Leave and Policy #320 Voluntary Insurance. The motion was seconded and passed unanimously. REPORTS City Manager's Report City Manager James DePue presented the monthly written Manager's Report. The Council was informed of a partnership with BidNet which allows for bid posting through the Rocky Mountain E-Purchasing system. Updates were given on the Police Cadet graduation and street maintenance projects. Finance Report City Clerk/Treasurer Emily Ellis presented the monthly Finance Report for review. Approval of Bills Mayor Pro tem Nicole Smith made a motion to approve the Accounts Payable Report in the amount of $928,256.71. The motion was seconded and passed unanimously. CITY COUNCIL COMMITTEE REPORTS Updates were given on the Water Authority Board, the Yuma County Landfill, Yuma County Economic Development Committee, and the upcoming CML District Meeting.
