Mayor Don Vanney called the meeting to order at 6:00 p.m., and the Pledge of Allegiance and roll call followed. APPROVAL OF THE AGENDA Mayor Pro Tem Michele Blythe moved to approve the agenda as presented. Councilmember Debora Nelson seconded the motion, which passed with a unanimous vote. CONSENT AGENDA Mayor Pro Tem Michele Blythe moved, and Councilmember Heather Logan seconded the motion to approve the Consent Agenda that was unanimously carried: 1. NEW BUSINESS Permit Fee Waiver Request for City Hall Capital Project City Administrator Paul Ellis requested Council approve a fee waiver request for City Hall 2nd Floor Window Trim/Frame Repalir/Replacement Project as follow up to Window Replacement. Mayor Pro Tem Michele Blythe moved, and Councilmember Heather Logan seconded the motion to approve the right of way permit fee waiver request for the City Hall Capital Project and authorized the Mayor to sign. The motion passed unanimously. Permit Fee Reduction Request for Snohomish County Arlington Operations Center City Administrator Paul Ellis requested Council approve a fee reduction from Snohomish County for their Arlington Operations Center. Snohomish County Public Works is requesting a permit fee reduction for this project. This project will replace an existing crew office and redevelop part of the site, to modernize the operations and gain etficiencies with the advancements in technology and improvements in equipment. Snohomish County is respectfully requesting to simply reduce this fee to a maximum of $60,000 for this project. This will cover the cost of plan review and inspections for the project. City Council has the authority to waive permit fees for government agencies and non-profit organizations within the city limits. The City and Snohomish County have a long-standing relationship of collaboration. Snohomish County does many road and maintenance projects for the city annually. Mayor Pro Tem Michele Blythe moved, and Councilmember Rob Toyer seconded the motion to approve the permit fee reduction request by Snohomish County Public Works and authorized the Mayor to sign. The motion passed unanimously. Appointment of Jennifer Benton to the Planning Commission Community and Economic Development Deputy Director Amy Rusko requested Council consent to the appointment ofJennifer Benton to the Planning Commission. An interview panel consisting of Councilwoman Debora Nelson, Planning Commission Chair Melissa Johnson, Planning Commission Vice Chair Gayle Roeber, Planning Manager Jen Haugen and Community and Economic Development Deputy Director Amy Rusko held interviews May 19, 2025 to fill the vacant position on the Planning Commission. Four candidates were contacted, one did not respond and three were interviewed. From those interviews, Jennifer Benton was selected for recommendation to be appointed. Jennifer joined the Planning Commission November 6, 2023 when she filled an unexpired term. Councilmember Debora Nelson moved, and Councilmember Heather Logan seconded the motion to consent to the appointment ofJennifer Benton to the Planning Commission. The motion passed unanimously. Ordinance Amending Arlington Municipal Code 13.08 re Side Sewers Public Works Director Jim Kelly requested Council approve the Ordinance Amending Arlington Municipal Code (AMC) 13.08(050,140, 230). Staff is requesting a change to the municipal code to provide clarification on maintenance and repair/replacement requirements for side sewers. Side sewers are the sewer service line between the sewer main and the served property buildings. Changes clarify that the served property owner is responsible for maintenance of the side sewer from the point of service to the city sewer main. Changes also clarify that the city is responsible for repair and replacement for the side sewer between the sewer main and the right-of-way, and that the property owner is responsible for repair and replacement of the side sewer from the right-of-way to the point of service. Councilmember Yvonne Gallardo-Van Ornam moved, and Councilmember Michele Blythe seconded the motion to approve the ordinance amending Arlington Municipal Code Chapter 13.08 relating to side sewer responsibilities and authorized the Mayor to sign the ordinance. The motion passed unanimously. Ordinance Amending Arlington Municipal Code 13.12 re Meter Fees Public Works Director Jim Kelly requested Council approve the Ordinance amending AMC Chapter 13.12.240 relating to meter fees. A connection charge is for a share of the city's potable water system that a customer requesting service connection must pay as a condition of being allowed to connect to the city's potable water system. In addition to the connection fee, the customer also pays for a meter. The water meter size will vary depending on the fixture count and use ofthe building connecting to the system. In recent months, the cost ofwater meters that the city must purchase when customers connect to the water system has increased significantly. Staffi is requesting the fees for meters be raised accordingly to maintain pace with the cost ofi inflation. Discussion followed with Mr. Kelly answering Council questions. Councilmember Rob Toyer moved, and Councilmember Debora Nelson seconded the motion to approve the ordinance amending Arlington Municipal Code Chapter 13.12.240 relating to water meter fees and authorized the Mayor to sign it. The motion passed unanimously. Page 3 of5 Minutes ofthe City of Arlington City Council Meeting June 2, 2025 Certified Low Bid Award for 2025 Utility and Pavement Preservation Project Public Works Director Jim Kelly requested Council award the 2025 Utility Improvement and Pavement Preservation Project to certified low bidder, Reece Construction Company, in the amount of$2,481,565.31. The City has planned and budgeted a capital improvement project for 2025 for the replacement of aged and failing water infrastructure and to resurface roads in the same streets where utility improvements occur. Councilmember Jan Schuette moved, and Councilmember Debora Nelson seconded the motion to award the 2025 Utility Improvement and Pavement Preservation Project to Reece Construction Company in the amount of$2,481,565.31 and authorized the Mayor to sign the construction contract. The motion passed unanimously. Ordinance Amending Title 15 of the Arlington Municipal Code Community and Economic Development Director Marc Hayes requested Council approve the ordinance amending Title 15 oft the Arlington Municipal Code. Amending sections of the International Fire Code (IFC) will more accurately clarify and address some areas that have been problematic due to interpretation. Discussion followed with Mr. Hayes answering Council questions. Chief Kraski, Tom Maloney, Marysville Regional Fire Authority, and Chris Burt, South County Regional Fire Authority, joined the discussion. Motion 1: Councilmember Heather Logan moved, and Councilmember Debora Nelson seconded the motion to approve three sections to Title 15, which are 15.12.040 fire or explosion-damaged buildings, 15.12.050 mobile food preparation vehicle, and 15.24.50 restricted access building. The motion passed unanimously. Motion 2: Councilmember Heather Logan moved, and Councilmember Rob Toyer seconded the motion to table 15.24.40 fire sprinkler systems till next week for conversation and for the following week for approval or not, SO that we can see the changes that Dave and Marc have proposed tonight. The motion passed 6-1, with Councilmember Jan Schuette voting no. Change Order for Taxiway Alpha Improvements Airport Director Marty Wray requested Council approve a change order for Taxiway Alpha improvements. The Taxiway Alpha Improvements Project was approved as part of the airport's biennial budget and involves design, construction, and construction administration services (previously approved by City Council). Airport staff is returning to request that the City Council authorize a change order for water and sewer relocation, as well as the removal of excess pavement. The motion passed unanimously. COMMENTS FROM COUNCILMEMBERS Councilmember Yvonne Gallardo-Van Ornam thanked the members of the public who spoke tonight. Councilmember Michele Blythe spoke about attending the North County Regional Fire Authority Commission meeting held in Arlington. Their second meeting ofthe month is now in Arlington the fourth Wednesday of every month. Councilmember Heather Logan spoke about attending the ribbon cutting at the Smokey Point Community Park. Councilmember Debora Nelson spoke about attending the ribbon cutting at the Smokey Point Community Park. Councilmember Nelson asked Public Works Director Jim Kelly about the trees on Division Street.
