734 STATE OF TEXAS 3 COUNTY OF CONCHO BE IT REMEMBERED THAT THE COMMISSIONERS COURT OF CONCHO COUNTY, TEXAS, met in Regular Term on this, the 29th day of May 2025 at Paint Rock, Texas, in the District Courtroom, Second Floor, after proper notice to the public for the proper length of time, being Notice #6567, with the following members present, to-wit: David Dillard, County Judge, presiding; Trey Bradshaw, Commissioner, Precinct #1; Eric Gully, Commissioner, Precinct #2; Chad Miller, Commissioner, Precinct #3; Keith Dillard, Commissioner, Precinct #4; Amber Hall, County Clerk and Ex-Officio Clerk of Commissioner's Court; and Jenifer Gierisch, County Treasurer; Scott Spoonts, Justice of the Peace; Brent Frazier, County Sheriff; Dwaine Rayburn, Chief Deputy Sheriff; Brook Nervig, County Extension Agent; D'Andra Warlick, Chief Appraiser; and Members oft the Public; See Exhibit "A"; when the following business was transacted, to-wit; Judge Dillard called the meeting to order at 10:00 a.m., gave the invocation, and led the pledges. WELCOME AND PUBLIC COMMENTS Brook Nervig, County Extension Agent, spoke to Commissioners Court about what has taken place in, the last few months. The Wheat Tour just finished up; there was a great turnout. There will be a training on the New World Screw Worm on June gth, time TBD. 2 Continuing Education hours can be earned ift the training is attended in person. There will be a Zoom option, but there will be no credit hours if the meeting is attended online. CONSIDERDISCUSS BURN BAN - TAKE APPROPRIATE ACTION (last action April 29, 2025) No Action taken. Burn Ban will remain lifted. CONSDFRDSCUESAPPROVE PLAN ASSESSMENT FOR PLAN YEAR 2026 FROM TCDRS - TAKE APPROPRIATE ACTION Commissioner Gully made a motion to keep the TCDRS Plan Assessment at 10% contribution rate, duly seconded by Commissioner Dillard. Motion carried unanimously. See Exhibit "B" CONSIDERDISCUSSIAPPROVE PILOT PAYMENTS FROM MATTERHORN. ABATEMENT : TAKE APPROPRIATE, ACTION Discussion about the Matterhorn Abatement PILOT payments. No Action Taken. See Exhibit "C" The court took a recess at 10:11 a.m. to read through the previous meetings' minutes and Accounts Payable. The court went back into session at 10:18 a.m. after recess. APPROVE MINUTES FROM PREVIOUS MEETING Commissioner Miller made a motion to approve the minutes from May 13, 2025, Commissioners Court, as presented, duly seconded by Commissioner Dillard. Motion carried unanimously. CONSIDERIAPPROVE ALL ACCOUNTS PAYABLE FOR CONCHO COUNTY = TAKE APPROPRIATE, ACTION Mrs. Gierisch presented the monthly Accounts Payable Claim Register from May 14, 2025, through May 29, 2025, with a total of $56,264.38. Commissioner Gully made a motion to approve and pay all accounts due and owing by Concho County, duly seconded by Commissioner Miller. Motion carried unanimously. See Exhibit "D" REPORTS, INFORMATION, AND FUTURE AGENDA ITEMS - NO ACTION TO BE TAKEN Mrs. Gierisch presented the pledged security report from First National Bank of Wichita Falls, with a total of $3,913,255.00. See Exhibit "E" Mrs. Gierisch presented the Clerk's Report from April. See Exhibit "F" Commissioner Gully said that an ad was placed for the last two weeks in the Eden Echo by Kirk Griffin out of Christoval about items to be placed in the online auction from Precinct 2 &3. Commissioner Gully presented two Certificates of Completion, one for the 2025 West Texas CJCA Conference and one for Commissioners Court Administrative Training: Emergency Management, for the record. See Exhibits "G" and "H", respectively.
