JUNE 16, 2025 The Newcastle City Council met in regular session at Newcastle City Hall, 608 Broadway Ave, Newcastle, Texas at 5:30 pm on Monday June 16, 2025, with the following members present: MEMBERS: Mayor: Dickey Baynes Council Member: Sarah Riley Jeff Altebaumer Chad Owen Dustin Hobbs Joshua Duffield City Secretary: Alice Winder Utility Operator: Brent Casteel A.B. Cheatham Final Public Hearing to encourage citizen participation, discuss, and answer any questions regarding TXCDBG Contract # CFA22-0138 OPENING PRAYER: Dickey Baynes asked Chad Owen to open the meeting up in a prayer at 6:00pm. VISITORS: PUBLIC FORUM: Roslyn Fowler came to express her concerns about the roads in Newcastle. The city council agreed that they were aware of the roads are in very bad condition. She said these roads are the worst they've ever been. ALAN CRAIG- PRECINCT #3 County Commissioner- He said he is willing to do what he can to do to help. He asked if the city council had ever read the interlocal agreement. Of course, the city council has read the interlocal agreement. Mr. Craig said that the whole county has been affected by all this rain. He continued by saying his county has 200 miles he has to cover. He also commented that the county had applied for a FEMA grant, and it was denied. The City Council asked Mr. Craig ifhe could send the road grader over once in a while. And he said he would, but his guys would need a spotter to make sure the grader didn't run into a main or any infrastructure. Dusty Hobbs asked about the Quanah Bridge. Mr. Craig said that basically he has run out of funds to do that job. But he did say that the State has purchased their part, and the city has purchased their part as well, but the county ran out of funds because ofall the rain he has exceeded his funds. He agreed to bring over a couple loads of gravel this week. Mrs Fowler wanted to know why these roads are the worst they've ever been. Right now, these roads are damaging vehicles. Mr. Craig said he responded by saying the roads in Newcastle have just gradually gotten worse. She also said that the previous commissioner always sent someone over after a rain to help with the roads. The guy that ran the grader before just wasn't grading the roads like he should have been doing. He commented that he was short an employee. So far the only thing he has agreed to is to bring us several loads of gravel, until he gets caught up. APPROVAL OF THE MINUTES FOR MAY 2025- All city council approved of minutes. Sarah Riley made a motion and Chad Owen second it. Approved 5-0 APPROVAL OF THE FINANCIALS FOR MAY 2025 - Financials were approved. Motion was made Chad Owen and Sarah Riley second it. Approved 5-0 DISCUSSION ON STREETS & DITCHES-Has been discussed in the meeting with Alan Craig above. DISCUSSION ON PARK EQUIPMENT- Need to order some signage and Josh Duffield said he had plans on the layout and he would be working on trying to get the playground put up soon. He needs to get in contact with Kevin from Teniert to locate the parts that are missing. DISCUSSION ON QUOTE FROM THE ENGINEER ABOUT THE CHLORINATOR- We have received a quote from Adam's Construction, LLC.for $165,000.00, we are working on the budget tonight and we also need to contact Teniert that they told the city that they would pay for the cost of this but we haven't heard from Teniert to see if that still are going to help with this project. Tabled QUOTE ON ROOF FROM BOONE- The city has received a quote from Boode for roof repairs for $11,362.90. Tabled until we are finished with budget tonight. Tabled DISCUSSION ONTHE PROPERTY PURCHASE FOR THE CONVENIENCE STATTION- Dusty said he hadn't heard from Griffin Phillips SO Dickie Baynes said he would give him a call to see where the process is on this issue. DISCUSSION ONPRICING FOR THE PUMP AT THE SEWER PLANT- Dickie presented to council some pricing. Some ideas were mentioned. Council still need to do more research on all the cost. EXECUTIVE SESSION: Executive Session as Authorized by Texas Governmental Code Section 551.074. MAYOR'S UPDATE- Discussed the water being flushed, how much at what cost.
