PLEDGE OF ALLEGIANCE Mayor Harvey led the Pledge of Allegiance. EVENTS/ANNOUNCEMENTS A. Juneteenth Celebration, June 19, 2025, at Timmermann Park Mayor Harvey invited everyone to the Juneteenth Celebration on June 19, 2025, at Timmermann Park. PUBLIC COMMENTS April Liwanag, residing at 13020 Lapoynor St. in Manor, Texas, submitted a speaker card to voice her concerns about speeding in the Lagos Subdivision. She is in favor of the new speed zone ordinance for this area and urges the city to develop solutions to address the speeding issues in the Lagos Subdivision. Jon Beall, residing at 17312 Littig Rd., Elgin, Texas, submitted a speaker card to express his concerns regarding environmental issues in the Wilbarger Creek watershed. Jim Donohoe, a resident of Austin, Texas, submitted a speaker card to express his concerns about the city maintaining the deed restrictions related to Agenda Items 1 through 4. Bernard Christensen, residing at 1030 FM 3000, Elgin, Texas, submitted a speaker card to express his concerns regarding the development of the event center that was approved on May 21st. He is worried about the LED issues and traffic concerns. Kim Anderson, residing at 14600 FM100 in Manor, Texas, submitted a speaker card expressing her opposition to the development of the new event center. She urged the new owner to take into account the concerns ofboth local and new residents. Ms. Anderson suggested that sound barriers and privacy fences be installed to mitigate any potential issues. She hopes the council will consider their worries about the impact this type of venue may have on the area. Marvin Chacon, who lives on FM 100 in Manor, Texas, submitted a speaker card to express his concerns about thej parking situation and noise issues late at night associated with the new event center. He bought his land intending to build his retirement home, but he is now worried about having it next to an event center. City of Manor Page 2 City Council Regular Session Minutes June 4, 2025 Gayle Anderson, residing at 14406 FM 100 in Manor, Texas, submitted a speaker card to voice her concerns about the notification process for residents within the Extraterritorial Jurisdiction (ETJ) regarding new developments. She requested that additional notifications be sent to residents outside the standard notification limits when new businesses are proposed. She also expressed concerns about the recent event center proposal and its impact on parking and traffic. Alondra Carbajar, who lives at 11305 Kirkland Hill Path in Austin, Texas, submitted a speaker card to express her concerns about the proposed event center on FM 1100. She shared her worries regarding the potential increase in traffic and noise that the event center could bring to the area. Ms. Carbajar mentioned that her family purchased property to build their new home in the same location, and she is now concerned about the issues the event center may create. She urged the council to consider the potential problems associated with this project and thanked them for their time. Erika Lopez, who lives at 14034 FM 1000 in Manor, Texas, submitted a speaker card opposing the development of the event center. She chose not to speak at the meeting. Lucrecio Lopez, who lives at 14034 FM 1000 in Manor, Texas, submitted a speaker card opposing the development of the event center. He chose not to speak at the meeting. Tanya Lopez Carbajal, who lives at 14034 FM 1100 in Manor, Texas, submitted a speaker card to voice her concerns about the proposed event center. She expressed her worries about the noise and other issues that the development could bring. Ms. Carbajal highlighted the peacefulness and tranquility ofthe neighborhood and is now worried about the impact the new venue may have. While she is not opposed to new development, she disagrees with the type of business that is planned for the site. Kaylee Lopez, who lives at 14034 FM 1100 in Manor, Texas, submitted a speaker card to express her concerns about the proposed event center. She highlighted her worries about potential privacy violations that the venue could cause, and the risks associated with alcohol and vandalism, which she fears may jeopardize her family's safety. Additionally, she noted that the development could negatively impact the quality oflife in the area and disrupt local wildlife habitats. Ms. Lopez requested that the council consider the long-term consequences of the project, focusing on the safety and quality of1 life for current and new residents. Thomas Graham, residing at 15910 Littig Road in Manor, Texas, submitted a speaker card opposing Public Hearings Nos. 3 and 4. Mayor Harvey announced that Public Hearings Nos. 1 through 4 would be postponed to the: meeting scheduled for July 18th. He informed Mr. Graham that he would have the opportunity to address the council during the public hearings he signed up for. No one else appeared at this time. Conduct a Public Hearing on the voluntary annexation of a 25.245-acre tract and a 45.838-acre tract, more or less, being located in Travis County, Texas, and adjacent and contiguous to the city limits. The city staff recommended that the City Council hold a public hearing. Mayor Harvey opened the Public Hearing. 2. Conduct a Public Hearing on the voluntary annexation of a 56.652-acre tract and a 118.76-acre tract, more or less, being located in Travis County, Texas, and adjacent and contiguous to the city limits, providing for an open meeting, and other related matters. The city staff recommended that the City Council hold a public hearing. Mayor Harvey opened the Public Hearing. 3. Conduct a Public Hearing on the voluntary annexation of 161.49 acres, more or less, being located in Travis County, Texas, and adjacent and contiguous to the city limits, providing for an open meeting, and other related matters. The city staff recommended that the City Council hold a public hearing. Mayor Harvey opened the Public Hearing. Thomas Graham, who lives at 15910 Littig Rd., in Manor, Texas, submitted a speaker card opposing the proposed annexation ofthe property due to the developer's approach. He believes that the developer has not adequately informed the community about the development plans and suspects that they may be trying to manipulate the situation to achieve their goals. 4. Conduct a Public Hearing on the voluntary annexation of 142 acres, more or less, being located in Travis County, Texas, and adjacent and contiguous to the city limits, providing for an open meeting, and other related matters. The city staff recommended that the City Council hold a public hearing. Mayor Harvey opened the Public Hearing. Applicant: Forestar (USA) Real Estate Group; Owner: Forestar (USA) Real Estate Group The city staff recommended that the City Council hold a public hearing. Mayor Harvey opened the Public Hearing. Development Services Director Burrell discussed the proposed rezoning request. Ehtan Harwell, representing Kimley-Horn, submitted a speaker card in support ofthis item; however, he chose not to speak but was available to answer any questions from the city council. Council Member Deja Hill asked about resident concerns regarding the proposed rezoning request; the Development Services Director confirmed there were none. Assistant City Attorney Rivera discussed the proposed Administration Services Agreement with P3 Works, LLC for Newhaven. A discussion was held to clarify the services that P3 Works, LLC would provide. MOTION: Upon a motion made by Council Member Weir and seconded by Council Member Moreno to approve the Public Improvement District Creation and Administrative Services Agreement for Newhaven with P3Works, LLC; and authorize the City Manager to execute the agreement. City Manager Moore provided an update on the proposed agreement with Central Texas Regional Mobility Authority to conduct environmental investigations for the right-of-way concerning the expansion ofHighway 290. MOTION: Upon a motion made by Council Member Moreno and seconded by Council Member Wallace to approve the Right-of-Way Agreement between the City ofl Manor and the Central Texas Regional Mobility Authority (Mobility Authority) for the purpose of conducting environmental investigations for Lot 1 Block H Greenbury PHS 1-A (Detention Pond and Drainage ESMT); and authorize the City Manager to execute the agreement. The city staff recommended that the City Council approve Ordinance No. 789 authorizing and directing the installation and erection of speed control signs for the zoning of traffic and rate of speed therein, on FM973 in the city limits of Manor; defining speeding and fixing a penalty therefore; declaring what may be a sufficient complaint in prosecution hereunder; providing for an effective date, savings, severability, and open meetings clauses; and providing for related matters. Chief Phipps discussed the proposed school zone ordinance. Consideration, discussion, and possible action on a Statement of Work No. 19 to the Master Services Agreement with George Butler Associates, Inc. for engineering services for the Manor Downtown Drainage Study project. The city staff recommended that the City Council approve the Statement of Work No. 19 to the Master Services Agreement with George Butler Associates, Inc. for engineering services for the Manor Downtown Drainage Study project in the amount of$153,226. City Engineer Phelan discussed the proposed SOW to the Master Services Agreement. A discussion was held regarding community involvement. A discussion was held regarding the funding for the project. MOTION: Upon a motion made by Council Member Deja Hill and seconded by Council Member Wallace to approve the Statement ofWork No. 19 to the Master Services Agreement with George Butler Associates, Inc. for engineering services for the Manor Downtown Drainage Study project in the amount of$153,226 and direct staff to not commence project until funding is available from the Downtown TIRZ and a written notice to proceed is provided to engineer by the city. The city staff recommended that the City Council deny a commercial sign variance to the city's site development code for St. David's Medical Facility. April Brown from St. David's Healthcare presented the attached PowerPoint presentation regarding the variance request for signage. Development Services Director Burrell discussed the proposed variance request. A discussion was held regarding the height ofthe sign. A discussion was held regarding potential variance fees that could be added to the fee schedule for similar requests. Development Services Director Burrell requested that the council table the item to allow additional time with legal to review the code. The city staffrecommended that the City Council provide guidance on appointing members to the Charter Review Commission. City of! It was determined that if ten or more applications were received, they would be processed and forwarded to Council Member Moreno, Council Member Deja Hill, and Mayor Harvey for final consideration. Interviews are scheduled for July 2nd and July 16th, with the commission expected to be appointed by July 16th. Additionally, the Council has instructed staff to establish guidelines for the committee meetings, which will be limited to no more than six meetings for charter review. 22. Consideration, discussion, and possible action on funding the Administrative Assistant II position currently on the City of Manor PayScale. Almaraz/RMC City Secretary EXAS City of Manor Page 14 St. David's HealthCare Emergency Department - Manor SIGN VARIANCE REQUEST CITY OF MANOR I JUNE 4, 2025 Overview Request: Approve a variance for one 40-ft. tall, 160 sq. ft. illuminated wayfinding sign on US-290 at Gregg Manor Rd. Objective: Provide clear, timely wayfinding for drivers seeking emergency medical care using an efficient yet effective design. Rationale Drivers searching for emergency medical help are often stressed and traveling at high speeds, increasing reaction distance needs. Congested visual environment and off-peak high speeds require earlier detection to give drivers time to recognize the sign and maneuver safely. In medical emergencies, missing a turn has the potential to impact patient outcomes. Proposed design offers improved wayfinding with efficient design. United States Sign Council (USSC) guidelines recommend 242 sq. ft. for speeds of 55 mph.
