Call to Order and Certification of a Quorum Mayor Pro Tem Doug Meisinger called the Kemah Council Meeting/Kemah Public Facilities Corporation Meeting to order at 6:00 p.m. in the Council Chambers in Kemah City Hall. Present were City Councilmembers Isaac Saldana, Lee Wallace, and Dustin Oliver. Mayor Collins was absent and there was a quorum. 2.
