CALL TO ORDER Mayor Kennedy called the worksession to order at 5:31 P.M. CITIZEN COMMENTS There were no comments from the public. EXECUTIVE SESSION- 5:32 P.M. Executive session in accordance with 551.071 and 551.074 of the Texas Gov't Code to deliberate and consult with attorney on the following: 1. To discuss personnel matters related to the search for a new City Manager, including review of proposals from executive search firms, qualifications and criteria for the position, related recruitment processes, and other legal matters involving the City. City Council returned from the Executive Session and reconvened in open meeting at 6:11 P.M. ITEMS FOR DISCUSSION 2. Discussion on update of the salary survey and compensation study. Interim City Manager Natasha Brooks shared an update on staff S recommendation regarding the salary survey and compensation study, which includes a 3% pay increase for all employees effective June 1st. 3. Discussion on FY2025-26 Budget Process Overview. Contract Finance Director Kendra Murphy presented an overview of the budget process. 4. Discussion on proposed Coogan tract Plan of Development. Kayla Leal ofLJA Engineering provided an overview of the Development Plan for the Coogan Tract. 5. Discussion on proposed KB Homes 104 acre-tract development located at the Southeast corner ofIowa Colony Blvd. and Cedar Rapids Parkway. The developer requested to withdrawal this item from the agenda. 6. Discussion on Capital Improvements Plan funding options. Dinh Ho provided an overview ofthe financing options for the Capital Improvements Plan, including a discussion ofthe advantages and disadvantages of each method. The options presented included impact fees, general obligation bonds, revenue bonds, certificates of obligation, public-private partnerships, funding through the Texas Water Development Board, and other potential sources.
