Comments must be relevant to the agenda item. This is not intended to be a question-and-answer session. Prior to speaking, each speaker must fill out the speaker request form and submit it to the City Secretary before the meeting is called to order. Each speaker is limited to three (3) minutes. 3) CONSENT AGENDA: All items listed below within the consent agenda are considered to be routine by City Council and will be enacted with one motion. There will be no separate discussion of items unless the mayor or councilmember SO requests, in which event the item will be removed from the general order of business and considered in its normal sequence. a) Possible action to approve minutes from Ingram City Council Regular Meeting held on March 17, 2025- Tabled b) Possible action to approve minutes from Ingram City Council Special Meeting held on March 28, 2025- Tabled 4) CONSIDERATION AND POSSIBLE ACTION: a) Consideration and possible action on citizen request to display banners- Stephanie Seefeldt with Ingram High School Athletics Booster Club 830-377-1840) Stephanie- Would like to hang Boulevard Banners" on the 6 lamp posts on the bridge. They are semi-permanent. Talking to Ag Department to see if they will weld us some brackets to affix to light poles and would be up full-time. They would be black with white letters and red outline. Hope to help school spirit and beautify the bridge. Council mentions that they may also need approval from the TxDOT. Motion Carried 3-0 Mayor Pro Tem Rocky Hawkins- Second Councimember David Britton- Aye Councilmember Robert Kimbrough- Motion b) Consideration and possible action on annual review of Investment Policy- Tabled- Need more time to review c) Consideration and possible action on hiring a CPA to assist in resolving financial documentation deficiencies, as well as, correcting issues with FundView setup and implementation Tabled pending pricing information. 5) ORDINANCES AND RESOLUTIONS: 6) STAFF REPORTS: a) Code Enforcement updates (Stuart Gross)- Everything going along pretty smooth. Drove around Ingram and was pleased to see there was not a bunch of trash. Burned property on Ingram Loop will be cleared on May 1st and they will be coming to council to build. Builders and speculators calling about properties in Ingram and we are able to get ahead and tell them what is expected. May gth building at park will be painted by school. Will be out of the office 1st week or SO of May. Received license in mail on Friday for Code Enforcement Officer. b) Law Enforcement updates (Amin Malek)- Ingram ISD Chief Garcia and Lt. Mike Mitchell working with us to fix traffic issue at the elementary school. 645 elementary kids. Transfer kids do not ride bus. Increase in transfers means increase in traffic. Parents are lining up on the dedicated right-hand shoulder on Hwy 27. Map given highlights from Junction to Woodland. Would like to make Woodland a one-way street before (7-8am) and after school (3-4pm) to go NVorthbound only. Would like a City Ordinance and signage for Woodland and Alta Loma. Sensors can be stretched out to up to a minute on the lights to help with traffic. Actual traffic is heaviest from 7:15-7:45 am and 3:35-3:50pm. This would (to the best of my knowledge) eliminate Hwy 27 standing traffic. Mayor voicing concerns over residents not being able to get in and out while going to work and coming home. Mayor states that a parking lot/driveway should be built on the elementary school property off of Skyview. Ingram ISD PD will provide traffic control. Rocky agrees that something needs to be done, but this may not be the answer. Narrow streets are a big issue. Someone is going to get into an accident trying to exit against the line of traffic on Hwy 27 and the Hwy traffic. Lt. Mitchell says they are open to suggestions, but they are just trying to get these cars off of the Hwy and keep everyone safe. Mayor asks about school zone, flashing signs. Chief Garcia says he is not having luck with TxDOT. Would also like a traffic light at Skyview and Woodland also, but they are not exactly flexible. An architect from TXDOT and a technician work with us and can help with the light cycles. Mayor suggests that they may need to schedule a workshop to work on some other options. Its not perfect, but they will not make the residents wait a half-hour. Mayor Jordan suggests again winding traffic through the school property. They are also working with the county and the state to find the best option. Lt. asks how to form a committee to talk about it. Mayor suggests that they may need to schedule a workshop to work on some other options. Rocky says he wants to get it taken care of and for nobody to get hurt. Citizen asks if there is a way to get a traffic light and Lt. says that depends on TxDOT. Says Wheeler met with them about it. Rocky says the council never saw anything. Mayor requests doing a workshop and everyone agrees. c) Administrative and Financial updates (Bryanne Doss)- Working on Fundview and finding and correcting a lot of issues, things going to the wrong funds or just the wrong accounts.
