Councilmember Nora Hodges made a motion to approve the sign at 841 12th Street. Councilmember Rooster Smith seconded the motion and carried unanimously. 6. Consideration and action on a proposal for engineering and surveying services for construction of Asphalt Roads in the City of Hempstead. 1st Street to Galveston Street to Allen Street. Mayor Katherine Ward postponed this until a later meeting. 7. Consideration and action from Hempstead Commerce and Civic Association for Hotel/Motel Funds in the amount of $5,000.00 for advertising signage and T-shirts for the Watermelon Festival. Raul Villarreal with the Hempstead Commerce and Civic Association stated to council that he was there ifthey had any questions. Mayor Pro-Tem Lonnie Garfield asked ifhe knew the number of people that attend every year. Raul Villarreal stated it's impossible to know, every year it grows and the number of people that come and go, its impossible to know. Mayor Pro-Tem Lonnie Garfield made a motion to approve the Hotel/Motel Funds in the amount of $5,000.00. Councilmember Veronica Klausmeyer seconded the motion and carried unanimously. 8. Melissa Hegemeyer spoke to council and stated that she recently purchased the Hempstead Theater Building. She presented council with pics ofthe roof material. It will be a retro fit roof. The signs will remain the same, the only thing she is changing is the wood. The windows she will be replacing the glass. Councilmember Dave Shelburne made a motion to approve the changes. Councilmember Nora Hodges seconded the motion and carried unanimously. 5. Councilmembers Reports. a. Nora Hodges-a attended area agency on aging training in Brookshire in 05/28/25. Update on the 89th Legislative Session. Councilmember Nora Hodges stated it was an awesome training. All 60 or older people can qualify for programs. 89th Legislative she will bring back information to council on a later date. 6. Adjourn City Council Meeting. Jared Engelke, the City Engineer, stated to council that a previous meeting was held with the owners and city staff and the owners were wanting to ask the city for various variances, because ofthe growth of the company. The owners own forty feet from 4th to 2nd Street and now are asking for the other forty feet of the property. On 3rd Street from New Orleans & Wilkins there are existing facilities. There will be a proposed detention pond which will be pumped based. Councilmember Rooster Smith stated to council that to sell the other forty feet the city would have to publish it and it would have go through the sell process. Jared Engelke stated the parking will need a variance. Kim Flannigan, one ofthe owners of the business, stated that the way her brother had planned the flow ofthe water would be ok. She states they are crammed and need space. Councilmember Dave Shelburne stated that it looked like she had more parking than needed. He also stated to build the proposed building in question if she could build out to the five feet setback and that would give her more square footage. Jared Engelke stated that maybe they need to rezone the proposed building and get a building variance from 0 to 5 feet and shift the proposed building that it will not encroach into city right ofway. Council stated to the owner to get with their engineer and bring back more information for council to make a decision. 5. Adjourn Workshop.
