CITY OF EMORY MINUTES FOR PUBLICHEARING and CITY COUNCILMEETING HELD ON MAY1 13, 2025 The City Council of Emory met on the 13th day of May 2025 at 7:00 pm for a Regular City Council Meeting with the following members present: Mayor Earl Hill III, Mayor ProTem Blake Cooper, Lori Honeycutt, Jacob Roan and Travis Potts. Others present: Allen and Rachelle Jones, Dillon Smith, Lance Hooten, Katelyn Green. Chuck Fitts with Rains County Leader, Landon Williams Chairman for the Planning and Zoning Committee, Executive Director of EDC Leah Drown, City. Administrator Thad Chambers, Chief of Police Tom Parsons, Director of Finance Samantha Gibby, Public Works Director Blake Brumit and City Secretary Donna Raper. Meeting called order by Mayor Earl Hill III 7:00 pm Invocation and Pledges given by Lori Honeycutt and Mayor Earl Hill III. Public Comments Landon Williams Chairman for the Planning and Zoning Commission Recommending the City Council to approve the Final Plat. Applications for Items F, G. and H. Consent. Agenda A. Motion made by Lori Honeycutt, seconded by. Jacob Roan approving the minutes for April 8. 2025 city council meeting. Motion carried unanimously. B. Motion made by Lori Honeycutt, seconded by Blake Cooper to approve the payment of the bills except for the payment of the Water Model Study check for the amount of $1593-75 to Hayter Engineer, until the city receives the water study. Motion carried unanimously. Items for Consideration and/ or Action A. Departmental Updates: Public Works Director Blake Brumit gave the council members an on the sewer line project at Kim's. Mr. Brumit stated they would be running a camara in the update sewer lines on Clark Dr. Mr. Brumit also stated that the tanks forthes splash pad have been ordered, also the sails have been put up over the playground equipment at Sandy Creek Park. Brumit also updated the council on the Emory Storm Shelter. Finance Director Samantha Gibby spoke to the council members CPI (Consumer Price Index) index increase with Blake Jack Disposal. Mrs. Gibby stated we. had positive feedback on Founders Day this year. Executive Director of EDC Leah Drown - also gave an update on Founders Day. Mrs. Drown stated EDC has an opening on their board they need to fill. Emory Chief of Police Tom Parsons informed the council members that the department will have a new officer starting on the 21st of this month. B. Motion made by Lori Honeycutt, seconded by Travis Potts to adopt Resolution R4-2025 canvassing the result ofthe: returns ofthe General Election held on thes 3rddayo ofMay2025. Motion made byJacob Roan, seconded by' Travis Potts to appoint Blake Cooper as Mayor Pro-tem. Jacob Roan, Travis Potts, Lori Honeycutt and' Travis Potts voting for and Blake Cooper abstaining. E. Motion made by Blake Cooper, seconded by Lori Honeycutt, to accept an incentive package for Robert's Cycle and Sound LLC. Presented by Leah Drown of the EDC. Motion carried unanimously. F. Motion made by Lori Honeycutt, seconded by Travis Potts, to accept the recommendation from the Planning and Zoning Commission, for the Final Plat Application for Dillion Smith. Legal description of the property: City of Emory Rains County Texas (Skyline) out of the Miller Survey Abstract No. 155, currently zoned (R1) Single Family. Motion carried unanimously. G. Motion made by Travis Potts, seconded byl Lori Honeycutt to accept the recommendation from the Planning and Zoning Commission to approve the Final Plat Application for Courtney Luckett / Lonnah Basham for the Property located at 545 N. Texas St. Emory, Texas 75440. Motion carried unanimously. H. Motion made by Jacob Roan, seconded by Blake Cooper to accept the recommendation from the Planning and Zoning Commission to approve the Final Plat Application for Lance Hooten Estate LLC. for the property located at Airport Rd. and Skyline Rd. (Subdivision Name: Corner Stone Estates). Jacob Roan, Blake Cooper, and Lori Honeycutt voted for, and Travis Potts recused himself. I. Motion made by Blake Cooper, seconded by Jacob Roan approving an agreement of tap fees and sewer line extension between Hooten's Real Estate LLC. and the City of Emory for the extension ofa news sanitary sewer line to serve proposed new. housing development and utilize up to $72,000 ofthe developer's prepaid water meters, water and sewer tap fees towards project costs. Takeany and all necessary action in this matter. (with the changes stated). Blake Cooper, Jacob Roan, Lori Honeycutt voted for and Travis Potts recused himself. J. Motion made by Blake Cooper, seconded by Lori Honeycutt to repoint Landon Williams, Don Spencer and Dennis Threadgill, to the Planning and Zoning Commission. Motion carried unanimously. K. Motion made by Blake Cooper, seconded by Lori Honeycutt to amend the FY2025 General Fund Budget. Motion carried unanimously. L. Motion made by Lori Honeycutt, seconded by Jacob Roan, approving consulting services agreement between Samanta Gibby and the City of Emory for accounting services. Motion carried unanimously.
