(817) 441-5770 City Council Meeting Minutes The City Council met in a scheduled meeting on Thursday, May 15, 2025, at 7:00 p.m. in the Annetta Town Hall at 450 Thunder Head Lane to consider the following agenda: I. Call to order. Mayor Sandy Roberts called the meeting to order at 7:00 p.m. II. Pledge of Alegance/Invocation of Prayer. Council Member Shane Mudge led the pledge and Council Member Danny Coffman gave the invocation. III. Roll call/Quorum check. A quorum check revealed that Mayor Roberts and Council Members, Kent Stasey, Shane Mudge, Danny Coffman, Jim Causey and Brandon Thompson were all present. Also present was Jamee Long, City ecretaly/Adminstrator. IV. Public Comments: There were no public comments. V. Consent Items: Reports from City Staff and Commission or Committees: a. Consider the approval of Minutes from the Regular City Council Meeting on April 17, 2025. b. Public Works Report. C. Financial Report. Council Member Coffman moved to accept the consent items, Council Member Mudge seconded the motion, with all aye. Mayor Roberts stated that there were 64 leak notifications in April. Council Member Stasey stated that the Town's finances are in line for this time of the fiscal year. Council Member Causey discussed the water customer portal through Zenner allowing customers to monitor their consumption and is hopeful this will be accessible to water customers soon. Motion passed unanimously. VI. New Business: a. Administer Oaths of Office to Mayor and Council Members Place 3 and 5. City Secretay/Administrato, Jamee Long, swore in Sandy Roberts as Mayor, Brandon Thompson as Council Member Place 3, and Kent Stasey as Council Member Place 5. b. Discussion: Discussion regarding Upper Trinity Groundwater Conservation District Rainwater Harvesting Grant. Mayor Roberts stated that the Town of Annetta has been chosen as a finalist for the Upper Trinity 1 Groundwater Conservation District Rainwater Harvesting Grant. She stated that one of the Town's engineers, Robert McGee, and herself interviewed and answered questions with the Upper Trinity today. She stated that the Town will be notified soon about who has been chosen to receive the grant. Mayor Roberts discussed the benefits of harvesting rainwater. Council Member Stasey thanked the mayor for applying for the grant and for being proactive on water conservation. C. Discussion: Discussion regarding Flock Camera Agreement and Interlocal Agreement with Aledo ISD for placement of Flock cameras. Mayor Roberts stated that Parker County Sheriff Authier recommended Flock cameras as a use for the Town's CCDP funds. She stated that the City Council approved CCPD funds to be used for Flock cameras at Stuard Elementary and Annetta Elementary back in August of 2024. She stated that the school district has been unresponsive in continuing to move forward with this project even though the Town of Annetta has agreed to fully fund. Ms. Long stated that the only communication from the school district was regarding which entity would have possession of the data stored on the cameras. She stated that the Town of Annetta has made it clear that it does not want access to the data and that this should only be obtained by law enforcement. Council Member Stasey stated that he is hopeful that the school district will get this worked out for the safety of the students. d. Discussion and Action: Schedule any necessary Budget Planning Workshops and inform the public of the anticipated schedule for public hearings and approval of the 2025-26 Town Budgets. Council Member Causey stated that Ms. Long has drafted a spreadsheet to analyze expenses from prior years to assist in drafting a proposed budget. Council Member Causey moved to schedule Budget Planning Workshops for June 19 and, if necessary, another workshop on July 17, with a public hearing scheduled for August 21, Council Member Coffman seconded the motion, with all aye. Council Member Causey stated that the Town's Finance Committee will be meeting to discuss a proposed budget and capital expenditures. He also discussed an analysis for water rate changes. Council Member Stasey discussed the increase in costs for repairs and maintenance on the water and wastewater systems. He also discussed the Town's bonds. Motion passed unanimously. e. Announced winner of children's book contest. This month's book, The Flower Thief, was won by the residents of 105 Langley. VII. tems of Community Interest. Mayor Roberts discussed weather radios and apps that can be used to assist citizens with weather alerts. Council Member Causey stated that Texas Weather Chasers is a good group to follow on Facebook for alerts. He also discussed the Aledo giris' softball playoffs. Mrs. Thompson discussed the upcoming graduations. Council Member Stasey stated that his daughter is graduating from Oklahoma State University and is planning to attend nursing school at Oklahoma University. Jim Zimmerman, reporter with the Community News, stated that this will be his last meeting. He has accepted a coaching job in Abilene to be near his grandchildren. Mayor Roberts stated that we will miss him at the meetings and congratulated him on his new venture. Mayor Roberts discussed her meeting with A.B. Fraser's descendants. Mr. Fraser founded the Annetta Community and Annetta is named after his daughter "Annetta." Council Member Thompson discussed the Texas Rangers baseball games. Council Member Causey discussed his recent cataract surgery, and that hei is doing well. VIII.
