CALL TO ORDER-7:00 PM Mayor Greg Crowder called the meeting to order at 7:00 p.m II. INVOCATION Councilman David Young gave the invocation. II. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited in unison. IV. APPROVAL OF MINUTES A. March 28, 2025 On a motion by David Young and a second by Barry Jessup, Council moved to approve the minutes of March 28, 2025, as presented. TOWN MANAGER'S REPORT Copies of the Town Manager's confidential report were distributed prior to the meeting. Mrs. Surratt stated that Amanda Killen's kickoff meeting is scheduled for Thursday at 5:30 PM at the Mava Vass Learning Center. She also noted that the flagpole project at the farmers market is nearing completion, with installation expected soon. The "What to Know Wednesday" show has gained popularity, and council members are encouraged to prepare for potential filming in May. Surratt also stated the Valerie Padgett has provided theater colors for discussion. Barry Jessup motioned to approve the colors, Ed Terry seconded. All councilmen voted in favor. VII. TOWN ATTORNEY'S REPORT Town Attorney Trent Crewe had nothing to add. VIII. POLICE CHIEF'S REPORT Copies of the police report were distributed prior to the meeting. A copy is attached herewith and made a part of these minutes. Chief Goad had nothing to add. IX. REPORTS OF MAYOR AND COUNCIL Councilman Greg Yonce stated just want to thank the town for all they're doing to keep it spruced up and looking good. Have some flowers coming up here and there, and a few blooms on the trees. So, spring is around the corner.' 3 Yonce then expressed to LeAnna Surratt to let him know if she needs anything during up upcoming surgery. Councilman Ed Terry stated "LeAnna, we are thinking of you, praying for you, and hope that all the news that you get is truly good news. Councilman David Young stated that dittos what everyone else has said and the council is behind her 200% and that she is a valued asset to the town. Councilman Barry Jessup stated that he dittos what everything everybody else expressed to LeAnna to let him know if she needs anything during her recover to please let them know. Jessup also stated concerning the Community Business Launch Banquet "I just want to thank Leanna and Valerie and Lauren for such amazing job. I mean, that was that was something big for this town, the ceremony where it was put together and set up and everything.' Mayor Greg Crowder told LeAnna she will bounce back from her medical set back and that he regrets that he missed the CBL Banquet. X. UNFINISHED BUSINESS There was no unfinished business. Whereas, the following elements must be included in regional water supply plans in accordance with 9VAC25-780: A description of existing water sources in accordance with the requirements of9VAC25-780- 70; A description of existing water use in accordance with the requirements of9VAC25-780-80; A description of existing water resource conditions in accordance with the requirements of 9VAC25-780-90; An assessment of projected water demand in accordance with the requirements of9VAC25- 780- 100; A statement of need for the regional planning unit in accordance with the requirements of 9VAC25-780-100; An alternatives analysis to address projected deficits in water supplies in accordance with the requirements of 9VAC25-780-100; A description of water management actions in accordance with the requirements of9VAC25- 780- 110 and 9VAC25-780-120; A description of drought response and contingency plans for each local government in the RPU, in accordance with the requirements of 9VAC25-780-120; An identification of water supply risks and regional strategies to address identified risks in accordance with the requirements of9VAC25-780-125; and An map identifying important elements discussed in the water supply plan that may include existing environmental resources, existing water sources, significant existing water uses, and proposed new sources, and Whereas, the Virginia Department ofl Environmental Quality has announced the availability of grant funds to assist Regional Planning Units and offset some of the costs related to the development of these Plans and are encouraging RPUS to submit applications for grant funds; and Whereas, for purposes oft this DEQ water supply grant fund program, the Town ofHillsville will participate within the New River 2 planning unit, and Whereas, the Regional Planning Unit, through the lead agent wishes to apply for and secure DEQ grant funds to help offset the cost of regional water supply plan development. NOW, THEREFORE BE IT RESOLVED that the Town ofHillsville agrees to participate with all local governments and water authorities within the New River 2 Planning Unit in the development of a regional water supply plan that will comply with mandated regulations; and BE IT FURTHER RESOLVED that the lead agent is authorized to develop an application for water supply planning grant funds to offset to the extent feasible the cost of developing said regional water supply plan; and BE IT FURTHER RESOLVED that the lead agent agrees to manage all grant funds received and allocate these shared funds towards the tasks and deliverables proposed in the grant application for the benefit of the entire Regional Planning Unit, and BE IT FINALLY RESOLVED that Aaron Sizemore, Executive Director, Mount Rogers Planning District Commission is authorized to sign the DEQ contract and other appropriate documents related to the water supply planning grant and the regional water supply plan. This funding would enable the Town to acquire and revitalize the VFW property a space rich with potential and central to our vision for Hilisville's continued growth and economic vitality. The Town of Hillsville recognizes the transformative opportunity this property presents. We are prepared to fully match awarded funds and are willing to pursue a low-interest loan if necessary to ensure the successful purchase and development of this site. The VFW has generously offered the property to the Town for $950,000--a figure significantly below its 2024 tax-assessed value of 1,172,700 -underscoring both the urgency and value of this opportunity. However, we are mindful that this offer is time-sensitive and will likely expire around August 2025 due to the recent reassessments which the Town of Hillsville saw more than 70% increase in value to most properties. It is imperative for the Town of Hillsville to secure this property for public use rather than risk its conversion into a non-functional private entity such as a church who made a higher offer. Public ownership will allow this facility to reach its highest potential as a versatile, revenue-generating venue that aligns with the Commission's priorities for national impact and economic revitalization. The Town envisions this property becoming a premier destination, hosting regular ticketed events that draw attendees from across the Eastern United States and beyond. Our strategic plan includes the development of a comprehensive year-round calendar of events including music festivals (modeled after the successful Dr Pepper Park in Roanoke), trade shows, conferences, artisan markets, and cultural gatherings. A sample of this intended schedule which outlines events in addition to the nationally resound semiannual flea markets is attached to this letter. The facility's central location and available infrastructure make it ideally suited for such use. This revitalization will not only generate substantial tourism and economic activity but also serve as a catalyst for business development and job creation throughout Carroll County and the surrounding region. We believe this project aligns perfectly with the mission of the Tobacco Commission by: Promoting regional economic diversification and vitality. Leveraging tourism as a core driver of community development. Repurposing an existing structure for maximum community benefit. Delivering long-term economic returns through event-based revenue streams and increased visitation. By approving this letter of support, the Hillsville Town Council unanimously affirms its commitment to provide all necessary local support, including financial resources, administrative coordination, and community engagement, to ensure this project's success. Although we did receive a higher offer from a church organization, our priority is to preserve and continue the operations of our Veterans of Foreign Wars (VFW) post. The Town's proposal allows us to do SO in a manner that supports both our mission and the broader community. This offer has our full support through August 2025. Should negotiations extend beyond that time, the terms may need to be revisited and reevaluated. We appreciate the Town's partnership and look forward to continuing our service in the community.
