Hamilton, County Council Appointee Robert Sandlass, Treasurer James Richardson, County Executive Appointee Margaret Hartka, Deputy County Attorney Absent: Karen Myers, Director of Procurement Joseph Siemek, Director, Department of Public Works Announcement from Robert McCord Mr. Robert McCord notified the attendees that Harford County Government was following protocol under the Open Meetings Act. Approval of Minutes oft the May 20, 2025 Board of Estimates Meeting The minutes of the May 20, 2025 Board of Estimates Meeting were approved by general consent. Item No. 06-03-25-01 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Vincenti. Ms. Stephens presented Solicitation No. 25-143; Harford County Classification and Compensation Study; Requests for Proposals. Ms. Tiffany Stephens from the Department of Human Resources stated that this proposal is for a Classification Study, Compensation Study, and a Time Use Study to ensure that jobs are properly classified and compensated to ensure fairness and competitiveness. The study will help Harford County Government align internal structure with the external market, simplify classifications, and identify career progression paths. In turn, to improve recruitment, retention, and overall employee satisfaction. The Time Use study is conducted to understand how long a task or process takes, allowing for better resource allocation, process improvement, and production planning. This information is crucial for setting benchmarks, controlling performance, and improving overall productivity and efficiency. Harford County Government has not implemented a pay study since June, 2008. The Department of Human Resources recommends award in the amount of $138,000.00 to Evergreen Solutions, LLC of Tallahassee, Florida in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with two members absent. Item No. 06-03-25-02 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Vincenti. 1 Mr. Fleming presented Solicitation No. 25-133; (2) New 2025 Ford Rangers 4WD; Piggyback- Howard County Contract # 4400004546. Mr. Leroy Fleming from the Department of Procurement, Fleet Management, stated that this proposal is for the purchase of two (2) new 2025 four-wheel drive Ford Rangers to be utilized by Water and Sewer Utility Technicians. The Ford Rangers will allow materials, tools, and equipment to be placed in the covered beds and in the crew cab areas and can also be used in bad weather and off-site work. The new Ford Rangers will replace two Ford Broncos - unit 0566 which is a 2024 with 1,034 miles and unit 0570 which is a 2023 with 24,572 miles. The Broncos will be transferred to be used for supervisors' site visits. The currently used supervisors' F-350's, unit 0551 and unit 0569, will be returned to Fleet to be distributed to other departments. The Department of Procurement, Fleet Management, recommends award in the amount of $77,456.00 to Hertrich Fleet Services, Incorporated of Milford, Delaware in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with two members absent. Item No. 06-03-25-03 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Vincenti. Mr. Hannon presented Solicitation No. 25-209; Water and Sewer Cybersecurity Consulting Services and Strategies; Piggyback- Hampton Roads Sanitation District Contract # 6251972. Mr. Auther Hannon from the Department of Public Works stated that this proposal is for cybersecurity consulting services and strategies for Water and Sewer Operations which oversee an operational technical (OT) supervisory control and data acquisition (SCADA) system that is autonomous, isolated, and self-contained, using proprietary software to control machinery and programmable logic controllers (PLCs), including consulting services such as Vulnerability Assessments, tabletop exercises, and staff training to support the Drinking Water and Wastewater OT SCADA system and ongoing regulations that impact cybersecurity for the water treatment plants. The Department of Public Works recommends award in the amount not to exceed $293,698.76 to Jacobs Engineering Group, Incorporated of Newport News, Virginia in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with two members absent. Item No. 06-03-25-04 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Vincenti. Mr. Barry presented Solicitation No. 25-219; Flooring Replacement for Water and Sewer Maintenance; Piggyback- Sourcewell Contract # 061323-IFA. Mr. Steven Barry from the Department of Public Works stated that this proposal is for flooring materials, supplies, and services required to replace the flooring throughout the Water and Sewer Maintenance facility building. The Department of Public Works recommends award in the amount of $141,889.05 to Interface Americas, Incorporated of LaGrange, Georgia in accordance with Section 41-25 of the Harford County Code.
