CITY OF PARKER REGULAR MEETING MINUTES HELD AT. 1001 W. PARK ST, JUNE 3, 2025 - 5:30 PM Mayor Andrew Kelly called the meeting to order with invocation followed by the Pledge of Allegiance. The following were present: Mayor, Andrew Kelly, Councilmembers Tonya Barrow, Katy Bodiford, Ron Chaple, John Haney, City Clerk Ingrid Bundy, and City Attorney Tim Sloan. ITEMS FROM THE AUDIENCE (Non-Agenda) There were no items brought to council from the audience. AGENDA Approval of Minutes A motion to approve the minutes was made by Councilmember Barrow; seconded by Councilmember Bodiford. The motion was carried with all voting in favor; 5-0. Planning Committee Recommendation - Parcel Combination - Parcels # 26187-015-000 & 26187-016-000 (308 & 310 Blackshear Dr) = Padgett City Attorney, Tim Sloan, presented the details regarding the recommendation. Mark Rega, Planning Committee Chairman, presented further details for council to consider. A motion was made to approve the parcel combination by Councilmember Barrow; seconded by Councilmember Haney. The motion carried with all voting in favor; 5-0. Second Reading /Possible Adoption - Ordinance 2025-425 Impact Fees City Attorney, Tim Sloan, presented the details regarding Ordinance 2025-425 Impact Fees. A motion to read was made by Councilmember Barrow; seconded by Councilmember Bodiford. The motion carried with all voting in favor; 5-0. City Attorney, Tim Sloan, read the summary of Ordinance 2025-425. A motion was made to adopt Ordinance 2025-425 by Councilmember Barrow; seconded by Councilmember Bodiford. The motion carried with all voting in favor; 5-0. Resident Pat Fousek, 1344 Stratford Avenue, presented a discussion regarding base rates listed in the ordinance and how it corresponds to the fluctuation in water bill. With no further discussion pertaining to Impact Fees the item was closed. Discussion regarding unleashed animals in certain areas of the city Mayor Andrew Kelly presented details regarding unleashed animals and stressed the gravity of addressing this critical problem. After discussion, the council agreed that a meeting between the Mayor and Animal Control would be the first step to find an amenable resolution. 1 DISCUSSION ITEMS BY COMMISSIONERS Councilmember Chaple shared details of the yard sale event coming up. He also reiterated the details regarding the pig roast the first weekend in September. Councilmember Barrow expressed her extreme discontent regarding public comments made on social media that, in her opinion, is slanderous. Councilmember Bodiford concurred with this opinion and shared the same disapproval. Councilmember Barrow chose to open public response to her discussion. Resident Pat Fousek, 1344 Stratford Ave, offered in her public comment that she is the president of the social media outlet entitled "The Parker Citizen." Ms. Fousek removed herself from the podium after audience interruption. City Attorney, Tim Sloan, advised against public comments during Council discussion items. Resident Mark Rega, 1503 Dover Rd, offered in his public comment that he encourages the continued use of cameras during the meetings due to the benefit it offers disabled residents and those who are limited in their mobility who cannot attend the council meetings in person. He shared that he feels naysayers' actions cannot be prevented and that any evil negativity reflects the source and not who it is directed towards. Resident Kim King, 4716 E 6th St, offered in her public comment that her involvement is predicated on the negative efforts of naysayers, that in her opinion there is nothing nefarious regarding the City of Parker's activities, and that she appreciates the job that Council is doing. Resident Pat Fousek, 1344 Stratford Ave, returned to the podium to offer further public comment that she is the president of the social media outlet entitled "The Parker Citizen" but is not the author of all the content on the outlet. Mayor Kelly clarified that, as the president, Ms. Fousek is liable for the comments promulgated on the social media outlet. Ms. Fousek shared her opinion that to use the term 'evil' to describe anyone associated with "The Parker Citizen" is "worse than what we're being accused of doing.' 1 Mayor Kelly suggested for the removal of the outlet.
