The public can hear and participate in the meeting via conference call by dialing 1(9177900-1022 and enter code 32628. CALL' TO ORDER Mayor Jeff Williams called thei meeting to order at 6:00 PM. INVOCATION. AND PLEDGE TO THE AMERICAN FLAG Pastor Donnie Ownby led the Invocation and the Pledge to the American Flag. OLD BUSINESS New Fire Station Progress/Schedule - ChiefDarian Brown stated that it is moving along, and the plans are being worked on, howèver. the waterlines have caused a delay. He stated that in the next two to three weeks they should receive the plans for their review and once everything is agreed upon it will be ready to bid out. New Fire Station Water Supply - Chief Brown stated that more permits have to be gathered and that it is his understanding that this Fire Station will be on the Horseshoe Beach Municipal supply and that the line. will be extended to that point. 2 Butler-Douglas Park Restoration Project Plans/Schedule - Mr. John Jenkins stated that he just received the site plans from Mr. John Locklear. He stated that he will email a copy oft the site plans to Horseshoe Beach within the next few days. Mr. JD Nobles asked if the Dixie County ever got funds for the pier. Commissioner Mark Hatch stated that that is part ofthe working waterfront. Horseshoe Beach Dredging Schedule/Update- Commissioner David Osteen stated that he has been speaking with Mr. Locklear and that he is still working with the Army Corp of Engineers. Mayor Williams stated that he will be writing a letter ofrecommendation to the State of Florida for the last crew that they had cleaning out the canal. He stated that it originally had rebar, but that this would temporarily suffice. Mr. Jenkins stated that he would look into it. Mayor Williams asked about the acquisition on the Buckly property and Mr. Jenkins stated that they never got back with him on that. CR-351 Road Repairs and Erosion Control Projects-Main St/Point Schedule- Commissioner Osteen stated that he and Mr. Jenkins called the engineer to see ifthey can temporarily do something with the road: repair He stated that they will get more sandbags for a temporary fix. Assistant Manager Roy Bass stated that they. just put the signs back up as well. NEW BUSINESS Commissioner Hatch asked how Horseshoe Beach does their assessments on RVs in the area. Mayor Williams stated that they are not doing anything at this point arid are in conversation with Mr. Robbie Lee at the Property Appraiser Office. Mayor Williams stated that they have discussed it, and the Council elected to hold off and take a look around budget time, but he stated that that was prior to Hurricane Idalia. Mr. JD Nobles stated that there are over 200 RVs in Horseshoe Beach right now. He stated that next year the County will implement fire and garbage on the RV lots by collecting it through the ad valorum tax and that he agrees that garbage should be taxed. Attorney Chana Watson stated that ifthere are no special exceptions for the RVs, sO that ifthey are: not recorded as RV lots or vacant land, then the County still will not know how to assess the taxes. Mr. Jenkins stated that they. could get them through the electrical permit process and Attorney Watson stated that they would have to have something else to back it up. Butler Island discussion Mr. Nobles presented a video he had taken of Butler Island and the damage that has occurred due to the recent hurricanes. He stated that Dixie County has lost between 75-100 feet on the Gulf side ofthe Island. He stated at some point the County is going to have to protect Butler Island. Chief Brown stated that it sounds like a prime mitigation project to protect the community and needs to be applied for properly. He suggested they could put in stone barriers like what they are trying to do at Shired Island. He said it will take a lot of engineering and money but that is something to think about. HMGP Debby & Heleme Mr. Nobles stated that Horseshoe Beach has put in three (3) projects for Hurriçane Helene and that the next County LMS meeting has not been scheduled yet. He stated that they will be doing the ranking for the existing projects at the next LMS meeting. Road Damage Status- Mayor Williams mentioned that Horseshoe Beach owns gth Avenue West, and that Dixie County owns gth Avenue East. He stated that he just wanted to make Mr. Jenkins aware that there is some damage on the road. Mrs. Brooke Hiers stated that there is also quite a bit oft trash and debris inside the fence. Mr. Nobles stated that Mr. Steve Kelly lives back there, and that Mr. Kelly said ift the County could put a dumpster out there, then he would clean it up. Mr. Jenkins stated that he would place the dumpster there. COMMENTS Mayor Williams stated that theré. was some confusion with the match waivers for Hurricane Debby and Hurricane Helene and Mr. Jenkins stated that he had taken care ofit, Mayor Williams statedthat they have not received any funds for Hurricane Idalia yet. He stated that they have transfèrred the funds to FDEM (Florida Department of Emergency Management) but hei is not sure ifthey are doing the same for Hurricane Debby and Hurricane Helene. He mentioned that Alex Chuntz Is at FDEM and that he is excellent at his job. Mayor Williams stated that they should start receiving checks next week, Mr. Tony Cunningham thanked the Commissioners for attending the meeting. He also stated that Jackson Trail Park has been damaged since the hurricane and that he wanted to make sure that it was on the tablei to get fixed. Mr. Nobles thanked the commissioners for being there. Mr. Selph asked if anything could be done at the sandbar and stated that citizens have asked him if anything could be done as far as dredging. Commissioner Osteen stated that he has asked several times and has been advised not to do it. Mr. Jenkins stated that he just reassessed the dredging amounts also and incorporated the extra projects into it. Mayor Williams stated that he received a phone call last week from USDA (United States Department of Agriculture) and he brought up the debris in the marshland. He stated that DEP (Department of Environmental Protection) asked him some questions and that he is hoping for a meeting to go look at the debris. The Board set the next meeting date for Horseshoe Beach on August 11, 2025, at 6:00 PM at the Dixie County Library in Cross City, Florida.
