San Jose Arena Authority Memorandum To: Kevin Ice, City Manager's Office From: Bill Ekern, Board Chair and Chris Morrisey, Executive Director Subject: Arena Authority Executive Summary for Fiscal Year 2024-25 Date: June 9, 2025 Arena Authority Executive Summary Fiscal Year 2024-25 Executive Summary On behalf of the Board of Directors and staff of the San Jose Arena Authority, we are pleased to submit the Executive Summary of activities undertaken by the Arena Authority during Fiscal Year 2024-25. Included in this Executive Summary are areas of responsibilities administered by the Arena Authority for its oversight of the management and operations of SAP Center at San Jose, Sharks Ice at San Jose, and Excite Ballpark Home of the San Jose Giants. Additionally, there is information on the Authority's community outreach programs as well as the organization's leadership with the South Campus Operations Team (SCOT). Background Created by a resolution of the San Jose City Council and consisting of a 17-member, Mayor- appointed Board of Directors, the Arena Authority was originally designated with the oversight of operations of SAP Center at San Jose (originally San Jose Arena). Since then, the organization's administrative oversight has been broadly expanded to include Sharks Ice at San Jose and Excite Ballpark Home of the San Jose Giants. For 15 years, the Arena Authority has chaired the South Campus Operations Team. Created by the Authority, the team meets monthly to address area operations, provide project updates, and discuss other management issues in the area in and adjacent to the south campus of San Jose State University. In 2018, the Arena Authority created the Emergency Resources Network (ERN). In the following years before the COVID pandemic, the mission of the ERN was to enhance the collaborative relationships between facility operators and first responders in the preparation and response to natural disasters and man-made threats. Along with that, the Authority became a member of the City's Emergency Services Council, a public safety body assembled to address operations of natural and human-induced emergencies. San Jose Arena Authority Arena Authority Executive Summary Fiscal Year 2024-25 Facility Operational Oversight SAP Center at San Jose In Fiscal Year 2024-25, SAP Center at San Jose marked the Center's 31 years of operation. During this time the Center has provided years of world-class entertainment, international sporting events, dozens of community programs and plenty of San Jose Sharks hockey. Over 21 seasons while playing at the Center, the Sharks have advanced to the National Hockey League Playoffs, including one run of 10 consecutive years. They have been to five Western Conference Finals and one Stanley Cup Final. Regarding the annual capital improvements program, the City approved $6,885,000 in capital funding for the arena in FY 2024-25. Major projects included upgrading the building's LED displays, upgrading the retractable seating and remodeling the Rinkside Room. In preparing the annual capital repair and replacement budget, the Arena Authority works closely with Sharks Sports & Entertainment, the City Manager's Budget Office, and the Department of Public Works to evaluate and refine the budget for eventual submittal to the City. For operations at SAP Center at San Jose, the Arena Authority engages SAP Center Management, several City departments, and other entities to facilitate the management of the Center's day-to-day operations. As such, the Authority works collaboratively with the other agencies to administer to the arena's Transportation and Parking Management Plan (TPMP). Through the elements of this plan, critical vehicular traffic and pedestrian movement strategies, on-site and off-site parking operations, vicinity street management and closures, and neighborhood integrity concerns are addressed in a safe and well-thought-out fashion. Regarding long-term operations at and adjacent to the Center, the Arena Authority is engaged in a host of generational transit, parking, and development projects. These projects include the design and function of the San Jose Diridon multimodal transit center, an extensive transit hub that will service several future modes of public transportation. One of those major transit projects is the Valley Transportation Authority's BART project, which will provide a subway and station adjacent to the arena. Preliminary work on the arena subway project has already begun. While Google is reassessing the Downtown West Mixed-Use Project, work continues to address parking needs in the area, including the development of the Milligan property just north of the arena. The new parking facility will include over 300 spaces and is scheduled for operation before the Sharks open the season in the fall of 2025. Additionally, SAP Center Management and the City are in the final stages of crafting a new management agreement that will support keeping the Sharks in San Jose for another generation and will significantly upgrade the arena to comparable, newer NHL arenas. The agreement is expected to be completed over the summer. The upgrades, scheduled over a number of years, should elevate the arena to among the finest in the NHL. 2 San Jose Arena Authority Arena Authority Executive Summary Fiscal Year 2024-25 Sharks Ice at San Jose Sharks Ice at San Jose/Tech CU Arena had another full year of programs and events. With the addition of Tech CU Arena, Sharks Ice at San Jose is now the largest public ice facility in the United States. Participation in both figure skating and youth and adult hockey camps and leagues has increased with public access to five rinks and Tech CU Arena. Clinics and public skating programs also offered plenty of opportunities for many to enjoy the numerous amenities at the ice center. For Fiscal Year 2024-25 the City approved $969,000 in capital improvements, which included upgrades to the elevators and the HVAC systems. Excite Ballpark Home of the San Jose Giants Excite Ballpark, the historic home of the San Jose Giants, had another active year with over 140 events, including a large number of baseball açtivities such as youth clinics, high school regular season games, Central Coast Section playoff and championship games, San Jose State University baseball games, and San Jose Giants regular and post-season games. Other events at the stadium included campouts, drive-in movies, concerts, and fireworks shows. Recent stadium improvements included electrical work (VIP Deck, barbecue and clubhouses) and a left field line upgrade (anchored shade structure). This year, the Giants and the City reached a record agreement to keep the Giants in San Jose through 2050 with a significant investment to upgrade the stadium to meet modern minor league baseball standards. Some of the more noteworthy improvements include new team clubhouses, training rooms and administrative offices, renovated dugouts, field grading, and shade for stadium seating areas. It is the most significant financial investment in the stadium (up to 20M) since it opened in 1942. Community Outreach Programs The Arena Authority serves a critical function as the City's community liaison in identifying and addressing day-to-day operational issues at SAP Center at San Jose. To address any extraordinary elements to Center and vicinity operations, the Arena Authority works directly with the City's Department of Transportation, the Office of Cultural Affairs, the San Jose Police Department, Sharks Sports & Entertainment, and local City Council offices to conduct outreach to residents and business owners. This is typically accomplished through civic engagement in regional project discussions, including the Authority's participation on the VTA's BART Downtown/Diridon Community Working Group. Another key community outreach element is the Authority's Arena Ticket Distribution Program. During FY 2024-25 the Authority distributed all 2,909 tickets made available per the guidelines of City Council Policy 9-11. The Arena Authority has now distributed over 130,000 tickets to the San Jose community since the program was introduced in 1993. Additionally, the Arena Authority distributes tickets to Barracuda home games at Tech CU Arena through the City Council ticket distribution policy. 3 San Jose Arena Authority Arena Authority Executive Summary Fiscal Year 2024-25 Another active community program is the Arena Authority's City and Community Events (CCE) program. During the last fiscal year, two organizations conducted events at SAP Center at San Jose. From this activity, $75,000 of City and Community Events program funding was allocated to program applicants to offset event expenses. It is worth noting that the Authority has issued more than 2.2M in program funding credits to community-based organizations since the funding element was introduced in FY 2001-02. The two events included a memorial service for San Jose Community Service Officer Long Pham and the 29TH annual San Jose Sports Hall of Fame induction ceremony. For the Sports Hall of Fame, the Arena Authority maintains representation on the San Jose Sports Authority's Sports Hall of Fame Committee and participates in the selection of the annual inductees. The bronze plaques presented at the annual induction ceremony are eventually placed on permanent display along the public concourse at SAP Center at San Jose. The South Campus Operations Team (SCOT) continued to see significant change in the area during the last fiscal year. With the opening of Tech CU Arena, the expansion at CEFCU Stadium and the completion of the SJSU 1,500-space capacity parking garage, the south campus continues to expand to attract a wide audience of people to the area. SCOT was created to provide a forum for South Campus facility and park operators to share program and event information, address ongoing operational and parking issues, manage simultaneous events, and discuss capital projects. The team includes representatives. from Kelley Park, Happy Hollow Park and Zoo, History Park, Sharks Ice at San Jose, Excite Ballpark Home of the San Jose Giants, San Jose State University Athletics, the Office of Cultural Affairs, the Department of Public Works, the San Jose Police Department, City Council District 7 and the Arena Authority. The team is currently addressing pedestrian and vehicular safety issues in the area. Arena Authority. Administrative. Activity The Arena Authority continues its administrative responsibilities with the development of the arena Transportation and Parking Management Plan (TPMP) in preparation of the submittal of the BART construction TPMP in the vicinity of the arena. Among the many roles involved in this significant project the Authority continues to serve as an important project liaison within the working groups involved in the project. Furthermore, the Arena Authority strongly supports the coordination of the City and BART design and construction oversight groups. In doing this, the major stakeholders continue to convene on a regular basis to find solutions to the critical issues that impact the arena's ongoing functioning as the City's most prized public asset.
