Chief Yergeau stated that Council granted permission in January 2025 for the Fire Department to apply for the 2024 SAFER Grant. With many changes involving Federal funding and grants, this grant went under review. During this review, some changes were made. One change was the grant application itself opened on May 23, 2025. Chief Yergeau noted a major change was also made in regards to cost sharing. At the time of the originally planned application period, there was no cost sharing for this grant. Now, if awarded this grant, there will be a cost share involved. For the first and second year, the City would be required to contribute 25% of the actual cost incurred. For the third year, the City would be required to contribute 65%. This is the annual base salary and standard benefits package. A salary cap has also been added this year. The first and second year cannot exceed $90,000. The third year cannot exceed $42,000. With the noted changes to the grant's guidelines, Chief Yergeau stated he was making changes to the City's grant application. The original request was for six personnel. This request will now be for three personnel. Council Member Harris inquired if the City was able to cover this possible cost share in the budget. Mr. Brown stated if the City was awarded the grant, the City would review the budget at that time. Jimmy Clarida MOVED to approve the changes for submittal of the 2024 SAFER Grant. The is the official resolution that accompanies the presentation by Ken Clark, North Carolina Department of Transportation, at the last Council Meeting. It was noted there was no cost to the City with these projects. Jimmy Clarida MOVED to approve Resolution No 2025-R-175 - NCDOT Projects - US 701 Sidewalk and Crossing Improvements and ADA/TAP Improvements on Various State Maintained Routes. Mr. Lewis stated the City received three bids for the Community Space (Park) Project at the formal bid opening held on May 22, 2025. One of the contractors did not include their bond information with their submittal. Bids submitted without the required bond information can not be counted towards the three bid minimum. Council was provided with a copy of the bid tabulation document. Per G.S. 143-129(b); G.S. 143- 132, Staff is making the recommendation to reject the bids submitted at this time. Staff is requesting to re-advertise and re-bid the project.
