May 12, 2025 = REGULAR MEETING Minutes of the regular meeting of the Mayor and Board of Commissioners of the Town of Elkin, May 12, 2025 6:00 p.m. at Town Hall. Present: Mayor Will Gwyn, Commissioners Graham Ray, Cicely McCulloch and Robert Ball. Also present: Town Manager Brent Cornelison and Town Clerk Darla Parker. Absent: Commissioners Jeff Eidson and Alvin Hayes. Mayor Gwyn welcomed everyone and called the meeting to order. He asked Police Chief Joey Vanhoy to lead our Pledge of Allegiance. Mayor Gwyn asked for a motion to excuse absent Commissioners Jeff Eidson and Alvin Hayes. Motion was made by Commissioner McCulloch, seconded by Commissioner Ray and passed unanimously. Consent Agenda Approve minutes of the April 14, 2025 Board of Commissioners meeting. A motion was made by Commissioner McCulloch to approve the consent agenda in its entirety, seconded by Commissioner Ray and passed unanimously. Special Recognitions 1. Mayor Will Gwyn read the Proclamation, recognizing May 11th - 17th as National Police Appreciation Week. Police Chief Joey VanHoy introduced our newly hired Police Officer, Corporal Jerry Dodd. Mayor and Board Comments The Mayor and Commissioners thanked the staff for their hard work and helping to make Elkin a shining star. Commissioner Ball commented how good the town looked for the upcoming Wine Festival on May 17th. Regular Agenda Surry Yadkin Electric Proposed Easement Leslie Schlender stated that the Town of Elkin has been asked to grant an electric line right-of- way utility easement to Surry Yadkin Electric Membership Corporation, at the width of 20ft along the north border of parcel 4951-00.06-5972602 Granting this easement will provide power to the adjacent property to the east for the proposed Grit Family Campground. See attached visual. After a brief discussion, a motion was made by Commissioner Ball to approve the easement request, seconded by Commissioner McCulloch and passed unanimously. Approve the FY-26 Audit Contract - Finance Officer, Dina Reavis presented to the BOC for approval a contract with Eddie Carrick, CPA to perform the audit for year ending June 30, 2025. The Town has been satisfied with the work completed for audit services by Eddie Carrick, CPA for previous years and would like to continue with his audit services. There are no changes in contract pricing for the amount of $20,000. After a brief discussion, a motion was made by Commissioner McCulloch to approve this contract, seconded by Commissioner Ball and passed unanimously. Consider approving an agreement with Surry County for building inspections. Town Manager, Brent Cornelison presented a services agreement with Surry County that states according to GS160D-1102 requires municipalities to issue permits and perform inspections pursuant to the NC State Building Code, either by doing sO themselves or making other arrangements. The Town of Elkin will contract with Surry County to perform inspections within the town limits. The inspections will be approximately $30,000 for the new FY25-26 budget year. The costs are based on the number of inspections performed the previous year. After some discussion a motion was made by Commissioner McCulloch, seconded by Commissioner Ray and passed unanimously only because we have no choice in the matter. Consider approving updates to the t-hangar lease agreement. Town Manager, Brent Cornelison stated the t-hanger lease agreement we had approved during the April 2025 meeting needed to be modified. The Airport Commission made a recommendation for a few changes to the agreement concerning the storage of flammable fluids and the use of air compressors. Attorney Parker has reviewed the agreement and all is in order. A motion was made by Commissioner Ray to approve these changes, seconded by Commissioner McCulloch and passed unanimously. Receive an FY26 update from May 5th budget meeting. Town Manager, Brent Cornelison went over the capital items approved for the new budget year. Walmart and Lowes Home Improvement are currently appealing the new valuations for 2025 sO this may change our revenue. Brent and Dina recommend that we leave the budget as is and we can reassess any further capital projects and needs. There will be no water or tax increases for the new budget year. Commissioner Robert Ball stated that he would like to lower the tax rate. We can reassess once we have the end of year financials and then we can see if we can do other capital purchases or put any excess back into the capital fund. We will prepare the budget message for the June gth BOC meeting and set the budget public hearing for June 27, 2025 at 12:00 pm. Commissioner Ray would like the proposed Christmas Tree project to be included in the budget. Brent stated that we may be able to purchase this in the current budget. Manager Updates: 1. Reminder that the Wine Festival is Saturday, May 17", 2025 and tickets have been given out to the board members. 2. On Friday, May 16, 2025 we will have a hamburger and hotdog picnic under the shelter at the Town Hall from 11:00 = 1:00. All employees and board members are invited to attend. 3. Brent along with Chief Vanhoy met with Elkin School personnel about them leasing the parking lot across from the baseball field. This will aid them in having more control over who is parking there during the school day and not paying for a parking pass. 4. May 24th, 1 2025 there will be a ribbon cutting at the newly renovated Crater Park at 11:00 am. This will be a kid's event with many activities and free hotdogs. Brent stated that we need to go into a closed session to discuss a personnel matter according to NCGS 143-318.11(a)(6) and economic development matter NCGA 143-318(a)(4). A motion was made by Commissioner McCulloch, seconded by Commissioner Ball and passed unanimously at 6:34 pm. Returned to open session at 6:59 pm and there being no further business to discuss, a motion was made to adjourn the meeting by Commissioner McCulloch, seconded by Commissioner Ray and passed unanimously.
