Town Clerk, ShaTaira Bailey, Town Attorney Thomas Brooke. Absent: Town Manager, Michael Douglas APPROVE MINUTES of regular meeting on March 3, 2025. A motion was made to approve regular minutes from March 3, 2025, by Alderman Rush; seconded by Mayor Pro Tem Cowan. Motion passes unanimously. PUBLIC COMMENT Please note that comments shall be limited to five minutes and the Town Council reserves the right not to act on requests first presented this evening. DeQuan Colman - Spoke about the community garden as well as asked if the council could help fund the garden. NEW BUSINESS 1. 2055 Transportation Plan = Phil Conrad, Rowan-Cabarrus MPO Phil Conrad from Rowan-Cabbarrus MPO gave the council an update with the Rowan- Cabarrus MPO. Mayor Mallett and the board had a few questions and comments. 2. Preliminary Budget Review 2025 and Mid-month Work Session ShaTaira Bailey, Town Clerk had the mayor and board of Alderman pick a date to have a work session. At the time of the meeting everyone was giving a preliminary budget for FY 25-26. Mayor Mallett and the board picked April 22, 2025, at 6pm at Town Hall. Ms. Bailey let the board know before the next meeting to look over the preliminary budget for FY25-26 and to write down any questions or concerns for the work session where they will go through the budget with town manager, Michael Douglas. Regular Meeting April 7, 2025 S. Bailey 3. Discussion on closing roads Ms. Bailey explained that paperwork was, giving out only to start a discussion about the closing of roads, which is a road or street not used within 15 jears after dedication is deemed abandoned. Ms. Bailey explained Mr. Douglas would discuss more information on this topic in an upcoming meeting. 4. Discussion for Historic Neighborhood Ms. Bailey explained that paperwork was giving out only to start a discussion about an historic neiglborhood. Ms. Bailey also explained that current boundaries that will not be included are (Pinetree, Bringle Ferry, Mccanless) and anything in the ETJ. Considering this option will ensure that houses want be overpriced and it won' ' drive people out oftown. Ms. Bailey explained Mr. Douglas would discuss more information on this topic in an upcoming meeting. 5. Manager Comments 6.
