FORD CITY PUBLIC LIBRARY Andrea Kiehl- McKibbin, director of Ford City Public Library, has prepared an update on current matters at the Ford City Public Library as well as sharing some upcoming events that FCPL is facilitating. 1 ENGINEER'S REPORT Joel Romagna, Sr. Project Engineer with Stiffler, McGraw & Associates, prepared an Engineer's Report for existing projectswithin the Ford City Borough, BOROUGH MANAGERSREPORT Charles Stull, Ford City Bomugh Manager, has prepared an update regarding recent borough matters as well as his existing projects. ACTION ITEMS 1. Starfire Corporatia Agreement Approval = July 6th Firework Display Councilman Tom Ondrusek made the motion table the approval and authorization of proper Borough officials to executean agreement with Starfire Corporation, identified as Contract 2024- 2 for July 6th, > 2024, fireworkdisplay in the amount of$10,000.00, with a $5,000.00 down payment due upon contract approval.Councilwoman Mary Alice Bryant seconds the motion. Approval and Authorization of Payment to JS Bova Excavating Pay Estimate #9 for Contract 2022-1 Vice President Richard Chimka made the motion to approve and authorize proper Borough officials to take all action necessary to submit final payment for Pay Estimate #10 in the amount of $66,452.78 to J.S. Bovasubmitted pursuant to Contract 2022-1 related to the BC3 and 3rd Avenue Waterline Replacement Project (Project No. 21-0019). Councilwoman Mary Alice Bryant seconds the motion. No comments Motion carried: 5-0 3. Approval and Autlorization to Submit Final Reimbursement Requisition #10 to PennyEST for Conract 2022-1. Councilwoman Mary Alicel Bryant made the motion to approve and authorize proper Borough officials to take all action neessary to submit the Reimbursement Requisition #10 in the amount of $75,815.73 to PennVESE related to Contract 2022-1 (Project No. 21-0019). Resolution 11-2024: Designating and Authorizing New Signatory for Borough Accounts Held at SET Bank Councilman Tom Ondrusek made the motion to adopt Resolution 11-2024 designating and authorizing Charles Stull as a additional signatory for the Borough's accounts held at S&T Bank. Councilwoman Mary Alice Bryant seconds the motion. Council comments: CouncilPresident clarified that members of the finance committee and the borough manager are the usual signatories, and that two signatures are required when writing checks. 2 Motion carried: 4-0 with a nonvote. 5. Money Market Account for Water Treatment Plant Councilman Tom Ondrusek made the motion to create a Money Market Account for Water Treatment Plant Debt Payment funds; move existing Water Treatment Plant Debt Payment funds into the same; close the existing Water Treatment Plant Debt Payment checking account; and authorize all necessary borough officials to effectuate the same. Vice President Richard Chimka seconds the motion. Council comments: Counci/President Carol Fenyes mentioned that this is a necessary change for a better interest rate. Motion carried: 4-0 with a nonvote. 6. CD to Capital Reserve Account Councilwoman Mary Alice Bryant made the motion to ratify the cashing out of one (1) 0.095% interest no penalty CD witha balance of$100,190.39 and deposit into an existing Money Market Account with an interest rate of 1.2% to now be known as "Capital Reserve Account" and authorize all necessary borongh officials to effectuate the same. Vice President Richard Chimka seconds the motion. No comments Motion carried: 4-0 with a nonvote. 7. CD Rollover Councilman Tom Ondrusekmade the motion to ratify the rolling over of two (2) CDs with a total balance of $200,380.78 from the existing 0.095% interest no penalty CDs to 6-month 5% Interest Standard CDs and authorizeall necessary borough officials to effectuate the same. Authorizing Applications for Borough Credit Cards Councilwoman Mary Alice Bryant made the motion to authorize the Borough Manager to apply for credit cards intended to be used by borough officials and employees only for official borough use with a total credit limit of$5,000; close the existing "monthly indebtedness" checking account and debit card; and authorizeall necessary borough officials to effectuate the same. Resolution 12-2024 Credit Card Policy Councilwoman Mary AliceE Bryant made the motion to adopt Resolution 12-2024 establishing a policy for the appropriate use of Borough credit cards by Borough officials and employees for Borough-approved and official uses only. Councilwoman Vicki Schaub seconds the motion. Council comments: Counci President elaborated on the policy and how limiting it is for the borough employees authorzed to use them. Councilwoman Vicki Schaub is not in favor of borough employees using credit cards. Motion carried: 4-1 with Concilwoman Vicki Schaub opposing. 10. RA Services Best Choice Municipal Accounting Software Councilman Tom Ondrusekmade the motion to approve contract with RA Services for municipal accounting software with a initial purchase price of $2,600.00 and an annual license price of $1,600.00 and authorize all necessary borough officials to effectuate the same. Resolution 13-2024Supporting Allegheny River Development Corporation Vice President Richard Chinka made the motion to adopt Resolution 13-2024 showing Ford City Borough's support for the gals of Allegheny River Development Corporation. Councilman Tom Ondrusek seconds the moticn. No comments Motion carried: 5-0 12. 2nd Ratification andAmendment Oil & Gas Lease Agreement - Snyder Brothers Inc. Councilwoman Mary Alice Bryant made the motion to approve Second Ratification & Amendment ofOil and Gasllease Agreement with Snyder Brothers, Inc. adding additional parcels, and authorizing all necessaryborough officials to effectuate the same. Councilman Tom Ondrusek seconds the motion. No comments Motion carried: 5-0 DISCUSSION ITEMS -Magistrate Response to Code Violations Councilwoman Vicki Schaub would like to see the magistrate approach Ford City Borough code violations in ai more inflexible manner. At 7:10 PM, Councilwoman Vicki Schaub excused herselffrom the meeting. PennVEST Council President Carol Fenyes mentioned the upcoming town hall meeting in July that will be discussing the recently received funding for the Cast Iron Water Line Project as well as how this 4 may affect the water bill inthe future. A date for this meeting will be set by the next council meeting. MEETING ANNOUNCENENTS -Assistant Secretary Abby Nimerosky announced that Ford City Borough Spring Trash Days will be on May 28th and 29th, 8:00 AM = 8:00 PM. CITIZENS COMMENTS -Craig Riggle, with New Life Center, announced a National Day of Prayer service happening in the Ford City Park on May2, 2024. -Dan Farester, resident of Ford City Borough, commented on the potential water bill increase, receiving a monthly policereport, and minimal cash use in the office.
