BOROUGH MANAGER'S REPORT Charles Stull, Ford City Borough Manager, has prepared an update regarding recent borough matters as well as his existing projects. 1 ACTION ITEMS 1. Ordinance 761: Abolishing Wards Councilwoman Mary Alice Bryant made the motion to adopt Ordinance 761 abolishing all wards, shifting the number of councilmembers to seven at large, and providing a coordinating election schedule for filling vacancies. Vice President Richard Chimka seconds the motion. Council comments: Council President Carol Fenyes clarified that this decision would allow members of Council to be elected at large, but residents would still vote at their respective polling place. Motion carried: 5-0 2. Public Works Department Temporary Crew Leader Position Councilman Tom Ondrusek made the motion to establish a Memorandum ofUnderstanding with United Steel Workers Local 158-02 to recognize a temporary crew leader position at the borough. Councilwoman Sally Beck seconds the motion. Council comments: Council President Carol Fenyes expressed the need for establishing this position following the unexpected death oft the borough's Public Works Director. Motion carried: 5-0 3. Temporary Crew Leader - Travis Farester Councilman Tom Ondrusek made the motion to designate Travis Farester as the temporary crew leader for the Ford City Borough Public Works Department under the terms and conditions outlined in the memorandum of understanding. Counciwoman Mary Alice Bryant seconds the motion. No comments Motion carried: 5-0 4. Opening Bank Accounts Vice President Richard Chimka made the motion to open three accounts at S&T Bank for the purpose of designating fund locations for the Library Fund, Fire Fund, and Streetlight Fund, and authorize all necessary borough officials to effectuate the same. Councilwoman Sally Beck seconds the motion. Council comments: Borough Manager Charles Stull clarified that the borough used to have these accounts, and it is important that those accounts be reopened in order to properly allocate those funds to the respective accounts. Motion carried: 5-0 5. Contractor Agreement - Kevin Nelson Councilman Tom Ondrusek made the motion to ratify the approval of a contractor agreement with Kevin Nelson for oversight on the upcoming waterline projects as well as other limited services outlined in the agreement. Councilwoman Mary Alice Bryant seconds the motion. Council comments: Council President Carol Fenyes explained that Mr. Nelson would be contracted to have eyes on the upcoming waterline project. 2 Motion carried: 5-0 6. Ford City Borough (LERTA) Improvement Area Abatement Application Councilman Tom Ondrusek made the motion to table the approval of a Ford City Borough Local Economic Revitalization Tax Assistance (LERTA) application submitted by Gerard Miklos to participate in the Tax Abatement Program outlined in Ordinance 680 and authorize appropriate borough officials to take any and all necessary actions to effectuate the same. Liquid Fuels Tax Fund Examination Engagement Letter Councilwoman Mary Alice Bryant made the motion to approve an engagement letter provided by the Pennsylvania Department ofthe Auditor General for auditing services ofFord City Borough's 2022-2023 Liquid Fuels Tax Fund, and authorize all necessary borough officials to effectuate the same. Borough of Ford City Stormwater Authority Public Official Policy Vice President Richard Chimka made the motion to approve the purchase of a Public Officials policy through Tuscano Agency on behalf of the Borough of Ford City Stormwater Authority in the amount of $2,245.00 and authorize all necessary borough officials to effectuate the same. Councilwoman Sally Beck seconds the motion. No comments Motion carried: 5-0 9. Armstrong Trails Adopt-A-Trail Program Councilwoman Mary Alice Bryant made the motion to admit the Ford City Borough portion of the Armstrong Trails into the Adopt-A-Trail Program allowing trail users to maintain the trail in a limited capacity authorized by Ford City Borough Council. Councilwoman Sally Beck seconds the motion. No comments Motion carried: 5-0 DISCUSSION ITEMS -Armstrong Associates Federal Credit Union parking on Ford St Members of Armstrong Associates Federal Credit Union attended the meeting to express frustration with parking on Ford St., specifically outside oft their business. Council offered to remedy the situation by increasing parking enforcement on Ford St. 3 MEETING ANNOUNCEMENTS -Council President Carol Fenyes announced that First Friday will be on September 6th, 3 and the Ford City Hose Co #1 Street Fair will begin on August 30th CITIZENS COMMENTS - None NEXT COUNCIL MEETING -September 23rd, 3 2024, 6:30 PM at BC3 Armstrong ADJOURNMENT - 7:01 PM Councilman Tom Ondrusek made the motion for adjournment.
