BOROUGH MANAGER'S REPORT Charles Stull, Ford City Borough Manager, has prepared an update regarding recent borough matters as well as his existing projects. 1 1 ACTION ITEMS 1. Intermunicipal Agreement with Borough of Ford City Stormwater Authority Councilwoman Mary Alice Bryant made the motion to approve an intermunicipal agreement between Ford City Borough and Borough ofl Ford City Stormwater Authority and authorize all necessary borough officials to effectuate the same. Councilwoman Sally Beck seconds the motion. No comments Motion carried: 5-0 2. Employment Settlement Councilwoman Mary Alice Bryant made the motion to approve settlement of a matter between the Borough and Lisa Bittner related to employment in the amount of$17,500.00 and authorize proper Borough officials to execute any documents, in a form acceptable to the Borough Solicitor, and take any such other action necessary to effectuate the same. Councilwoman Sally Beck seconds the motion. No comments Motion carried: 5-0 3. Approval and Authorization to Submit Final Reimbursement Requisition #11 to PennVEST for Contract 2022-1. Councilman Tom Ondrusek made the motion to approve and authorize proper Borough officials to take all action necessary to submit the Reimbursement Requisition #11 in the amount of $25.713.99 to PennVEST related to Contract 2022-1 (Project No. 21-0019). Resolution 18-2024 - Multimodal Transportation Fund Grant Councilwoman Vicki Schaub made the motion to adopt Resolution 18-2024 allowing Ford City Borough to apply for a Multimodal Transportation Fund Grant through the Pennsylvania Department ofCommunity and Economic Development for the Trail Improvements Project. Councilwoman Sally Beck seconds the motion. Council comments: Counci'woman Vicki Schaub asked for clarification on the borough's 50% match if only a 30% match was required. Motion carried: 5-0 5. Resolution 19-2024 = PennyEST Cast Iron Waterline Replacement Project Funds Reimbursements Councilwoman Vicki Schaub made the motion to adopt Resolution 19-2024 stating the Borough's intent to reimburse the Borough's line of credit with S&T Bank, which was obtained for the purpose of covering project costs related to the Cast Iron Waterline Replacement Project, with funds received from PennVEST. Councilwoman Sally Beck seconds the motion. No comments Motion carried: 5-0 2 6. Resolution 20-2024 - PennyEST Lead Service Line Replacement Project Funds Reimbursements Councilwoman Mary Alice Bryant made the motion to adopt Resolution 20-2024 stating the Borough's intent to reimburse the Borough's line of credit with S&T Bank, which was obtained for the purpose of covering project costs related to the Lead Service Line Replacement Project, with funds received from PennVEST. Councilwoman Vicki Schaub seconds the motion. No comments Motion carried: 5-0 7. Resolution 21-2024 = Fee Schedule Amendment Councilwoman Vicki Schaub made the motion to table the adoption of Resolution 21-2024 amending the Borough's S fee schedule as it pertains to line item "WA"in response to debt acquired by PennVEST associated with the upcoming projects. Councilwoman Sally Beck seconds the motion. Council comments: Councilwoman Vicki Schaub asked for clarification on adding this to the fee schedule at the current moment when it will not be effective until 2027, especially when the borough adopts a new fee schedule every year. Council President Carol Fenyes explained that this was ai requirement ofPennVEST, but that the borough would still annually update the fee schedule leading up to this. Motion carried: 5-0 8. Ford City Borough Planning Commission Member Appointment - Kendra Munk Councilwoman Mary Alice Bryant made the motion to appoint Kendra Munk to the Ford City Borough Planning Commission for a four-year term, which term begins January 1, 2024, and expires December 31, 2027. Councilwoman Sally Beck seconds the motion. No comments Motion carried: 5-0 DISCUSSION ITEMS -Errors and Omissions Policy for Stormwater Authority Borough Manager Charles Stull mentioned the Borough of Ford City Stormwater Authority's request to purchase an errors and omissions policy on behalf of their board, as Ford City Borough Council is still fronting the cost oftheir expenses. -Ford City Football Fields Council President Carol Fenyes approached the Armstrong School District earlier this year about having the football fields returned to Ford City Borough. After a recent conversation with a member of the board, the ASD is planning to proceed with the Youth Football Association as long as they are able to obtain their 501C3 status. Councilwoman Vicki Schaub mentioned that Youth Football had been working toward obtaining a 501C3 for years, even when Ford City Borough initially approached ASD about three years ago regarding the field. 3 MEETING ANNOUNCEMENTS Abby Nimerosky, Ford City Borough Office Administrator, announced that there would be a Special Meeting on July 29th, 2024, 6:30 PM at the Ford City Borough Municipal Building. CITIZENS COMMENTS - Open Comments -John and Marsha O'Neal, residents of Ford City Borough, addressed blighted property issues in the borough.
