EAST BERLIN BOROUGH COUNCIL 128 Water Street, East Berlin, PA 17316 Call to Order: The regularly scheduled monthly meeting ofthe East Berlin Borough Council began with the Pledge of Allegiance at 6:00 PM led by Chris Warner, Council President on Wednesday, May 14, 2025 at the East Berlin Borough Hall. Members Present: Chris Warner, Roberta Teal, Judith Salomon, Robert Larson, Charles Philips, Gregery Green and Heather Gentzler. Members absent: Mayor Stephanie Haley, Junior Council Member(s) Jay Rotharmel and Maria Eichelberger. Also Present: Solicitor Matt Battersby, AdminismatorTeasurer Cindy Smith Approval of Agenda: Judith Salomon motioned approval, second by Roberta Teal. Motion carried. Solicitor's report: Solicitor continues to work with the Ordinance Officer regarding the School House Lane violations. The next with Magistrate will be June 5, 2025. Solicitor and Mayor have questions regarding the town sign policy. The Administrator will create a draft resolution for Borough Council's review and comment. Administrator's Report: Planning Commission draft Meeting Minutes and upcoming Agenda reviewed at Council's leisure. Gregery Green motioned to obtain three estimates for land clearing at the EBACC brush covered area, second by Heather Gentzler. Motion carried. Gregery Green motioned to hire a contractual summer maintenance person at a pay rate of$18.00 per hour for approximately 20 hours per week, second by Robert Larson. Motion carried. Roberta Teal motioned updating the 2025 Fee Schedule Vendor Peddler fee from $30 to $ 25 aligning to align with the current Ordinance requirements, second by Heather Gentzler. Motion carried. Council acknowledged that Members oft the Park and Recreation Commission will be working with Erik Vranich Engineer for planning ofl Dog Park Vehicular Parking Area. The Engineers fees will be paid from the Park & Recreation designated dog park funds. Council acknowledged receipt oft the Borough Engineers Report dated May 14, 2025. 0 No action items. Further review will be at Council's leisure. Approval ofl Minutes: Roberta Teal motioned to accept the April 9, 2025 Meeting Minutes, second by Robert Larson. Motion carried. Committee Reports: Finance: Roberta Teal: Council acknowledged receipt of the Profit & Loss Statement as well as the Summary of Accounts. Roberta Teal motioned to pay the April bills in the amount of $38,129.86, second by Judith Salomon. Motion carried. Chris Warner presented the following: Roberta Teal motioned the acceptance of Resolution 04-2025-2 Handi-cap Parking Space as updated with grammatical changes, second by Gregery Green. Motion carried. Judith Salomon motioned approval of Resolution 05-2025-4 Handi-cap Parking Space second by Roberta Teal with grammatic correction. Chris Warner - Personnel: None In the Mayor's absence, the Administrator presented Mayoral reporting: Police Report(s) reviewed at Council's leisure Speed Sign Report reviewed at Council's leisure Mayor's Report reviewed at Council's leisure. The Administrator highlighted the Mayor's Comment regarding the Junior Council's High School Graduation at end of May, therefore they will no longer attend the Council Meetings. Constituents / Guests Present: Matt Altier - Borough resident, presented information he had drafted regarding speeding and traffic calming within the Borough. John Spangler Gettysburg Times For the Good of the Order: Charles Philips answered Robert Larson's questions surrounding the Fire Siren and inj particular the first Saturday of each month the alarm sounding at noon. This is a civil defense and natural disaster test procedure which occurs county wide each month.
