107 Meeting of the Fulton County Commissioners - Tuesday, September 27, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch & Commissioner Shives Absent: None Others Present: Sandra Barton-Fulton County Resident, Jamie Greathead-The Fulton County News Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Commissioner Ulsh opened up the floor for public comments. Jamie Greathead, The Fulton County News, asked several questions about the lawsuit between the county and Dominion Voting Systems. Commissioner Ulsh advised Greathead that documents would soon be on the county website pertaining to the lawsuit and commented that any questions should be directed to the Commissioners' Special Counsel. Commissioner Shives asked who allowed someone to gain access to the locked room, with surveillance cameras, where the Dominion Voting Equipment is being stored and who was present when it was accessed and images were created in July 2022. Commissioner Ulsh responded that Commissioner Shives will need to email Special Counsel for that information but it may be considered privileged. Sandra Barton asked questions to the Commissioners about their political parties and how it relates to the Fulton County residents. Barton also expressed concern about the dropbox for ballots being changed to being available only on election day. Commissioner Ulsh explained that the decision was made due to the surveillance required for the dropbox and the burden it made to the county to review the footage and mentioned that ballots can be dropped off inside the building during business hours. Motion by Commissioner Shives to approve the Commissioners Minutes of the September 20, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated september 23, 2022 in the amount of $201,923.81. All in favor. Eund 100 General. Mike Lamb, Wessel and Co. and HR Admin Deanna Park were present for the meeting. Commissioners went into a brief Retirement Board meeting. Commissioners met with Tom Morisi, Keller Engineering, to discuss the probation steps project using PCorP and PCOMP Safety Grant Funds. Morisi discussed bid opening dates and options for the RFP to include custom railing and a completion date of May 31, 2023. Morisi will advertise the RFP October 13th and 20th with a bid opening date of November 1, 2022 to be held in the Commissioners' Office. Commissioners gave approval for the Lion's Club to use the skid loader to put wood chips down for the new playground as requested from Chad Buterball, Building and Grounds. Commissioners talked on the phone with Sheriff Stains about an approval letter for a Fulton County inmate being housed at the Bedford County Jail to receive physician services outside of the jail. The letter was approved and signed by the Commissioners. Motion by Commissioner Ulsh to approve the 2023 Holiday Schedule. All in favor. Motion by Commissioner Ulsh to adjourn at 11:10 AM.
