347 FULTON COUNTY BOARD OF COMMISSIONERS MEETING 4 a Tuesday January 30, 2024 8:30 a.m. at the Commissioners' Office - NDTE EGITVA Present: Commissioner Bunch, Commissioner Wible, Commissioner Hann and Chief Clerk Stacey Golden Guests Present: Sandra Barton Commissioner Bunch opened the meeting with a moment of prayer and all recited the Pledge of Allegiance to the flag. Commissioner Bunch opened the floor for Public Comment Period. Barton commented that she appreciated the Commissioners and the duties they perform for the county. Motion by Commissioner Bunch to enter into Executive Session at 8:40 a.m. for Personnel Matters with Public Defender Phil Harper. All in favor. Motion by Commissioner Bunch to exit Executive Session at 8:46 a.m. All in favor. Motion by Commissioner Bunch to increase Public Defender Phil Harper's hours from 30 to 35 per week. All in favor. Commissioner Hann recommended to Harper to bring the discussion back to the Commissioners towards the end of 2024 for the 2025 budget to increase another five hours per week. Motion by Commissioner Wible to approve the Commissioners Minutes from January 23, 2024. All in favor. Motion by Commissioner Hann to approve the Amended Salary Board Minutes from January 9, 2024 to reflect County Treasurer Bonnie Mellott Keefer's abstention of voting. All in favor. Motion by Commissioner Hann to approve the Accounts Payable dated January 26, 2024, in the amount of $371,209.01. All in favor. All in favor. Motion by Commissioner Wible to extend awarding the CDBG Bid for Knobsville/Todd Township's Waste Water Treatment Plant Project until February 13, 2024. All in favor. Denny Koons with Raymond James met with Commissioners to obtain signatures for the employee county pension plan due to the changeover of the newly elected Board of Commissioners. Executive Director for Area Agency on Aging Connie Brode was listed on the agenda but was unable to meet with the Commissioners. She rescheduled for February 13, 2024. Motion by Commissioner Hann to enter into Executive Session at 9:19 a.m. for Personnel Matters with Chief Tax Assessor Melissa Gordon. All in favor. Motion by Commissioner Wible to exit Executive Session at 9:25 a.m. All in favor. Commissioners agreed to extend advertising for the Property Transaction Clerk position in the Tax Assessment office another two weeks. Motion by Commissioner Hann to enter into Executive Session at 9:41 a.m. for Personnel Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 9:44 a.m. All in favor. Motion by Commissioner Bunch to hire Laurel Greist for the position of Election Director/Voter Registrar with a recommendation to the Salary Board to set her wages at $17.50 per hour/35 hours per week, with a start date to be determined by her availability and contingent on references and pending clearances. All in favor. A brief Salary Board meeting was held at 11:20 a.m. Separate minutes are on file. Motion by Commissioner Hann to approve authorized individuals on the Krivak Trust Fund Resolution: Bonnie Mellott Keefer, Randy Bunch, Mary Huston and Stacey Golden. All in favor. 349 Motion by Commissioner Bunch to approve an annual ESiNet Monitoring/Mierowave Maintenance Agreement (Contract #FUCESI24-28) with Compros Inc. for a total fee of $215,516.00, effective January 1, 2024. All in favor. Motion by Commissioner Wible to approve the Certification of County Funds for 2024 Program Year reflecting $1,278.06 of total interest collected from 2023 County Clean and Green Rollback Tax Penalties with Act 156 requiring that the amount be in addition to other local money appropriated by the county for the purchase of agricultural conservation easements. All in favor. Motion by Commissioner Bunch to enter into Executive Session at 12:00 p.m. for Litigation Matters with Special Counsel and the County Solicitor. All in favor. Motion by Commissioner Hann to exit Executive Session at 1:29 p.m. All in favor. Motion by Commissioner Hann to ask the PA Supreme Court to issue a final order allowing appeal regarding the Dominion brand machines including injunctive relief to the US Supreme Court. All in favor. Motion by Commissioner Wible to file an appeal to the US Supreme Court including injunctive relief. All in favor. Motion by Commissioner Hann to adjourn the meeting at 2:24 p.m. All in favor.
