Meeting ofthe Fulton County Commissioners - Tuesday, May 25, 2021 8:30 am. att the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Absent: None Others Present: Cassidy Pittman, Fulton County News and Linda Lafferty Chairman Ulsh opened the meeting with a moment of silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the minutes oft the May 18, 2021 meeting. All in favor. Motion by Commissioner Bunch to approve the accounts payable dated May 21, 2021 in the amount of $89,805.68. All in favor. Fund 100 General Fund 70,208.07 Manual Checks $0.00 TOTAL GENERAL FUND $70,208.07 Fund 229 HSDF/HSBG 4,954.95 Fund 235 Law Library 493.71 Fund 400 Debt Service 14,148.95 TOTAL ALL FUNDS $89,805.68 The Commissioners met with Lisa Beatty, Fiscal Administrator regarding the Marcellus Shale Account funds and also to review a request by the Courts requesting lodging fora a language Interpreter for an upcoming trial. Lisa will be corresponding with Franklin County regarding procedures for this request. The Commissioners: met with Greg Strait: and Jeff Hackenberg from Penn State Extension regarding Dairy Farming Programs. This meeting was requested over the concern of the decreasing numbers of Fulton County Dairy Farms. Greg reported. several programs are offered through FSA, NCRS and the Department of Agriculture. He noted to please contact him directly at 717-325-4873 for guidance to any farmer with questions. Linda Lafferty inquired ift there was a way to get the information out to the farmers other than electronically. Greg replied that communications have transitioned to electronic but he will inquire with Penn State to see if regular mailings could be reinstated. The Commissioners met with Justin Evans, Planning Director: regarding Household Hazardous Waste Recycling. He was also requesting a skid loader: for assistance during the Recycling Events. The Commissioners asked Justin to research grants for potential skid loader purchase assistance. Motion by Commissioner Shives to approve the McConnell Park Lease. Agreement between the County of Fulton and Bible Baptist Church for June 19, 2021 fora Gospel Strings Concert. All in favor. Motion by Commissioner Shives to approve The Application for Burial Expenses of a Deceased Service Person, Mr. Dennis Edward Palmer in the amount of$100. All in favor. Motion by Commissioner Shives to enterai three-year copier lease with CIT Bank, N.A. for use by Planning, EMA & Assessment in the amount of $65/month. All in favor. The Commissioners called Carol Parsons, per her request as she had questions regarding the' Wake. Assessment. Cassidy Pittman from the Fulton County News met with commissioners to ask questions regarding Wake TSI, Dominion Voting, and the 2020 General Election. The Commissioners met with Patti Hess regarding reviewing the final write in votes from the 2021 Primary Election. Motion by Commissioner Ulsh to endorse the Primary Election Certification of Write In Votes. All in favor. Motion by Commissioner Shives authorizing Chairman Ulsh to endorse the Proposal for Engineering Services forthe Borough of McConnellsburg ADA Curb Cuts which being paid for with CDBG Funds. All in favor, The Commissioners met with Mike Lamb, Wessel & Co to discuss broadband in Ft. Littleton. The Commissioners met with Carol Wright, HR Administrator regarding HR Matters.
