129 Meeting of the Fulton County Commissioners - Tuesday, November 22, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Bunch, Commissioner Shives and Commissioner Ulsh Absent: None Others Present: Fulton County Fair Association- Jana Malot, Patty Ramsey & Pat Decker; Roxbury News-J James Roxbury; Attorney Stanley Kerlin Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Commissioners met with Fulton County Fair Board members Jana Malot, Patty Ramsey and Pat Decker in regards to the Fulton County 4-H Program. Motion by Commissioner Ulsh to enter into Executive Session for Personnel Matters at 8:45 AM. All in favor. Regular session resumed at 9:45 AM. Motion by Commissioner Shives to approve the Commissioners' Minutes of the November 15, 2022 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payable dated November 21, 2022 in the amount of $154,488.59. All in favor. Lamb and Beatty presented the final draft review of the 2023 budget to the Commissioners and requested an approval for submission to the newspaper stating it would be on public display starting November 28, 2022 in the Business Office, weekdays, 8-4 PM, before adoption on December 27, 2022. Motion by Commissioner Bunch to approve the 2023 final draft budget for advertisement stating that it will be on display in the Business Office, weekdays, 8-4 PM, beginning November 28, 2022, twenty business days prior to adoption on December 27, 2022. All in favor. 130 Attorney Stanley Kerlin spoke to the Commissioners, as a public guest, inquiring about when the next Retirement Board Meeting would be held SO that he could present a request for a COLA increase for the retirees. Commissioner Shives said that she would inform Mr. Kerlin of when that would be. Commissioner Shives signed the 1st Quarter MATP Report for periods July through September 2022. Commissioner Ulsh signed a PCOMP and PCORP Application for the remaining Safety Grant funds for the Probation Steps Project. PCORP 2022-2023 Remaining Funds-$27,094.58; PCOMP 2022 Remaining Funds-$17,591.50. Commissioners signed the November 2022 Retirement Fund Report and Conrad Siegel July-September Invoice.
