The following Board Members were present: Michael J. Kuhn, County Commissioner Robert J. Phillips, County Commissioner Jo Ellen Litz, County Commissioner Robert M. Mettley, Controller The following Board Members were absent: Jeffrie Marley, Sheriff Pier Hess-Graf, District Attorney Assistant District Attorney Brian Diederick attended the meeting from the District Attorney' 's Office Public Comment (s): None It was moved by Controller Mettley, seconded by Commissioner Litz, to approve the minutes of the April 16, 2025 meeting. Vote unanimous. Warden Litz reported that there are 15 Correctional Officer vacancies. The facility is challenged by having to provide security for inmates who are inpatient at local hospitals, around the clock. Warden Litz said for the last 23 months the Lebanon County Correctional Facility was contracting with Lehigh County Jail to house a juvenile defendant. That defendant has now turned 18 and will return to the Lebanon County Correctional Facility to be housed as an adult defendant. Warden Litz introduced and presented a recognition plaque to Ray Arnold, Director of Work Release, who is retiring after 32 years of service to the county. Tina Litz, Warden, submitted written reports ofH her activities for the month of April 2025. The Board reviewed this report. Tina Litz, Warden, reported the average daily inmate population for April was 244.17. The Board reviewed this report. Written reports on the commissary and the canteen were submitted by Rebekah Bowsman, Fiscal Technician. The commissary average weekly sales for a five (5) week operating period, during the month of April 2025 were $2,523.71, commission amount from March was $4,191.44. Edward Bartashus, Kitchen Sergeant, submitted a written report for the month of April 2025 giving a breakdown of cost of meals served and items donated. Mr.A Arnold reported that there are 8 inmates employed within the community on the work release program and 5 inmates seeking employment. A total of9 travel passes were issued during this period. The Board reviewed this report. Rev. Marilyn Nolte, Chaplain Manager, submitted a written Chaplain's report for the month of April 2025. The Board reviewed this report. A 2025 Statistical Summary Report from PrimeCare Medical was submitted. CGL, submitted a written building maintenance report for the month of April 2025. CGL completed three hundred and forty-two (342) work orders during this period. The Board reviewed this report. Stephanie Warner, Teacher from Lancaster-Lebanon Intermediate IU13, submitted a written monthly report on the High School Age Education Program for April 2025. The total number of students enrolled in the Emotional Support (E.S.) Program was one (1) and the. Alternative Education Program was one (1) student. The Board reviewed this report. Ken Travis, High School Equivalency Instructor from Lancaster-Lebanon Intermediate IU13, submitted a written monthly report on the Community Education Program for April 2025. Total sessions to prepare students for the HISET exams were twenty-four (24), one (1) student who earned their High School Equivalency, and six (6) request slips were received. The Board reviewed this report. Jamie Wolgemuth, Chief Clerk informed the Board that he attended a recent walk through of the jail, along with the Warden, Deputy Warden of Warden of Operations, and representatives of the County's insurance carrier, the Pennsylvania Counties Risk Pool (PCORP). During the visit, he observed a significant improvement in the cleanliness, organization, air quality, and air circulation. He said it's obvious that CGL, Administration, and staff are all working together to improve all aspects oft the conditions at the jail. They continue to systematically assess and repair air circulators, duct work, and HVAC systems. All are to be commended for the continued effort. Meeting Adjourned.
