This would be a three-year contract with up to two one-year mutually agreed extensions. Report submitted by Schilling, Westfall and Severt. Personnel Committee: Mrs. Snee, Chairman, reported that Committee supports providing an optional vision insurance benefit for employees, with the employee paying 50% of the premium, for a one-year trial period and recommends legislation be prepared to: Authorize thel Director of Public Service and Safety to submit an application to EyeMed Vision Care LLC of Mason, Ohio for voluntary vision insurance. Amend Ordinance Chapter 141 (benefit provisions) to include a vision insurance plan. COMMENTS OF THE DIRECTOR OF PUBLIC SERVICE AND SAFETY: Mr. Titterington noted: -New City Hall hours commenced this date (M-Thurs. 7:30 a.m.-5:30 p.m., F 7:30 a.m.-noon) -City Offices will be closed June 19 for the Juneteenth holiday. -Juneteenth celebrations will be held June 21. -May 7 - 18, he, Mayor Oda, and Mr. Graves, President of the Troy Development Council and Troy Area Chamber of Commerce, took part in a Trade Mission to Japan. He commented that during that time they visited several cities in Japan; there are nine different Japanese work units in Troy and they met with six of the nine companies as well as the Kyoto Chamber of Commerce (with over 2,000 members), METI (Ministry of Economic, Trade and Industry of Japan), and two offices of JETRO (Japanese External Trade Organization); and the Governor of the Satami Prefecture; discussions with the companies and organizations included workforce hiring, immigration and tariffs, Troy opportunities and networking, and issues particular to each company organization; the existing companies indicated their fondness for Troy; and the Trade Mission concluded with a two-day visit to Takahashi City, Troy's Sister City. COMMENTS OF PRESIDENT OF COUNCIL: Mr. Rozell: -Asked about the black metal street lighting poles for West Main Street and was advised they continue to be on order, but there is no specific delivery date. -Asked Westbrook residents to be patient with the several streets to be paved in that subdivision. -Noted that Mickey Hamer, a member of the Community Reinvestment Area Housing Council, recently passed Stated away that following the many comments made at the last Council meeting, and discussions with members of Council, he has assigned to the Recreation & Parks Committee looking into the request, and asked that the Committee consider items including costing, concepts, funding, and shareholders to be involved. Encouraged citizens to fill out the Recreation and Park Master Plan survey that will be posted on-line by June 6, as this will provide information as to what citizens are thinking on this subject and what they want to see regarding park and recreation improvements. COMMENTS OF MEMBERS OF COUNCIL: -Mr. Whidden thanked the citizens who attended the May 19 meeting of City Council, commenting that if citizens make their voices heard, Council will listen. -In response to Mrs. Marshall, it was stated that the recreation and park survey will be on the City's webpage and that by June 6, consultant representatives will be at the Donut Jam event on June 6to interact with residents about the survey and master plan update as the Strawberry Jam event is usually well attended by residents. -Mrs. Snee noted that the at-large members of Council will be hosting an "Ask a Councilmember" event at the REC on June 14, from 9 am -10 am. -Mr. Severt thanked Council President Rozell for assigning the baseball organizations request to a Council Committee; he expressed appreciation for those who provided the Memorial Day ceremonies. There being no further business, Council adjourned at 7:39 p.m. Clerk of Council President of Council STATUS REPORT TROY CITY COUNCIL TO: Mr. Rozell, President of Council DATE: June 9, 2025 FROM: Community Partnerships Committee SUBJECT: PARKS AND RECREATION MASTER PLAN UPDATE PROCESS & ACKNOWLEDGEMENT OF INTEREST OF BASEBALL ORGANIZATIONS TO BE INVOLVED SUMMARY STATUS REPORT: (to be read at Council meeting) This Committee met June 9 to hear information on the process of the updating of the Parks and Recreation Master Plan and to acknowledge and validate the request and comments of many persons at the May 19 Council meeting who are associated with various baseball organizations. Iti is noted that a baseball-only focus group session will be held in June and that representatives of three baseball organizations have been a part of the advisory group associated with the update of the master plan. Committee members encouraged residents to complete the online survey to indicate how each sees the City's current parks and recreation system and what the City should be pursuing in the future. Marshall, Chairman Community Partnership Committee DETAILED REPORT: At the May 19, 2025 meeting of Council, a number of persons spoke supporting the City including the development of new flood-resistant baseball fields in the Parks and Recreation Master Plan on land that was acquired at Duke Park. The President of Council assigned to this committee consideration of the request to including costing, concepts, funding, and shareholders to be involved. This Committee met June 9, 2025, to hear information on process of the updating of that master plan, and to acknowledge and validate the request and comments of the many persons on May 19 who are associated with various baseball organization. The meeting was also attended by Mayor Oda, Council President Rozell, Council members Phillips and Schilling, the Director of Public Service and Safety, citizens, and members of the City staff. We received a review of the process with it noted that at this phase of the process, it is important for citizens to complete the on line survey regarding what citizens feel important for improvements and enhancements to recreation and park facilities. We were advised that there will be two future publici input meetings; the draft plan will later be made available for comments; and the last phase will include estimated costs and a discussion of funding that will include grants and other outside funding. Also, an: advisory group of 12 persons has been meeting with the staff and consultants, and three members of that group are specific to baseball. The updating of this plan follows the process used in the recent updating of the City's Comprehensive Plan. In response to the comments at Council, a focus group meeting is being scheduled for June 16 only with those associated with baseball. Staff further noted that a number of other sports-related groups, including pickleball, skateboarding and football, have provided requests fori improvements specific to their sports as well. There was discussion that perhaps some of thei issues of other sports organizations are not as critical as those of baseball organizations. One citizen suggested that the City move quickly to address the request of the baseball organizations due to the on-going flooding at their current location on County Road 25A. Committee member Twiss requested that the Committee be invited to the June 16 meeting to listen to comments, even if that is not a public meeting. Committee Chair Marshall also asked that Council be given more opportunity to be involved. Committee member Severt commented that he appreciated the discussion of the validation of the comments made by the baseball organizations. There is no Committee ecommendation to be made at this time. PROJECT SUMMARY REPORT: (to be read at Council meeting) Committee members Schilling and Severt met June 9 regarding an agreement with the Dayton-Montgomery County Port Authority for the Port Authority to issue a sales tax exemption for the hard costs of construction for the Komyo America Co., Inc. project of a newy warehouse facility. Because the project will be located in the City of Troy, and not within the immediate jurisdiction of the Port Authority, the Port Authority requires that the City approve a Cooperative Agreement related to its participation. The City enacted similar legislation for Clopay and StoryPoint projects. Under the Cooperative Agreement, the City of Troy specifically has no responsibility for the financial viability or oversight of the project. The Komyo America Co., Inc. project is a new warehouse facility located off Commerce Center Boulevard. Both project phases have been awarded federal funding totaling $5,508,383, ODOT Urban Paving Program for $860,000 and OPWC grant for $600,000 (Phase 2 only). Phase 1: Council granted authorization for Phase 1 of $9,000,000. The contract was awarded to Double Jay Construction, Inc. of Englewood, Ohio. The contactor has completed Phase 1 construction. West Main Street (SR 41) Corridor Phase 2: Council authorized the Phase 2 project to bid at a cost not to exceed $8,000,000. American Structurepoint is completing this 2018-014 Improvements (PID 121678) phase of the project. The consultant collected traffic counts the week of May 19. Council approved an agreement with Strand Associates, Inc. for the following items: FEMA submission of new flood plain boundaries, design of ditch improvements, especially around bridges, negotiations of easements with residents for staff to enter the ditch for maintenance, and public education information to provide to residents along ditches in the City. With onsite construction complete, staff is working with Strand to revise the flood plain along Kidder Ditch Modeling & Rehabilitation Kidder Ditch and submit it to FEMA. Door hangers were placed along the ditch to remind residents of their obligation to maintain their portion of the ditch since the project has been completed. Staff along with Strand is evaluating the possibility of assisting residents currently in the flood plain to apply for a 2018-015 Letter of Map Amendment (LOMA's). The project is located along South Stanfield between West Stanfield and the Meijer entrance. LJB designed the South Stanfield Road Improvements project and RB Jergens was awarded the construction of the project at a cost of $1,750,906.56. Construction Phase 2 2019-015 began and is progressing along South Stanfield on the east side of the street. Council authorized an agreement addendum with Hazen & Sawyer to provide design services for the plant expansion to increase capacity. Council authorized $14,000,000 for the construction project. The contract was awarded to Peterson Construction in the amount of $10,777,000. Phase 1 of the project is complete. The Phase 2 WWTP Aeration Blower Replacement additional CIP items are progressing. Phase 2 portion of the project has been value engineered, and the total Expansion construction will be under the initial authorization. Contractor is expected to remobilize in June 2025. Troy will own the portion of the waterline along Staunton Road (SR 55) between Stonyridge Avenue and Casstown Waterline Extension Sayers Road. The County awarded the construction project to Tom's Construction Inc of St. Henry, Ohio in the amount of $5,421,198. Council authorized the final agreement between the city and Miami County on this project. Construction crew has mobilized with clearing and grubbing beginning. 2022-002 Choice One Engineering is completing the ODOT requirements for the resurfacing grant dollars. Stage 1 plans will 2022-011 Experiment Farm Road Resurfacing be submitted to ODOT in November 2025. Council authorized $225,000 for LJB Inc. for the conceptual design/study phase of the Downtown Safety, Streetscape, and Utilities Improvement Project. City staff and the design team have hosted two public meetings for feedback from the public. The team received comments and is finalizing a path forward as well as finalizing the design scope. Council authorized the Phase 2 design at a cost of $617,370. Design continues; a public meeting will be forthcoming in the Spring of 2025. A presentation to Council as a Committee of the Whole regarding possible Downtown Safety, Streetscape, and Prouty Plaza landscape designs was held February 24, 2025; and a presentation to Council as a Committee of the Utilities improvement Project Whole regarding the Downtown Safety, Streetscape, and Utilities Improvement Project was held March 10. The Low Head Dam Removal project has over $7.5 million in funding for the completion of the dam removal, shelf and rec trail. Staff continues to apply for additional grant funding to maximize City funding for the project. Staff sent Low Head Dam Removal RFPs for design of the dam and river improvements to qualified consultants. After reviewing the submissions and interviews, Council approved a professional services agreement with Burgess & Niple for the project design. Design for the project continues with data collection and processing. Environmental permitting continues. 2023-011 Council approved an agreement with American Structurepoint of Columbus, Ohio for the design of the intersection. A stakeholder meeting with nearby businesses, facilities, and schools was held earlier in the year.
