BOROUGH OF SLATINGTON The Water, Sewer/Solid Waste, and Highway Committee Workshop Meetings were held on May 27, 2025, in Municipal Building, 125 South Walnut Street, Slatington, PA. The meeting was called to order by President Schnaars at 6:30 PM with the following in attendance: PRESENT ABSENT OTHERS VISITORS David Schnaars Aaron Schoch Roy Hambrecht Kevin Steckel Abigail Bartels-ACBLA Willilam Schippers PUBLIC COMMENT: None A. HIGHWAY Aaron Schoch - Chairman; Members: Kevin Steckel, William Schippers 1. Committee Member Discussion: a. Discussion on the CDBG projects. Abigail Bartels informed the Committee that Acela is waiting for some paperwork from the County for the 2024 CDBG projects. Manager Hambrecht has spoken with Solicitor Young concerning these projects and she is waiting for some documents. Solicitor Young has filed for an extension up until June 15. Manager Hambrecht will follow up with Solicitor Young to see if she can obtain a status from the County. b. Discussion on the CDBG projects for 2026. Abigail stated Acela, Vito Gallo, and Manager Hambrecht had a meeting with the county last Friday and received information from the County about the three (3) CDBG Grant applications that were submitted. Two (2) of them were approved, E. Washington Street was not. There was a meeting to discuss why the denial of E. Washington St. The County indicated that since there was a break in the street, due to the 100 Steps, and therefore, the entire block was not served by the contemplated repairs to the roadway. Acela and the County are working together to determine if approval can be gained through other means. C. Discussion on the non-CDBG projects. Abigail informed the Committee that a survey was done on Maple Spring Drive, but have not fully started the design, because she is looking for opinions on what would be best financial approach to the project. The primary concern is that most of the intakes are in the center of the road, but since the road is crowned, the intakes in the center of the road are ineffective. Since the water is ponding in people's yards the Highway Crew suggested putting in a rolling curb. Acela is examining other options. Manager Hambrecht suggested to look at other streets that could be done instead of Maple Spring Drive. Manager Hambrecht will contact the Highway Crew and get additional details regarding the storm water runoff. We need this additional information to avoid directing additional water to where it may cause additional problems for residents. d. Visioning Being no further questions from the committee members, and so the Highway Committee Meeting was adjourned. B. SEWER William Schippers Chairman; Members: Kevin Steckel. Aaron Schoch 1. Committee Member Discussion: 1 a. Update on person to manage kennel at Sewer Plant (Animal Control). Councilor Schippers indicated that the proposed contracted group would charge $70/day to house any dog recovered in the Borough. Councilor Schippers went on to indicate that the contractor will hold animal up to two (2) weeks, then will move to rehouse the dog. It was proposed that a procedure should be in place log the dog, put photo on Facebook, bring to Borough Kennel, etc. President Schnars suggested the Borough should pay a flat fee to pick the dog up and the other fee should be paid by the owner. The only problem is ifthe owner does not claim the dog, then who picks up the costs? President Schnaars suggested a maximum of fees - example - $70.00 pick up fee, $50.00 per day. Manager Hambrecht suggested contacting the Police and having them put a photo on Facebook and see if they can get the dog back to the owner within 12 hours. Ifafter 12 hours, the animal will be sent to the proposed contractor. President Schnaars stressed any other fees would have to be paid by the owner. Manager Hambecht will research ordinances concerning this issue. Manager Hambrecht informed the committee a full-time employee for the Highway Crew started today. b. Visioning Being no further questions from the committee members, the Sewer Committee meeting was adjourned. C. WATERISPECIAL SEWER COMMITTEE Kevin Steckel - Chairman; Members: Aaron Schoch, William Schippers 1. Committee Member Discussion: a. Visioning - Manager Hambrecht was contacted by the owner of the property adjacent to the Water Plant and asking if the Borough wishes to purchase the property. Since the residents of this property has been a problem to the Water Plant, the Borough could better control this situation if it owned the property. The price will be around $195,000.00 for 2 acres. Abigail Bartels suggested contacting the fire chief to do fire drill practiçes. President Schnaars would like this placed on the next regular Council agenda. Being no further questions from the committee members, the Water/Special Sewer Committee meeting was adjourned. D. INFORMATIONAL ITEMS: None E.
