Muncy Borough Council Minutes May 6, 2025 The meeting oft the Muncy Borough Council was called to order in the Library/Media Center of the Muncy High School at 6:30pm by President Scott Delany followed by the Pledge of Allegiance and by a moment of silence for Armed Forces, First Responders and Front-Line workers. Council Members present: Tara. Ashby, Thad Martin, Ryan Scruggs, Scott Delany, George Henry. Richard Sutton and Bill Scott were absent. Staff Present: Borough Manager Charley Hall, Secretary/lreasurer Katie Hakes, Police Chief James Dorman. Mayor Jon Ort was absent. Guest Present: Chip Gottschall, Steven Barrows, Frank Guardini, James Adkins, Linda Stein, Molly Delany, Craig Scruggs, Lisa Lyons, Joe Lyons, Logan Laidacker, Ed Brockman, Todd Arthur, Mike Shipman, Tyler Thompson Public Participation: Joe Lyons, a codes enforcement officer, brought to council's attention that council members are not permitted to be on the appeals board. Tara Ashby made a motion to approve the April 1, 2025 minutes. Ryan Scruggs 2nd the motion. All were in favor. George Henry made a motion to approve the check disbursements and bank balances. Thad Martin 2nd the motion. All were in favor. Old Business: Charley is working to get together a grant called Congressional Direct Spending request for up to $1.8 million for new municipal building through US Senator Dave McCormick that is due Friday, May 9, 2025. New Business: President Frank Guardini and Vice President James Adkins made a request for batting cages at the little league field at Green Street Park. Ryan made a motion to approve the batting cages, George 2nd the motion. Motion carried. Thad Martin made a motion to approve Police Officer Lance Cabaniss' resignation. Ryan Scruggs 2nd the motion. Motion carried. Tara Ashby made a motion to approve Resolution #2025-07 Establish Muncy Borough Appeals Board. Ryan 2nd. the motion. Motion carried. Members will be appointment at the next council meeting. George Henry approved the donation request from the American Legion. Thad Martin 2nd the motion. Motion carried. Borough Manager: Clean up day was a success. There was a pre-bid meeting at the Crossroads Park. Bids are due May 19th. Bids will be rewarded at the June meeting. A few issues with the street sweeper that Chris is working on. Chipper days will be scheduled at a later date. The Army Corps study came up with 5 storm water projects that the borough could look at that are pretty cost prohibited and also concluded that neither a dike or flood walls meet the required cost/benefit value for consideration. George Henry asked Charley for some clarification on the borough code on grass clippings in the street. You can't put grass clippings in the street, however it's enforcing that code that is the issue. If the police are driving around and see it for themselves, they are able to say something. Public Participation: Dr. Steve Barrows made a statement on the health hazards for the children due to the potential CAFO and Solar farm. His statement is attached. Ed Brockman asked council what their opinions were. President Delany asked solicitor Kenyon if there was anything the borough could do to stand behind the residents of Muncy who are against the CAFO farm. A motion from council would be needed to submit a letter. Todd Arthur and Mike Shipman (Muncy Creek residents) spoke on behalf of the Muncy Area Neighborhood Preservation Coalition. Arthur said the CAFO farm is really a borough issue, and the larger percentage of Muncy Creek Township is further away from this. Tyler Thompson gave a quick update on Fourth Fridays.
