Muncy Borough Council Minutes April 1, 2025 The meeting of the Muncy Borough Council was called to order in the Library/Media Center of the Muncy High School at 6:30pm by President Scott Delany. The Pledge of Allegiance followed by a moment of silence for Armed Forces, First Responders and Front-Line workers. Council Members present: Tara Ashby, Thad Martin, Ryan Scruggs, Scott Delany, Richard Sutton and George Henry. Bill Scott was absent. Staff Present: Borough Manager Charley Hall, Secretary/Ireasurer Katie Hakes, Police Chief James Dorman. Mayor Jon Ort was absent. Guests Present: Charles Gottschall, Donna Sutton, Wayne Wolfgang, Bradley Clayton, Ann Baker, Mark Raup (Livic), Marco Colbert, Craig Scruggs, Linda Stein, Ed Brockman, Cathy Henry and Cindy Appleman Guest Participation: The Downtown Muncy INC. board introduced themselves and announced Fourth Fridays will be returning to Main Street in Muncy Borough. Dick Sutton made a motion to approve the event. George Henry 2nd the motion. Motion carried. Public Participation on agenda items only - None Ryan Scruggs made a motion to approve the March 4, 2025 Minutes. Thad Martin 2nd the motion. Motion carried. Tara Ashby made a motion to approve the check and cash disbursements. Dick Sutton 2nd the motion. Motion carried. Old Business Borough building Nothing new. Chief Dorman gave an update on the rifle plates and carriers. An organization that does donations will be shipping 3 plates to the police department. New Business: Livic Civil provided council with a proposal for the Carpenter Street Bridge. After a brief discussion between Mark from Livic Civil and council, Dick Sutton made a motion to approve the proposal. Tara Ashby 2nd the motion. Motion carried Mark also gave a brief update on the Green Light Go project. That project is in to Penn Dot waiting final signature. The Crosswalk project has also been submitted to Penn Dot and waiting on final review. Thad Martin made a motion to allow the Muncy Historical Society to put a sign on the crossroads park area and to allow for over-flow parking in the nearest FEMA lot for the annual plant sale with the Penn State Master Gardeners Group. Ryan 2nd the motion. Motion carried. The borough is responsible for the maintenance ONLY on the traffic lights at Main and Water Street. George Henry made a motion to approve the Lecce Electric Traffic Signal Maintenance Agreement. Dick 2nd the motion. Motion carried. Tara Ashby made a motion to amend paragraph four Work Shift" in the Police Chief contract. Thad Martin 2nd the motion. Motion carried. Announcements: Charley announced the borough clean up day on April 30. Monthly chipper days will continue as well. Charley also gave an update on Crossroads Park. Final bid documents will hopefully be completed SO the final bidding process can begin. The goal is for the project to be done by the end of 2025. The Opinion has been provided and is awaiting signature on the Croll's Conditional Use Hearing. Thad Martin gave an update on North Washington Street and North McCarty Alley. Once the design process is finished, WBRA will begin excavating and do some trench restoration and surface restoration to take care of the road in June/July. Fire Report: Please don't burn. Dick Sutton does not believe two officers should be riding around in the same car during the evenings. Because the Mayor has not been to a meeting since October, Councilman Sutton has not been able to address this with the Mayor SO he could authorize the Chieft to separate the officers to get additional coverage. Public Participation: Marco Colbert asked ifthe borough had the means to sue a property owner who had multiple Notices of Violations. Charley explained the most the borough can do is put a lien on a person's property. Marco also informed council that he would be interested in leasing one of the boroughs FEMA lots that is behind his property. The borough can lease those properties out, however there is many restrictions. Charley will make an appointment to speak with Kelsey Green to get a full understanding on what Marco could do on that property. Dick Sutton made a motion to adjourn. Tara Ashby 2nd the motion.
