BURGETTSTOWN BOROUGH COUNCIL WORK SESSION MINUTES APRIL 28, 2025 Call to Order Pledge of Allegiance Public comments and questions not pertaining to the agenda items will be held at the end of the meeting. Gary Manges made the Motion to Pass the Workshop Meeting Agenda. Second by James Smith Motion carried-None Opposed Person to be Heard-Pam Church Representing the BACDC and the Hometown Veteran's Program. BACDC has been around for some time. Pam Church takes pride in doing things the right way. April 7th Regular Scheduled Meeting: She felt that the mayor humiliated, belittled the HTH Program. Disrespected council and veterans. Stated the organization did not ask for permission. Stated the organization is not maintain the banners. The banners are put up incorrectly. Feels that is an incorrect statement regarding putting them up incorrectly. February 26, 2024: Mayor Luke Snatchko said the same thing, minutes of discussion. Susan Reynolds idea. Got info needed, to make a long story short, this program got passed around for a few years and nobody oved forward with it. COVID hit. Susan Reynolds and Pam discussed it after everything opened back up. Iasked her about the BACDC starting the program. She gave the information to BACDC. No contract, no permission needed. Pam spoke with 3 council members, and it was not discussed, not a borough issue. Pam, again pride herself in doing things the right way. Has bank statements, agendas, copies of minutes, resolutions, receipts when she received them, that was another issue. Minutes never reflected meeting with the borough. First year: Only up to 3 months. 2ND Year Luke charged a $50.00 renew fee. 2023 Pam stepped back as an officer. Pam and another board member had a disagreement with Luke, and he resigned from the BACDC. The BACDC moved on without him and Pam feels he as a vendetta. Criticized board members and discredited Pam in any way he can. Got the BVFC involved by mentioning the HTH Program at a fire meeting where Pam has been a volunteer for 18 years. February 2024 President Ken McKinney asked: "What does council need to do mayor Snatchko to move forwarded: Where will they be placed at. Pam told President McKinney where, he said okay. No permission needed The council has never complained about the banners, only the mayor. When the mayor was with the BACDC: 2 lease holders left: Cost thousands Train Station was empty for 2 years Bike Storage on Main Street, Keyless entry, ordered bike racks and a security system put in place. 2 weeks after Luke Snatchko resigned, Pam recruited 3 new board members. BACDC signed a 3-year lease with Paradise Got the bike storage building up and running, bike racks, electric service and security system installed. Contacted Developers Pam hopes the grandstanding by the mayor is over regarding the HTH especially now that we know what the people want. The PSAB is in full support of the HTH Program. Ken McKinney, "Pam council never stated they wanted the banners to come down." Pam, "I know this council has never complained about the banners the only complaint is coming from mayor Snatchko." Mayor Snatchko, "The only issue I have with the banners is you agreed to maintain them. The BACDC was to put them up and take them down during the winter months." Mayor Snatchko: Addressed Pam Church with Section 609 of the Crime Code that addresses Utility poles. The mayor feels he never put the banners up incorrectly but was following the code. 1. Financials: Debbie Resnik Beth Hoppe made the motion to accept Paris Paving to seal and stripe the park areas in the amount ofs $3,700.00. Second by James Smith Questions/Comments: Gary Manges did you put out the seal and stripping to other contractors? Ken, "No, we are on pushed for time." Motion Carried-None Opposed Beth Hoppe made the motion to pay Elemental Shelter Solutions for the new wall for park in the amount of $7,735.00. Second by James Smith Questions/Comments: Transfer from Capital Improvement Fund to the Park and Recreational Fund in the amount of$11,435.00 to cover these projects. Council Comments/Reports Street Department- Ken McKinney gave updated status on the CBG funding for Highland Avenue. Park & Recreation-ames Smith Opening day for park is scheduled for May 10th with rain date ofMay 11th. Gunner plaque was ordered questons/omments: Pam Church asked Ken McKinney what the material was used to make the plaque. Ken, "Bronze. 1 2. Mayor Report-Luke Snatchko Mayor updated on Smith Township Police handing of the Burning Permit for Recreational Burns. 3. New Business- Beth Hoppe made the motion to purchase a Toro push lawn mower in the amount of $485.00 Second by James Smith Questions/Comments: None Motion Carried -None Opposed Beth Hoppe made the motion to purchase a Stihl HS 45 18" hedge trimmer in the amount of$299.99.
