BOROUGH OF BRADDOCK HILLS MINUTES REGULAR COUNCIL MEETING May 13, 2025 CALL TO ORDER Thomas Evans, President of Council, called to order the regularly scheduled council meeting at 7:01 p.m. PLEDGE OF ALLEGIANCE Mr. Ursiny led the Pledge of Allegiance. CALLING OF THE ROLL Council Present: Mr. Evans, President; Mr. Ursiny, Vice President; Ms. Kvorjak; Ms. Schaffer; Ms. Lang; Mr. Mohan Others Present: Mr. Brown, Jr., Mayor; Robert Garvin, Solicitor; Cheryl Sorrentino, Manager; Tyler Mincin, Engineer 1. CALLING FOR APPROVAL OF MINUTES AS POSTED (all ayes vote) Motion to approve minutes from April 8, 2025 meeting made by Mr. Ursiny. All ayes 2. CALLING FOR BIDS No bids. 3. COMMENTS FROM CITIZENS (6 minutes each) Paul Smith = Mr. Smith stated that he is having issues with his neighbor's trees. Mr. Evans responded that the Borough would find out who is responsible and address the matter if needed. He stated there is a hole near his driveway. Ms. Sorrentino stated that they are waiting on the contractor for a date for this project to start, DeWitt Walton - Allegheny County Councilman Walton stated that the Allegheny County Council discussed the storms and encourage municipalities to conduct an after-action review and put a plan in place for future emergencies. He stated that he spoke with Allegheny County Economic Development in regards to Park Avenue paving project and finding resources. There were discussions about the income surveys that were sent out to the residents. Mr. Ursiny and Ms. Kvorjak volunteered to visit residents in-person to complete remaining surveys. Sandra Ellifritz Ms. Ellifritz stated there was a dead tree on the property behind her property. Ms. Sorrentino looked it up and informed her that it was privately owned, She asked Ms. Ellifritz to stay after the meeting and she would provide the information on the owner of the property. 4. CORRESPONDENCE Passed out prior to meeting. 5. REPORT OF BOROUGH COMMITTEES A. FINANCE - CHAIRPERSON BOLTON No report. B. PUBLIC SAFETY - CHAIRPERSON URSINY No report. C. ZONING & ORDINANCES - CHAIRPERSON KVORJAK No report. D. COMMUNITY EVENTS = CHAIRPERSON SCHAFFER Ms. Schaffer announced that Community Clean-up Day has been rescheduled for Saturday, May 17 at 11:00 a.m. The Community Yard Sale is scheduled for Saturday, June 14 and they are not registering locations this year. Also, there will be a meeting on May 21 to start the planning oft the 80th Anniversary celebration. E. HEALTH & SANITATION = CHAIRPERSON LANG No report. F. BUILDINGS & BOROUGH PROPERTY CHAIRPERSON EVANS No report. Mr. Evans commended the police and public works departments on their responses to the storm damage throughout the Borough. G. PUBLIC WORKS - CHAIRPERSON MOHAN Motion to accept proposal from Roberts Roofing, a CoStar vendor, in the amount of$12,700.00 for a new side roof on the public works garage. This will be paid by ARPA grant money. Motion - Mr. Mohan Seconded - Mr. Ursiny Roll Call Vote - Unanimous Carried 6. REPORT OF BOROUGH OFFICERS A. MAYOR = JOHN BROWN Mayor Brown read the police and EMS reports for the month of April 2025. He made a statement in regards to the April 29 storms and the Borough's reason for not declaring a state of emergency. He read an email from the daughter ofr residents that were affected by the storms. She thanked Ms. Schaffer, Mayor Brown, Chief Helinski and Ms. Sorrentino. There are no meetings to report as the Council of Governments and Emergency Services meetings were cancelled. B. SOLICITOR = ROBERT GARVIN No report. C. ENGINEER - TYLER MINCIN Mr. Mincin read engineer's report for month of April (see attached). 7. REPORT OF COUNCIL OF GOVERNMENTS: CHAIRPERSON EVANS No report. 8. UNFINISHED BUSINESS No report. 9. ADJOURNMENT OF THE MEETING TO THE CALL OF THE CHAIR Mr. Evans adjourned the meeting at 7:37 p.m. HE EADS LP a ENGINEEE ERING ARCHITECTURE ANDDESIGHSENVICES Engineer's Report Braddock Hills Borough Regular Monthly Meeting May 13th, 2025 GEDTF/CDBG GRANT A) GEDTF project for demolition of playground, installation of new enclosed playground near walking track, removal, and replacement of Borough sign. Project cost for resolution is estimated at $156,480.00. a. Remaining park improvements (sign, ADA parking, removal of existing equipment, etc.) did not receive any bids. Received approval from the SRCOG to proceed with completing remaining work through different contractors. b. Collecting information for the procurement packet for the county. B) CDBG project for milling and paving of Newton Road. a. EADS to put together specs and bid proposal. MS4STORMWATER A) Finalizing design for stream bank restoration project to comply with MS4 permit. Project will require a joint permit. a. Pre-application meeting took place on March 19th, 2025. b. Exploring additional siltation impairment solutions as part ofl MS4 PRP compliance. B) ARPA Stormwater Project a. Low bidder was Verardi Landscapes LLC in the amount of $81,077. b. Signed agreements were: returned by the contractor. C. Received and reviewed shop drawings from the contractor. d. Contractor to receive material in approximately one month before receiving notice to proceed. RWWALCOSANDEE A) Attended 3RWW: meeting May g:, 2025. a. All engineer's meeting for M-47 has been put on hold for the time being. B) Consent Order. Agreements a. No new items. BLIGHT REMEDIATION GRANT A) Applied for another blight remediation grant for 995 Garfield Avenue and 518 Park Avenue. MISCELLANEOUS A) WPJWA appears to not be taking responsibility for any issues on Indiana Avenue due to their water main break. a. Letter was sent from Bob Garvin to WPJWA noting that legal action may occur regarding the damages. b. Packet with cost estimate, project location, and photos were sent to the Borough for review and discussion regarding road issues. B) County ARPA Grant a. Received grant in the amount of $70,000.
