Executive Session (if necessary) Il. Call to Order Mayor Crist called the meeting to order at 6:18 p.m. III. Roll Call Present: Mayor Johnny Crist Councilmember Christina van Maanen Councilmember Mike Hart Councilmember Emil Powella Absent: Councilmember Scott Batterton IV. Pledge to Flag Mayor Crist led the pledge of Allegiance. V. Approval of Agenda Special Called City Council Meeting Minutes May 27, 2025 Motion to approve the agenda of May 27, 2025, was made by Councilmember Hart, seconded by Councilmember Powella. Motion passed 3-0. VI. Announcements VII. Ceremonial Matter VII. Approval of Minutes IX. Public Hearing X. Agenda 1. Agenda Item No. 1: Approval of Contract No. 41-2025, an Intergovernmental Agreement between the City of Lilburn and the Lilburn Downtown Development Authority, advancing up to $500,000 in stormwater user fees to fund Change Order No. 1 to Contract No. 90- 2023, for the construction of a public/private parking deck on Railroad Avenue. Jenny Simpkins, City Manager, stated that during the site development for the parking deck and multi-family apartments on Railroad Avenue, engineers discovered an opportunity to improve stormwater runoff management for nearby city parcels. By installing a new stormwater line parallel to the one being built fori the new development, the city can address ongoing pooling and flooding issues north of the site. Taking advantage of the current excavation will save money and prevent future disruptions, as the work will remain within the existing construction fencing and not require digging into the street. Mayor Crist asked for a motion. Councilmember Hart made a motion to approve Contract No. 41-2025, seconded by Councilmember Powella. Mayor Crist asked for comments. Councilmember van Maanen stated that she is abstaining from this vote because the information regarding this additional stormwater work was not included in the contract and was not provided in advance for review. While she supports improving stormwater management, she believes it is essential for council members to have full access to all relevant information prior to voting to ensure informed decision-making. Motion passed with a 3-1 vote. Councilmember van Maanen abstained. XI.
