After some discussion, Council Member Byne made a motion to repurchase Lot and Number 368B in the New Section of Pines Cemetery from Mr. Phinazee. Council Member Herrington seconded the motion. Council voted unanimously in favor of the motion. 7. Mayor Jones asked for a motion to sale Lot & Number 368B in the New Section of Pines Cemetery. Water & Public Works Superintèndent Jody Ellison gave an update on the Beautification Department. Superintendent Ellison informed the committee that he needs to hire more employees to complete the work from storm damage. City Manager Kirkland gave Superintendent Ellison permission to hire more employees. The committee discussed the complaints réceived about the right-of-way not being cut on a regular schedule. City Manager Kirkland informed Superintendent Ellison to contact the contractor that was awarded the contract to maintain the right-of-way. Ask the contractor to review the right- of-way list on the contract and make sure the contractor is maintaining all right-of-way per the contract. 5. Water & Public Works Superintendent Jody Ellison gave an update on the Cemetery. Superintendent Ellison informed the committee that one employee resigned this week; therefore, he is seeking an employee to help clean the cemetery. The committee discussed the damage to the cemetery from the storm. 6. Chairperson Anderson conducted the Utilities portion oft the Committee Meeting. City Manager Kirkland submitted the Local Maintenance and Improvement Grant (LMIG)/ Local Road Assistance Administration Funds (LRA) Project. Based on the FY 2025 LRA Formula, Waynesboro will receive $99,179.36. Section 1 - McIntosh Drive (from Victory Drive to Cherokee Drive) will cost approximately $209,563.33. Section 2 Grubb Street (at MLK) will cost approximately $85,500.00. City Manager Kirkland recommended to complete Section 2 - Grubb Street (at MLK) and some stripping for the Local Maintenance and Improvement Grant (LMIG) / Local Road Assistance Administration Funds (LRA) Project. After some discussion, Committee Member Byne made a motion to accept City Manager Kirkland's recommendation and recommend City Council approve the Local Maintenance and Improvement Grant (LMIG) / Local Road Draft Minutes: Page 1 of 2 Page 5 of 25 Assistance Administration Funds (LRA) Project. Committee Member Williams seconded the motion. The Committee voted unanimously in favor of the motion. 7. The Committee received an Agenda Item Request from Clifford W. Harpe, Sr. requesting City Council consider authorizing Tax Specialists of Georgia = Southeast, LLC. to assist Waynesboro with sales tax refund on sewer plant project. Tax Specialists of Georgia Southeast, LLCis a consulting firm specializing in Georgia Sales and Use Tax. Attorney Harpe explained the services offered by Tax Specialists of Georgia Southeast, LLC. City Manage Kirkland would like to review the company and it's services before making a recommendation to City Council. 8. Gas Superintendent Everett Rhodes gave an update on the gas department. The gas department has installed three services. Over the next two weeks the gas department will begin a leak survey for downtown and a portion of southeast Waynesboro. 9. Water & Public Works Superintendent Jody Ellison gave an update on the Water and Sewer Department. Highway 56 Well is up and running. Engineer Wesley Parker gave an update on the sewer project. Mr. Parker informed the committee of the back-up issues on McIntosh Drive on Saturday night. The contractor used pumps to bypass sections of sewer lines being replaced. The sewer backed up in two homes on McIntosh Dr. because the pumps were unable to keep up due to the large amount of rain in a short time. The Contractors Southeast Pipe Survey and Rangers stated the four-inch pump was inadequate to bypass the system and maintain the amount of rain. The contractor will obtain a bigger pump before bypassing any more lines. Some residents were present and voiced concerns about lines being crushed, being notified about the project, equipment left in the residents' yard, inconveniences: of access to their property and poly-kart pick- up locations. City Manager Kirkland stated this project will be a lesson learned. In the future the city will communicate better with residents about the project. 10. Jacobs Project Manager Eric Kelsey gave an update on the Wastewater Treatment Plant (WWTP). City Manager Kirkland informed the committee that Jacobs/OMI contract is up for renewal this year. City Manager Kirkland would like Council to consider renewing the contract ifEric Kelsey remains the project manager. City Manager Kirkland noted she will began working on the renewal terms for Council's approval. 11. City Manager Kirkland informed the Committee about utilizing KB Advisory Group for assistance with Re-development Powers and Tax Allocation District (TAD). Assistant City Manager Skinner presented the proposal from the KB Advisory Group. KB Advisory Group specializes in assisting Georgia cities with TAD strategy and implementation, ensuring that this powerful economic development tool is leveraged effectively and efficiently. Assistant City Manager Skinner gave an overview of the scope of work tasks. Task 1: TAD Education and Initial Policy Development, Task 2: TAD District Identification and Planning, Task 3: TAD Redevelopment Plan, Task 4: New TAD - Economic and Fiscal Impacts Analysis, Task 5: Establish TAD Policies & Procedures, and Task 6: On-call Advisory Services. The total proposal is approximately $49,000. City Manager Kirkland recommended the Committee approval ofthe proposal from KB Advisory Group for Tax Allocation District (TAD) Advisory Services. After some discussion, Committee Member Anderson made a motion to recommend City Council approve the proposal from KB Advisory Group for Tax Allocation District (TAD) Advisory Services. Committee Member Herrington seconded the motion. The Committee voted unanimously in favor of the motion. 5. Community Development Director Shelley Broxton gave an update on housing, building, and code enforcement. Planning and Development have issued 52 building permits, scheduled 93 inspections with Safe Built, received 7 plan reviews, and sent 73 Nuisance Letters. 701 Liberty Street has been sent to the attorney for nuisance abatement. Director Broxton also gave an update on grant funds. 1021 Grubb Street is a new construction being built with CHIP grant funds. Downtown Development Director Don Lively gave an update on Historic Preservation Commission (HPC) and Downtown Development Authority (DDA). HPC approved 10 applications including Smile Housing, 21 new housing units, at 517 E 7th Street. DDA has been working on installing restrooms downtown and seeking grant funding. 6. PURPOSE OF RECOMMENDATION: The applicant/owner has requested these changes because prospective buyers of this property have plans of opening a convenience/electronics store at this location. The Planning Commission met on June 12, 2025, at 5:00 pm at City Hall to discuss this matter. The potential buyer was called during the meeting and the Planning Commission members asked multiple questions about the plans for the daily operations of the business as well as the renovation plans for the business. The potential buyer stated that he is interested in having an electronics and convenience store that would sell items such as large and small electronic speakers, electronic/ remote control cars for children and smaller items such as rings for ladies as well as individually wrapped foods/ snacks and beverages. He stated that during his research he did not find an electronics store in Waynesboro. He has no intention of selling alcohol at this location and understands that it would not be allowed at this location due to the proximity to the housing authority to this property. He also stated that he would make whatever repairs are necessary to bring the building back up to code and will comply with any other requirements that are necessary to be able to operate as a commercial establishment in the city of Waynesboro. After considerable discussion Planning Commission Member Bill Tinley made a motion to approve the application requesting to rezone the property located at 540 West 8th Street, Map & Tax Parcel W03-045 be rezoned from zone R-3 esidentia-Mutiamiy (High Density) to zone C-1 (General Commercial) contingent upon the sale of the property going through and the new owners following through with the plans for an lectronics/convenlence store at this location. The proposed scope of work to achieve these goals is included below. SCOPE OF WORK The City of Council is currently responsible for creating TADs, setting TAD policies, requesting information from potential TAD applicants, establishing procedures for staff to process those applications, and preparing annual reports on progress toward achieving Plan objectives. The tasks in this section of the work are helping to ensure that the City implements a well-structured, impactful, and financially sustainable TAD program that benefits both the public and private sectors. Task 1: TAD Education and Initial Policy Development Since Waynesboro is newly authorized to use TADs, we will provide a half-day detailed education and training for City officials, staff, and stakeholders in Waynesboro, including: Explanation of Georgia's Redevelopment Powers Law and how TADS function Case studies from other Georgia cities with successful TAD implementations Detailed discussion of incremental tax financing, public-private partnerships, and development ncentives Framework for assessing and selecting redevelopment priorities Interactive Q&A to ensure full understanding of the process. Task 2: TAD District Identification and Planning 2.1 Identifying Potential TAD Boundaries The success of a TAD program depends on strategic district designation that aligns with economic development goals. Our approach will be data-driven and collaborative, ensuring that the most impactful areas are selected for TAD implementation. The activities in this task include: Evaluate economic conditions, infrastructure needs, and building conditions Utilize GIS mapping and property tax data to assess tax increment potential Engage with community stakeholders and elected officials to confirm strategic priorities Conduct a land use and market analysis to determine the best areas for TAD designation. We will begin with an in-depth land use and market analysis to identify sites with the highest redevelopment potential, considering factors such as underutilized properties, commercial vacancy rates, and infrastructure needs. GIS mapping and property tax data will provide a visual and quantitative foundation for determining potential tax increments. Additionally, we will engage in-person with key takeho.ders-including community leaders, business owners, and elected officials-to confirm alignment with local priorities and ensure broad support for the chosen TAD boundaries. We will work with you to settle upon a "build-out" scenario for the initial TAD that can be used throughout the additional tasks of the assignment. Page 19 of 25 Page 2 Proposal Tax Allocation District (TAD) Advisory Services KB City of Waynesboro, Georgia Task 2.2 Preliminary TAD Estimate KB will prepare an initial estimate of the amount of TAD funding that could be leveraged by the proposed redevelopments, by phase, and in total. This will enable an estimate of the amount of TAD funding that may be sufficient to make a project economically feasible. As part of evaluating TAD as a financing incentive we will do the following: Co-ordinate with you and your team to determine the potential boundary of the area to include in the TAD. Determine the base year assessments for the proposed TAD district. Model the build-out to determine the forecast assessed value likely to be created by potential development to determine TAD increment and capacity. Evaluate the potential uses for initial TAD funding to support development and make sure the proposed plan area complies with Georgia's Redevelopment Powers Law. Determine the overall potential financial performance of the proposed TAD. At the end of this task, we will provide you with a memorandum regarding the findings from the analysis, outlining a proposed boundary and structure of the TAD, its financial potential, and recommendations regarding possible uses for TAD funding. We can meet with you in a virtual meeting to discuss the initial findings. This initial TAD work will serve as the basis for the creation of a TAD Redevelopment Plan, which is necessary in the creation of a TAD in Georgia. The tasks to create such a plan are further described as follows: Task 3: TAD Redevelopment Plan The central document required to create and operate a TAD is the Redevelopment Plan, as mandated by Georgia's Redevelopment Powers Law (OCGA 36-44). Based on City feedback and your approval of the above, we will proceed to refine the district boundaries and financial projections and prepare a TAD plan for the designated area, which will be consistent with the requirements of Georgia law. This Redevelopment Plan will draw extensively on the findings of the previous tasks. Upon receipt of the comments, a final version will be prepared for submission for approval by the Waynesboro City Council. Establishing a TAD requires a minimum of one advertised public hearing and the passage of a formal resolution adopting the plan and establishing the TAD as of December 31 of the same year the resolution is adopted. We will present at a maximum of two public meetings in Waynesboro before Council action, including the scheduled public hearing or other forums planned for information purposes. We will also work with the City staff and the County Tax Commissioner to prepare a draft letter for submission to the Georgia Department of Revenue before the end of the calendar year, which will establish the base year tax values in the TAD. Task 4: New TAD - Economic and Fiscal Impacts Analysis The next tasks will highlight what the future development means to the local community, now and in the future, from an economic and fiscal perspective. We will forecast direct economic benefits, indirect economic benefits, and public revenue streams resulting from the proposed development to the City of Waynesboro, Burke County, and Burke County Schools. Economic Benefit Analysis We will analyze measures of private sector economic benefits that can be attributed to the proposed development within the TAD, including: Economic Impacts Due to Construction The economic effects resulting directly from the future construction that is expected to occur as a result of the TAD development, including permits and fees, taxes, materials purchased locally, and local jobs induced by construction. Advisory Services KB City of Waynesboro, Georgia The direct benefits in terms of the amount of real estate development, property and sales taxes generated, permanent payroll and taxes generated, etc. from economic activity in the TAD. The impact report will include maps and visualizations with accompanying schedules presenting each component of impact. We will provide you with an electronic copy of the report for your use. Delivery of thei impact report includes one meeting with you to discuss the outcome of the analysis and how it can be disseminated throughout the community, as necessary. This report will be useful to your team for promotional and public relations uses, as well as to support discussions and negotiations related to the project. Task 5: Establish TAD Policies & Procedures Task 5.1: Create Guideline Document KB Advisory Group has assisted other communities in preparing TAD policies and procedures documents and will do SO for Waynesboro, reflecting specific goals and strategies outlined in the Redevelopment Plan, as well as policy objectives of City Council, local development authorities, local stakeholders. These policies and procedures must be consistent with the Redevelopment Plan and the consent agreements negotiated with Burke County and Burke County School District. This task will consist of the following steps: In consultation with you and other staff, prepare a draft set of "TAD Policies and Procedures" based on the contents of the Redevelopment Plan and any applicable provisions of Intergovernmental Agreements with the County and School District. This document will address management and operation of all activities related to the implementation of Tax Allocation Districts in Waynesboro including review structure, review and consideration of funding requests, funding priorities, consideration of new TADs, and termination of existing TADs Present/discuss the draft with you and any other stakeholders for input and incorporate any recommended changes. Once formally adopted by City, we can assist you or staff as needed in setting up implementation of the TAD program, on an hourly basis. Task 5.2: Create TAD Application Set up an application for private parties interested in requesting TAD funds for eligible redevelopment projects. Define a structured evaluation process, including required documentation, financial analysis, and a scoring rubric to assess project feasibility and public benefit. Develop clear, user-friendly guidelines for applicants, including required project information, financial documentation, and public benefit metrics. Ensure compliance with the City's regulatory requirements and financial review standards. Create a standardized application form and submission portal that streamlines the intake process for private developers and property owners. The guide should include, at a minimum: Introduction of TAD program and goals; TAD process introduction; Overview of how prepare, format and submit a TAD application; Step-by-step annotation of TAD Application. Including several sentences explaining each step or element of the TAD application; Why the item/information is being requested; How to provide a useful and meaningful response to each item; Simple calculation, table or graphic if helpful; Footnotes or links to other resources if helpful. Task 6: On-call Advisory Services KB can serve as an on-call advisor, available to respond to questions or otherwise assist staff who will be assigned administrative and marketing responsibility for the program. When called upon we will invoice on an hourly basis against an upset limit and provide an explanation of the services provided. We will not exceed the upset limit without your prior authorization. We can provide assistance in negotiations with Burke County and Buke County Schools to secure their approval and concurrence to participate in the newly formed TAD district. Further hourly tasks could include research and analysis, participation in meetings and calls, and preparation of memos or presentations to support specific tasks related to economic development tools, ubicpnyateparnersnp arrangements, and TADs, including but not limited to: Address questions regarding TAD and other estimates and other vital elements in regards to economic development tools, including examples of similar TADs around the state and how they have worked for the local community. Prepare draft intergovernmental agreements, memoranda of understanding, and/or development agreements related to economic development matters, including TAD. KB Advisory Group's role in this portion of the engagement can be to deal with the specific economic development issues that may need analysis and discussion during the length of a negotiation process. Because the extent of the required effort is unknown, we will approach this task on an hourly, as-needed basis.
