REPORTS BY MAYOR, COUNCIL, AND STAFF Mayor's Report May 2025 Upcoming Summer Retreat to discuss vision planning North Water Tank (Across from West Jackson Fire Department) - The booster pump is completed and ready. We will begin to fill tank in the fall, SO that we don'tinterrupt the irrigation system. South Tank (At Jopena Road) - delivery not until early 2026. Signal Light at the corner of Peachtree Road and Highway 53 will be active July 2025 Municipal Complex review has started, and Council will be interviewed on the desired staff needs and what council would like to see. Mulberry Park Project: We received suggestions from some of the citizens for minor changes and they are being evaluated Demo for the home at Mulberry Park will take place the first of July. Comprehensive Plan June & July: The NEGRC will complete the plan update and will consult Mayor Martin, Jennifer, and Hu on the plan contents End of July to Early August: The steering committee will review the completed plan draft and will provide feedback to the NEGRC End of August: The City & the NEGRC will host a required public hearing on the plan update September & October: DCA will review the plan, and the NEGRC will make any plan updates required by DCA By 10/31/25: The City will adopt the plan update Attended District 5 mayor's meeting and received the 2025 year end legislative report (See Attached) 2025 YEAR END LEGISLATIME REPORT PRESENTED BY THE GEORGIA MUNICIPAL ASSOCATION 2025 LEGISLATIVE REPORT On Friday, April 4, the Georgia General Assembly adjourned Sine Die. Our team is happy to announce that we were successful in passing the following bills. Budget Wins GMA successfully advocated for state budget investments benefiting Georgia's cities, including increased LRA grants (doubling LMIG without a local match), additional GEFA water/sewer loan funding, and an expanded DCA Downtown Revolving Loan Fund. The Amended FY2025 budget includes: o $266 million for GEFA's infrastructure loan program o $265 million for LRA grants o $46 million for the Georgia Transportation Infrastructure Bank o $28 million for rural workforce housing o $5 million for DCA's Downtown Revolving Loan Fund Municipal Government New system for direct appeal of adverse immunity rulings (SB 298) The threshold for public works bidding has been increased from $100,000 to $250,000. The goal is to strengthen relationships between local and state government, fostering better understanding and cooperation. Hosting a Hometown Connection helps bridge the information gap by showing legislators the daily responsibilities and tough decisions city officials face. It also serves to educate lawmakers about local issues and highlight city achievements and initiatives. By building personal relationships with state representatives, cities can improve their advocacy efforts and influence state policy more effectively. Planning a Hometown Connection involves setting a budget, choosing a date, deciding on invitees, and coordinating with GMA. Things discussed were ways to become more active in the community: 1. Donate books to the elementary school 2. Host a meal for 1st responders & Police officers 3. A Pre-construction conference is imminent. DDR approved for expansion of Wastewater plant to 2.0 MGD. Antideg and EID have been completed and submitted to EPD. Phase I watermain upgrades, completed. Phase II or Phase "B" is completed as well. Next Phase design and permitting completed. Bids for this phase were received on May 6. Engineers Recommendation of award to be presented to the City on or before June 9 for the work session ofJune 12, 2025. Booster Pump addition for Jackson County Supply- This project is essentially completed and is in the startup phase. There are several older lines in the system that need to be isolated for the system to operate correctly. This remedial and start up work is ongoing. The two existing wells need to have the pumps upgraded to be able to pump to 1085 MSL. Some consideration to a small booster on the Braselton feed should also be considered. South Elevated Tank- Construction is scheduled to commence on or before May 15, 2025, and complete all work on or before May 10, 2026 Barrow County water connection-Phase I, City portion vault on Peachtree Road to be upgraded; 12" bore under Mulberry to site of Barrow vault. EMI has begun work on phase I. The Intergovernmental Agreement and Schedule was executed in March 2025. A progress meeting with the County is in order. Hoschton 2025 LMIG Paving project includes paving repairs and patching in The Village ofHoschton Area. Also, some patching on Peachtree Road will be included. There are two potential locations on the Uline, (formally Pirkle) site near the City Park on Cabin Drive. GIS Mapping system is underway to include water, sewer and storm. Mapping will include water valves, hydrants, manholes, pump stations, line sizes etc. EMI and City staff are working toward obtaining digital "as-built drawings" on some past projects. Initial Plans for Mulberry Park are under third party review. Met with Aberdeen about the road closure and startup of the roundabout. Met with Blain (Alma Farms) and Quail Crossing homeowner about runoff in their yard from Alma Farms Subdivision. Blain did have his crew expand the swell behind the homes to help catch some of the runoff. It was to small when originally installed. > Met With Greg (EMI) and Kroger to go over plans for water line relocation, should finish in June. > Met with Reeves and Young along with City Manager and EMI regarding the WWTP upgrade should have Pre Con in June. > Had bid Opening for LMIG project in the Villages Subdivision and Peachtree Road repairs. Jamie went to the Conference in Jekyll Island to renew his Water and Wastewater certifications. Continuing to work with the WJ Fire Department while they finish pressure testing the fire hydrants in the City. We have several older hydrants that we are looking to replace in conjunction with the next Water Line upgrade. Reports and Citations- The Police Department has generated over 2400 case numbers since January 1 and wrote 144 citations in the month of May. 2. Court- We will have court again on June 26th at City Hall. 3. Personnel: John Murray was hired and has a wealth of knowledge in law enforcement. This puts us at six officers, we are now working every day from 6am-12am. 4. Activity: Cpt. Parden and - attended a Terrorist Threat Training class in Franklin County. lattended an area Chief': S breakfast/training in Peachtree Corners where mental health counseling was discussed. Cpt. The project was posted locally, on EMI's website, and was advertised in the Georgia Procurement Registry. Direct invitations to bids were sent out to licensed utility Contractors. Bids were duly opened at City Hall on May 6, 2025, at 2:00 PM. The City received twelve total bids. Ten valid bids were submitted by qualified contracting firms, as indicated in the enclosed bid tabulation. Two bids were submitted using the original bid schedule rather than the revised version issued in Addendum No. 1. Therefore, in accordance with Section 00100 oft the project Contract Documents, these two bids should be considered nonresponsive, and we recommend removing them from consideration for award. The bids are well within the budgeted funds, as we understand. We have reviewed the valid bids as prepared by the Contractors, and they are qualified, have adequate references and were responsive. The lowest responsive, responsible bidder is that of Civil Construction & Utilities, LLC of. Jetterson, Georgia with a low bid of $1,144,335.00. Neither the City nor EMI has worked with Civil Construction & Utilities, LLC. We have reviewed their qualifications, experience, and references, however, and all are favorable.
