COUNCIL REPORTS Council gave updates on their Wards. Councilmember Hightower publicly announced he is seeking reelection in the November 4, 2025 General Election. Mayor. Hughes recognized Chief Penamon for being recognized by the Georgia Police Chiefs for achieving excellence in policing and she also recognized City Accountant Chana Smith for recently completing her Masters in Business Administration. PUBLIC COMMENTS Beverly Eskridge of 130 Holmes Street commented it is a great achievement to move the Council meeting to after 5 sO more people can be involved in government. Sylvia Bush of 130 Parkview Drive applauded the Mayor for her transparency, reported she's still concerned about lighting problems and electronics, computers, and monitors not working at the E.P. Roberts Center, and she announced wel have a literacy problem here. City Manager York turned the meeting over to Chad Sipe with Cater & Sloope, Inc. Mr. Sipe discussed with the Council growth and development and the future water needs of the City. He gave a sewer update on Phasel I and II. Mr. Sipe also updated the Council on the 2025 CDBG. He noted the Cityi is currently in a good spot as far as the amount of water it has. City Manager York stated development does not come at the City's cost. She said the City will not be funding it. Eric Neese with Carter and Sloope, Inc. discussed with the Council the City's position on the stream makes it harder to get to water now SO the City will need to work its way downstream. He also spoke about industrial demand and how getting additional water is a longer process than preparing for wastewater. Mr. Neese said the biggest take away is the City doesn't have a ton of water left right now for growth and industry. He suggested the City look at all its options and it may need to get a reservoir out of Lamar County. Mr. Neese suggested for the City to start planning now. The Council next discussed Short Term Rentals and Bed and Breakfast Inns. They discussed the process thoroughly and the benefit ofit being a revenue source. Mayor Hughes reported the City of Barnesville is considering applying to the Georgia Department of Community Affairs for a Community Development Block Grant (CDBG) of up to $1,000,000. She stated the purpose of the public hearing was to obtain citizen input into the development of the application andt to review progress on previous CDBG grants (if applicable). City Manager York read Resolution No. R2025-0004 to approve submittal of the 2025 CDBG Application. She noted it's the same project applied for last year for water and sewer improvements. Hannah Smith, the Grant Writer with Allen-Smith Consulting, stated the purpose of the 2025 CDBG Application is to address HUD national objectives. She reported the project will assist 70% low to moderate income persons and eliminate slum and blight in the target area. Ms. Smith noted the 2025 CDBG is a repeat and update of the 2024 CDBG Application. She reported there would be no displacement, the budget will be much the same, and the beneficiary will be the Richardson Street target area. Ms. Smith stated the City's two previous CDBG projects, 2019 and 2021, have been completely closed out and they were included in the Comprehensive Plan and Service Delivery Strategy. She noted there are no conflicts of interest for this project. Ms. Smith further stated the City of Barnesville abides by all laws pertaining to HUD. Assisted Projects. There were no public comments. Hughes called the meeting to order at 6:02 p.m. and asked everyone to stand for the Pledge of Allegiance to the American Flag. Councilmember Sammie D. Shropshire, Jr. gave the invocation. March 3, 2025 Work Session March 3, 2025 Regular Council Meeting City Manager York gave the second reading of Ordinance No. 622 to amend the 2024 Schedule of Fees, Charges and Rates for the Barnesville Municipal Court Fine Schedule to allow all marijuana fees coded City to come to the City. On motion by Councilmember Claxton and seconded by Councilmember Sims, Council unanimously approved Ordinance No. 622. On motion by Councilmember Sims and seconded by Councilmember Shropshire, Council unanimously approved a new sewer contract with the City of Milner. On motion by Councilmember Shropshire and seconded by Mayor Pro Tem McDaniel, Council unanimously approved a new garbage service contract with GFL. City Manager York read Resolution No. R2025-0005 to approve a land swap in Greenwood Cemetery with the Danny Turner Family for a second entrance off Adams Street. On motion by Mayor Pro Tem McDaniel and seconded by Councilmember Claxton, Council unanimously approved Resolution No. R2025-0005. City Manager York read Resolution No. R2025-0006 to approve the land donation of Northside Village to the Barnesville Housing Authority to provide senior housing to low to moderate income individuals. On motion by Councilmember Shropshire and seconded by Councilmember Claxton, Council unanimously approved Resolution No. R2025-0006. Council discussed redistricting and instructed the City Manager to move forward. Councilmember Hightower asked for an opportunity to have public input. CITY MANAGER'S REPORT City Manager York reported on her projects list. PUBLIC COMMENTS Dorothy Carter of 323 Forsyth Street thanked the City for paving Taylor Street and she also thanked the Police Department, Fire Department, and School Resource Officer Daniel McEachern for helping with Spring Break at the Recreation Department. Juanita Fletcher of 120 Bradley Circle thanked the City for the clearer lights on Gordon Road and for all the beautiful work done in the City. COUNCIL REPORTS Council gave updates on their Wards and commented on other activities going on in the City. On motion by Councilmember Claxton and seconded by Councilmember Shropshire, Council unanimously voted to enter into executive session to discuss personnel and real estate at 6:38 p.m. On motion by Councilmember Shropshire and seconded by Mayor Pro Tem McDaniel, Council unanimously voted to reconvene into regular session at 7:43 p.m. City Manager York read Resolution No. R2025-0007. On motion by Councilmember Shropshire and seconded by Councilmember Sims, Council unanimously approved the resolution and executive session documents that showed compliance with the Open Meetings Law and confirmed Council entered in executive session for the discussion of personnel and real estate.
