HEARD COUNTY BOARD OF COMMISSIONERS WORK SESSION April 15, 2025 - 5:00 P.M. The Heard County Board of Commissioners held a work session on April 15, 2025, at 5:00 p.m. in the Commission Chamber of the Heard County Administration Building. In attendance at the meeting were Chairman Tracy McCormick, District 1 Commissioner Curtis Mock, District 2 Commissioner James Perry, District 3 Commissioner Iris Harris, District 4 Commissioner Larry Hammond, and District 5 Commissioner David Walls. Chairman McCormick stated that this work session was called to discuss Zoning and other matters. James McDonald, Code Enforcement Officer, provided an update on two properties requiring demolition. The first property discussed was 4466 Victory Road. The property owner, Beverly Sing, was present and informed the board that she intends to tear down the structure but will need a few months to complete the process. The second property, located at 4488 Victory Road, also requires demolition; however, no owner was present at the meeting. Mr. McDonald noted that ownership of the property is currently unclear. He mentioned that he had spoken with someone who claimed to be planning to demolish the property, though no specific timeline was given. He also reported that the yard had recently been maintained, with the grass cut and the area cleaned up. The structure on this property is a burned-out house and deemed uninhabitable. Both properties will continue to be monitored by Code Enforcement for follow-up and compliance. Sheriff Ross Henry and Lieutenant Justin Jenkins addressed the Board regarding a proposal they received from Motorola to upgrade the radios for the Sheriff's Department. They explained that the current radios are obsolete and no longer manufactured, with only a few units still functioning. Motorola initially provided a quote for 30 radios at $175,000, but after working to reduce the cost, they submitted a revised quote for 25 radios in the amount of$142,109.25. Page 1 of3 Robert Jason Hahn of 456 Dogwood Road addressed the Board regarding aj property he is leasing on Camp Cobb Road, where he plans to operate a fishing camp. Mr. Hahn informed the Board that he intends to apply for a permit to install a temporary power pole on the property. He clarified that no one will be living in a camper on the site, it was strictly for recreational use on the weekends. Juvenile Judge Tom Palmer addressed the Board to discuss a Georgia State grant opportunity that would fund two full-time Peer Support employees to help establish a Family Drug Court program in Heard County. He highlighted the success of the Family Treatment Court in Carroll County and expressed his desire to implement a similar program locally to support families dealing with substance abuse issues. Chairman McCormick informed the Board about a potential Veterans Court program that Superior Court Judge John Simpson supports and is working to bring to Heard County. The program would be designed to provide targeted support and rehabilitation for veterans involved in the justice system. Arena Director Caleb Pike addressed the Board with a proposal to expand and improve camping facilities at the arena. His proposal included the addition of a sewage dump station, the creation of. 30 campsites to be rented at $30 per night, and upgrades to the existing septic system. Mr. Pike provided a quote in the amount of$18,917.25 for the installation of the dump station and presented a map outlining the location of the proposed campsites. The Board held a discussion regarding the current building and zoning ordinance. Members reviewed and considered several suggested changes, though no formal action was taken during the meeting.
