Acting City Manager Saling gave the invocation. Mayor Foos led the Pledge of Allegiance. The City Council of the City of Sterling, Colorado, met in regular session in Council Chambers of City Hall on Tuesday, May 27, 2025. Councilmember Wolf seconded the motion. By a six-yes vote, the motion was approved. Items on the consent agenda were: approval of agenda, City Council minutes of May 13, 2025 and Special City Council minutes of May 22, 2025, COMMUNICATION AND PERSONAL APPEARANCE OF NON-SCHEDULED CITIZENS BEFORE THE COUNCIL: Ms. Shawn Wolfer, Hope House, asked Council if they had made any discissions about the funding Hope House had requested. Mayor Foos advised he would like to meet with her after the meeting. Resident, Northeast Colorado Apartments, 1200 Block of Phelps. She asked for help from the City regarding speeders. She advised that people go through the area very fast, there are a lot of potholes, and she is worried about the children. Councilmember Raffaelli seconded the motion. By a six-yes vote, the motion was approved. APPOINTMENTS OF JOEL MCCRACKEN, AS THE REPRESENTATIVE FOR RE-1 VALLEY SCHOOL DISTRICT AND TRAE MILLER, AS THE LOGAN COUNTY REPRESENTATIVE TO THE STERLING URBAN RENEWAL AUTHORITY: Councilmember Wolf made a motion to approve the recommendations to appointment Joel McCracken, as the Representative for RE-1 Valley School District and Trae Miller, as the Logan County Representative to the Sterling Urban Renewal Authority. Councilmember Janes seconded the motion. By a six-yes vote, the motion was approved. RESOLUTION NO. 5-2-25, SERIES OF 2025 - A RESOLUTION BEFORE THE CITY OF STERLING, LOGAN COUNTY, COLORADO APPROVING AN AGREEMENT FOR TRANSFER OF ENTITLEMENTS FOR THE FISCAL YEAR 2025 WITH THE UNITED STATES OF AMERICA FEDERAL AVIATION ADMINISTRATION: Acting City Manager Saling advised Council this Resolution approves an Agreement for Transfer of Entitlements. This is al historical practice that the City has exercised in the past, and the formal agreement is requested. Since the City has no current or intended use of the funds apportioned to it for airport improvements in 2025, this transfer allows the funds to be used by the Town of Limon (Limon Municipal Airport). The City of Sterling has also been the recipient of transferred funds in the past through this practice. By a six-yes vote, the motion was approved. PRESENTATION FROM COMMUNITY RELATIONS REPRESENTATIVE CASADY - MAIN STREET PROGRAM: Mayor Foos invited Community Relations Representative Casady up to make her presentation of the Main Street Program. She explained to Council about the work that has been completed on the Main Street Program. Currently, they are waiting to have a strategic planning session with the Department of Local Affairs (DOLA), which will be after July 1.
