X Trustee Shriver X Trustee Seeley X Pledge of Allegiance to the Flag Consent Agenda = Motion to approve -Trustee DeVore Second-Trustee Shriver Approval of February Minutes, February Finances and March Finances. March minutes were not approved due to the March meeting being cancelled. Mayor asks for a motion by council member - move that council goes into Executive session = Executive session tabled until May meeting. Old Business Completed old business ORC -Permission for Blake Williams to release shares from Fry Ark and Colorado Canal. Pending old business ORC Contact Sanitation bids review and vote-Three companies were presented, Waste Connections was selected due to being 24,000.00 dollars cheaper and offered a 3 year contract with another discount of 500.00 dollars. It was asked by Trustees that we include an "Out Claus"ift the company does not do what they were contracted to. Proposal for cutting down hazardous trees on town property has been tabled until the May Meeting. New Business Review and Vote for sanitation service contract Motion by: Trustee Shriver Second By: Trustee Howells All trustees were in favor, with concerns from Trustee Cahill. Public Comment limited to 4 minutes each = no decisions can be made by the board - topics can be put on next month agenda if necessary for further discussion In attendance from town Gale Mason, Mindy Green, Joven Green, Stephanie Clark, Dave Anderson, Sheryl Anderson, Stephan Arnold, Pauline Shisler, Murisa Jackson. Jr Officer Green, will be hosting an Easter Egg Hunt for the town Children at 2:00pm on April 12th. Park preparations have been ongoing with park clean up by town and Jr Officer Green running a metal detector to find any and all metal hazards that could potentially harm residents during Easter Egg hunt. Sheryl Anderson stated that she has received notice that her two bushes at her house between the road and sidewalk. Her husband will be trimming the bushes to stay in town ordinances. Stephanie Clark came in care of Gale Mason stating on March 6th Gale had sewer issues with the sewer backing up into bathroom toilet and tub. The sewer line that connected the bock had collapsed and was repaired in 2-3 days. The resident questions why the residents of that block were not notified ofthe collapse and has requested that the town pay for her plumbing bill of $630.00. Because the issue had not been reported until Gale Mason had reported issues and the only issue that the town was aware of was the sewer boot for 306 Derby. It was explained that the sewer line was flushed twice following this incident following the report. Once line was flushed other no sewage items (i.e. hot wheel cars, cloth and other household items). Discussion for payment will be tabled for May Meeting. Murisa Jackson had questions on a grant that the Town of Olney Springs had received July 31, 2018. She is requesting all information on what the Sanitary Sewer Improvements Project grant in the amount of 335,884.00 was spent on. She was informed to send an official request via email to the Town Clerk. Mayor Report and Trustees Reports Maintenance Report Sewer line for south Derby Road was repaired with assistance from Trustee Howells, and CCWA/ORC Blake Williams. We have received the quotes for parts to repair all hydrants in Olney Springs that need repair. Work on the sprinkler system that is located at Town Hall and Railroad Park it was determined that we will need to purchase 2-3 replacement sprinkler heads. Repair of sewer tap is complete. With warmer weather coming in, mowing of the town has started, with branch and limb pick up being conducted multiple times a week. Just as a reminder to have those items at the street or alley, as town worker cannot go onto privately owned property. Alley cleanup is still ongoing. We will need to order Valve box risers just the top half. Cleaning out of old meters town will need a Jig to test and see if they work correctly. Cleaning of some meter pits to remove manganese to help the flow of water to resident homes. All locate requests from the state have been completed. Did have a request for the Deb DeVore plaque to be placed in the gazebo again. Would like the boards input to either put it up or take down. All locks at the well house and tree dump have been changed due to unauthorized personal dumping random household trash at these locations. Adminstrators/Clerks Report Official Notary received currently able to notarized. Per our CIRSAS audit we are asked to have a playground rules posted in the playground we do have one ordered and should be receiving it soon. We have ordered another Colorado flag that is currently on display in front of town hall. All past due water accounts in February were paid down to a more manageable amount. For March we had 7 shut off notices that went out on Wednesday the 12th. At the end of March, we had one service turned off due to payment plan violation. For the month of April, I will be sending out the payment plan reminders and shut off notices sO those residents can make those to avoid interruption of service on the 14th of April. I did contact 5 tree services for estimates on a few trees to be either cut down or trimmed up. 4 tree services did come and look. However, only two estimates came back, again this subject will be tabled for next month's meeting. Talked with Rural Water Charlie Goin about the fire hydrants in town, He is currently working with Terry on a date and time to start repairs. Terry is waiting on parts. ORC Blake Williams had suggested that we could possibly allow residents to dump their camper waste into the lagoons and charge for the dump. The board stated that it may not be legal and to check to make sure. Complaints and reports from residence: Pet at large reported at least once a week. Loud and boisterous music, (Working with administrator on adding time frames resolution) Sidewalks are not cleared for safe walking. Did do a drive around and took pictures of obstructions that was found and have received pictures of other properties they have found that is also not compliant. A garage was broken into the night of the 19th. The resident was advised to call police and fill out a report. We currently have 24 pets registered in town. Considering putting a reminder with the fee and fine before sending out citations for non-registration of animals. Currently we do have a public service participant that has been working with us to complete their hours. Do have on my to do list to label and update all keys for town. Will probably add keys with numbers to help with tracking. Had a compliance review with USDA RD Jennifer Garcia on the 27th of March, and April 3rd all went well, we had a face to face meeting with her April 10th. She suggested paving the handicap spot for those in a wheelchair and handicaps. It was told we can (for now) have estimates for the concrete and bathroom for the ADA compliance. Mayor Dan Morin has completed his work to pay back the town for work done on town vehicle. Town resident came in and asked ifthe town would be interested in having an industrial park. They are thinking of starting up a business to recycle old tires. Having them melted town back to oil to be reused and/or possible other tire recycle ideas. (Board stated not within town limits but out oftown would work, will need to create a proposal and bring into meeting). Town did receive an application for Code Enforcement. Complaints on VonHerman property. Possibly call the Health Department to have it condemned. Trustee Shriver stated he would look into condemning the property.
