Purpose of amendment is to update the project description to read "new location construction of 4-lane divided highway" to adequately describe the initial construction phase(s). 3. Revision of project CSJ 0086-01-073 for the widening of SH 359. Purpose of amendment is to revise the existing funding amounts. Funding amounts will be adjusted to include $7,000,000 in category 11 funds. 6. Revision of project CSJ 0086-14-089 for the reconstruction of existing 6-lane highway to proposed 6-lane freeway with 3-lane frontage roads. Purpose of amendment is to revise the existing funding amounts. Funding amounts will be adjusted to include $2,605,222 in category 11 funds and decrease category 10 funds from $9,000,000 to $4,285,269. 7. Revision of project CSJ 0086-14-088 reconstruction of existing 6-lane highway to proposed 6-lane freeway with 3-lane frontage roads at University Blvd. to Shiloh Dr. Purpose of amendment is to revise the existing funding amounts. Funding amounts will be adjusted to replace $11,500,000 in category 4 funds with category 2U funds, increase category 10 funds from $8,500,000 to $22,000,000, and include $11,894,778 in category 11 funds. 8. Revision of project CSJ 0086-14-079 for the construction of US 59 interchange at University Blvd. Purpose of amendment is to revise the existing funding amounts. Funding amounts will be adjusted to include $2,514,639 in category 10 funds. 9. Revision of project CSJ 0086-14-076 for the construction of US 59 interchange at Shiloh Dr. Purpose of amendment is to revise the existing funding amounts. Funding amounts will be adjusted to include $4,346,123 in category 10 funds. 11. Reprogramming of project CSJ 0018-06-185 for the construction of a new direct connector (#3) south I-35 to east -69W. Purpose of amendment is to remove this project from the 2021-2024 TIP as the updated letting date for this project has been changed to FY 2026 and is outside of the current TIP years. 12. Revision of project CSJ 0086-14-086 for the reconstruction of existing 6-lane divided highway to proposed 6-lane freeway facility with a section including 3- lane frontage roads from US 59 to 0.4 miles north of E. Corridor Rd. (airport). Purpose of amendment is to revise the existing funding amounts. Funding amounts will be adjusted to increase category 12 funds from $15,600,000 to $29,290,676. 13. Revision of project CSJ 0086-14-078 for the construction of US 59 interchange at Jacaman Rd. Purpose of amendment is to revise the existing funding amounts. Funding amounts will be adjusted to increase category 12 funds from $17,000,000 to $21,742,567. 14. Revision of project CSJ 0086-14-077 for the construction of US 59 interchange at airport. Purpose of amendment is to revise the existing funding amounts. Funding amounts will be adjusted to include $16,418,996 in category 12 funds. 15. Administrative Amendment of project CSJ 0922-33-181 to improve connections, accessibility and security for up to 17 bus stops. Purpose of amendment is to revise the estimated letting date from fiscal year (FY) 2022 to FY 2023. This project letting date revision is listed for informational purposes only as moving a letting date within the TIP years does not require a formal revision. 16. Administrative Amendment of project CSJ 0086-02-023 for the widening of SH 359 from 8.935 miles east of SL 20 and 9.830 miles east of SL 20. Purpose of amendment is to adjust the ROW purchase cost information. Change in ROW cost information does not require a formal revision. C. Juan Mendive, Interim MPO Director, stated that at the last MPO meeting the RMA came forward with the proposal to do a study for the alignment of the River Road project from Aquero Boulevard to Las Tiendas Road. He stated the project was eligible for the study and had reached out to the legal department to check on the procurement process. The RMA would be using their procure general engineering consultant SO the MPO needs to make sure they can participate in said study. He stated the MPO is waiting to get an answer from legal and discuss it with the Technical committee and come back to the MPO committee with recommendations. D. Discussion with possible action on the Hachar-Reuthinger Road project. David Salazar, TxDOT, stated Mr. Roberto Rodriguez from TXDOT staff would be providing the report and requested to provide updates on a quarterly basis instead of monthly. CM. Perez was not in agreement on quarterly reports. She recommended to continue with monthly reports even if the status was the same as the one in previous months. It was agreed on providing the reports monthly. Roberto Rodriguez, TxDOT, gave a brief update on the item. He stated that the work authorization with the consultant to perform the engineering services had been the week oefore. The first two items the consultant would be working on will be the right-of-way mapping and reviewing TxDOT's construction estimate. For the environmental, the archaeologists completed their assignments and prepared their report. The report was being reviewed in Austin and hopefully would have a response by February and have everything compiled together to present the final environmental document. MPO Meeting Minutes of December 15th, 2021 3 A. REPORT(S) AND PRESENTATIONS (No action required). Dr. Martinez stepped back into the meeting at 1:54 P.M. Discussion with possible action regarding the extension of Cuatro Vientos Blvd./Loop 20 to Rio Bravo, and any other matters incident thereto. (Dr. Marte A. Martinez) Dr. Martinez stated his concerns about the progress on the Loop continuing to the south. He further stated this was one of the gateways that connects the County to the City and that can really improve regional mobility for Webb County constituents, especially the people traveling from Rio Bravo, El Cenizo, Zapata, San Ignacio into the city. He further stated they had talked about the continuity of the Loop all the way south to connect where Cuatro Vientos ends all the way to Rio Bravo. Therefore, he wanted to be able to support the use of some monies to connect these cities to ours and make this project a priority as increasing mobility, increases prosperity for the region. CM. J. Gonzalez stated he concurred with Dr. Martinez' comments as this project was very much needed that would bring a lot of economic development. He mentioned there were approximately 15,000-16,000 people that travel every day to work. He further mentioned there were at least 12 property owners in that area. CM. Galo asked if staff had a map to show the area and asked if any frontage roads would be included as these are critical for commercial development. Jason Hinojosa, LWCAMPO staff, assisted with the map images. David Salazar, TxDOT, stated TxDOT has long range plans for the future growth of Laredo. He stated that because of all the traffic and all the development, that is why the extension of Cuatro Vientos is SO important. He also stated that for any project that TxDOT develops, the top priority is safety. MPO Meeting Minutes of December 15th, 2021 4 Jed Brown, RMA, informed the committee that the RMA had scheduled a workshop on Friday, December 17th at 9:00 a.m. to discuss transportation re-investments. Dr. Martinez made a motion to look at 2024's category funds to be utilized to connect Cuatro Vientos Road all the way to US 83 and use those monies for the overpasses and lanes, and look at all funding sources for 2024. Second: Mayor Saenz For: 6 Against: J Abstained: 0 Motion carried unanimously. B. Presentation by TxDOT on the FY2023 Unified Transportation Program project selection. Roberto Rodriguez, TxDOT, gave a brief presentation on the item. He stated for the MPO, the selection of the projects that TXDOT would be working on and ranking them would be the category 4, 2, and 12. He stated that the funding distribution started in October. Texas would go through the program, which is the decision lens program. The rankings are based on safety, preservation, performance measures. The deadline for Laredo is January. The district would need to submit all the projects for the ranking. The committee went back to item V-A. A. Presentation by Stantec and Able City on the Comprehensive Operational Analysis of El Metro. Leslie Aboumrad, Able City and Sasha Pejcic, Stantec (via web-ex) gave a presentation on the item. Items that were discussed were as follows: Project Scope Outreach and Engagement Summary Background and Existing Performance Review Short-term Network Recommendations Long-term Recommendations Supporting Recommendations and KPI's Next Steps CM. Perez and CM. J. Gonzalez left the meeting at approximately 3:05 P.M. MPO Meeting Minutes of December 15th, 2021 5 The Committee asked if it was possible to be provided with the information and data gathered by the consultant. Mr. Mendive stated he would be glad to provide the Committee with a digital copy of the complete study. C. Update by MPO staff on the request to compile a list of previous plans and studies conducted by or in collaboration with the MPO. There was no discussion of this item. D. Status report by the Regional Mobility Authority (RMA). Jed Brown, RMA, gave a brief presentation on the RMA which was as follows: 1. FM 1472 and Killam Industrial Blvd. Turn Lanes = NTP for the contractor was provided by TXDOT at the end June. Currently, Anderson Columbia is working from Big Bend to South of Killam Industrial Blvd. The Killam Turn Lanes portion of the project and the northern portion of the project began on the week of the 7th of December. The first Construction Progress Meeting is on the 16th of December. 2. Los Presidentes (Cuatro Vientos to Brownwood) - Construction is ongoing. Our 5th construction progress meeting was held on 11/23/21. Currently, the project is scheduled for completion in June 2022. The project is 55% to 57% complete. Regarding the Cuatro Vientos Acceleration/ Deceleration Lane project, the project was awarded to Anderson Columbia in October 2021. We anticipate construction to commence in early 2022. 3. Vallecillo Road - We are continuing to communicate with officials from the Texas Transportation Commission and higher regarding the importance of the project to the Laredo Greater Area and the State. 4. Other Items: The WCCL RMA conducted their November Board Meeting on 11/16/21. The WCCL RMA will conduct a Transportation Reinvestment Zone Workshop for the full WCCL RMA Board, members of City Council, members of Commissioners Court and members of the MPO staff on 12/17/21. The WCCL RMA is anticipating a Board meeting for the month of January. V. DIRECTOR' S COMMENTS Juan Mendive, Interim MPO Director, gave a brief presentation and the following report: MPO Meeting Minutes of December 15th, 2021 6 1. The MPO is coordinating with TxDOT to add the World Trade Bridge Expansion project to the Transportation Improvement Program (TIP) and Statewide Transportation Improvement Program (STIP). Inclusion of the project in the TIP, STIP, and Metropolitan Transportation Plan (MTP) would allow participation and oversight of the environmental clearance process by FHWA and TXDOT. 2. As requested by the Policy Committee, quarterly reports by City of Laredo staff on the Flecha Lane (CSJ 0922-33-076) and Calton and Santa Maria Interchange (CSJ 0922-33-093) projects will begin in January 2022. 3. MPO staff continues to coordinate with Bill Frawley of the Texas A&M Transportation Institute (TTI) on the ongoing MPO process review as well as with all appropriate parties. 4. The Infrastructure Investment and Jobs Act (IIJA) was passed by Congress and signed by the President on November 15, 2021. MPO staff will continue to review guidance related to the new law with specific attention to new requirements relevant to MPOS as well as new funding opportunities. 5. Mendive, Interim MPO Director PREVIOUS ACTION: On January 21, 2020, the Policy Committee adopted the 2020-2045 Metropolitan Transportation Plan (MTP). The Policy Committee approved Revision #1 on April, 20, 2020. Revision #2 was approved on June 15, 2020. Revision #3 was approved by the Policy Committee on February 22, 2021. BACKGROUND: Metropolitan Planning Organizations are required to develop and update the Metropolitan Transportation Plan (MTP) for their respective metropolitan area covering a planning horizon of at least 20 years. The Laredo Metropolitan Transportation Plan is an official, comprehensive, intermodal transportation plan developed and adopted for the metropolitan planning area. The 2020-2045 MTP identifies the existing and future transportation needs and develops coordinated strategies to provide the necessary transportation facilities essential for the continued mobility and economic vitality of the region. Projects included in the MPO's Transportation Improvement Program shall be consistent with the approved Metropolitan Transportation Plan. On April 19, 2021, an administrative modification to the MTP added Appendix A - Short Range Projects Identified in the MTP and Listed in the Transportation Improvement Program (TIP) to facilitate the identification of projects on both the TIP and the MTP, and to ensure consistency between both documents. The proposed revision is intended to add the World Trade Bridge project to the Metropolitan Transportation Plan and to make the necessary changes to the MTP, specifically Appendix A = Short Range Projects Identified in the MTP and Listed in the TIP to incorporate and reflect the proposed revisions to the 2021-2024 TIP. LAREDO WEBB COUNTY AREA MPO ACTION ITEM DATE: SUBJECT: MOTION 01-25-22 Discussion with possible action on committing and allocating FY 2024 Category 7 funds in an amount not to exceed $1,000,000 towards CSJ 0922-33-213 World Trade Bridge Expansion project. Mendive, Interim MPO Director BACKGROUND: Category 7 funding addresses transportation needs within boundaries of metropolitan planning areas with population of 200,000 or greater also known as Transportation Management Areas (TMA). TxDOT distributes federal funds through Category 7 to each TMA in the state. This funding can be used on a roadway with a functional classification greater than a local road or rural minor collector. In consultation with TxDOT, the MPO selects the projects to be funded through Category 7. The City of Laredo is the project sponsor for the World Trade Bridge Expansion project (CSJ 0922-33- 213), which has an estimated total project cost of $16,000,000. The City of Laredo is currently working on an application to obtain a Presidential Permit for the expansion of the existing World Trade International Bridge. The City of Laredo is interested in securing federal funding for the project and have approached the MPO about the possibility of allocating Category 7 funds for this project which is considered a regionally significant project. FM 1472 and Killam Industrial Blvd. Turn Lanes - NTP for the contractor was provided by TxDOT at the end June. Currently, Anderson Columbia is working from Big Bend to South of Killam Industrial Blvd. The Killam Turn Lanes portion of the project and the northern potion of the project began on the week of the 7th of December. TxDOT notified us on 1/11/22, that have pulled away from the work at Killam Industrial Blvd. and FM 1472. Their current focus of work is in the area of Milo and FM 1472. We did not receive a time for commencement of work a Killam Industrial Blvd. at FM 1472. 2. Los Presidentes (Cuatro Vientos to Brownwood) - Construction is ongoing. Our 6th construction progress meeting was held on 1/13/21. Currently, the project is scheduled for completion in 6/24/2022. The project is 60% complete. By phase, Phase 1 is 50% complete and Phase 2A is 80% complete. Regarding the Cuatro Vientos Acceleration/ Deceleration Lane project, the project was awarded to Anderson Columbia in October 2021. We anticipate construction to commence in early 2022. 3. Springfield Phase III - NTP was provided by the City of Laredo to AZAR Services, LLC on 12/15/21. Since NTP, clearing and grubbing of the project corridor has commenced. The City anticipates a construction progress meeting for the first week of February. Substantial completion is scheduled for 8/29/2022. 4. Webb County Fair Grounds TIA - The RMA team met with the TXDOT Laredo District to discuss future plans for US 59. Tentatively, upgrade of US 59 to IH 69W could begin by 2032 as part of the Ports-to-Ports Initiative. The RMA team also met with the County Consultant, Mr. Judd Gilpin. He informed the team that the current master plan for the Fair Grounds is being revised. The updated master plan is tentatively scheduled to be released by February 2022. Overall, timeframe for completion of the study is the end of 2022. 5. River Road Implementation Study - Awaiting next steps in funding approval to proceed. 6. Loop 20 South (Cuatro Vientos) TRZ Study Update - In the January 19th RMA meeting the Board approved entering into an ILA with the City of Laredo to update the 2018 Cuatro Vientos TRZ study with current 2021/ 2022 data. 7. Vallecillo Road - We are continuing to communicate with officials from the Texas Transportation Commission and higher regarding the importance of the project to the Laredo Greater Area and the State. 8. Other Items: The WCCL RMA conducted a Transportation Reinvestment Zone Workshop for the full WCCL RMA Board, members of City Council, members of Commissioners Court and members of the MPO staff on 12/17/21. The WCCL RMA conducted the January Board meeting on 1/19/22. The WCCL RMA Project Report for 2021 will be distributed to members of the Policy Committee this month. CITY OF LAREDO Engineering Department - www.rilaredo.tx.Is'engineering STATUS REPORT January 2022 Realignment of Flecha Lane / Las Cruces Drive along FM 1472 (Mines Road) Project letting date is August 2022. Environmental On the Mitigation issue, CEC have communicated with their environmental engineer who is working with the mitigation plans, there have been some changes to the Navigable Waters Protection Rule (WMPR). Under the NWPR, ephemeral streams are no longer considered waters of the US and are no longer regulated by Section 404 of the Clean Water Act and it should no longer require a permit or mitigation plan. Based on this assessment, possible paths forward include: 1. Document this assessment for the project file, coordinate with TXDOT as needed, and construct the project (if this option is selected, it would not require any coordination with the Corps, and construction would be able to begin as soon as it is ready); OR 2. Request an approved jurisdictional determination (AJD) from the Corps of Engineers to get an official determination of jurisdictional status (If this option is selected, it would take an estimated 6 months to get approval). City has selected the Option 1, coordination with TXDOT will start if the EPA year 2020 rules are still in effect.
