CALL TO ORDER Mayor Pro Tem Greg Robinson called the meeting to order. 2. INVOCATION The invocation was led by Cade Weldon. 3. PLEDGES TO THE FLAGS Pledges were led by Mayor Pro Tem Greg Robinson 4. CITY OF JACKSBORO GENERAL AND SPECIAL ELECTIONS, HELD MAY 3, 2025 a. CANVASS OF THE GENERAL AND SPECIAL ELECTIONS - Current CouncllCanvassing Authority. Mayor Pro Tem Greg Robinson and Alderman Joel Hood conducted the canvass of the May 3, 2025 General and Special Election. Mayor Pro Tem Robinson made a record of the completion of the canvass for the minutes. b. ADMINISTER CERTIFICATES OF ELECTION - Presiding Officer of the Canvassing Authority Mayor Pro Tem Robinson signed and and presented the Certificates of Election for candidates, Alton Morris, Shawnea' Smith, Joel Hood and Tyler Harmonson. C. ADMINISTER STATEMENTS OF OFFICERS - City Secretary, Shalyn Burritt. Candidates signed the Statements of Officer and filed with the City Secretary. d. ADMINISTER OATHS OF OFFICES - City Secretary, Shalyn Burritt. Candidates given the Oath of Office by the City Secretary, signed the oaths and filed with the City Secretary. e. ANNUAL SELECTION AND APPOINTMENT OF MAYOR PRO TEM. Mayor Alton Morris suggested the appointment of Alderman Joel Hood as the Mayor Pro Tem. Alderman Robinson made a motion to appoint Alderman Joel Hood as Mayor Pro Tem. Alderman Harmonson seconded the motion. Alderman Hood abstained from the vote. Motion carried. 5. PUBLIC COMMENTS Former Alderman, Brandon Sisson, spoke to the Council, offering his congratulations and urging the new members to listen to one another and the citizens. He encouraged them to not rush their decisions, take time to listen to one another and make wise choices. He commended Alderman Hood, Robinson and Gonzales, and encouraged the new council members to listen to them and their advice as the Council moves forward. 6. CONSENT AGENDA All matters listed under Item 5, CONSENT AGENDA, are to be considered routine by the City Council and will be enacted by one motion. There will not be a separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and will be considered separately. a. EXCUSED ABSENCES. Alderman Gonzales was excused from the meeting. b. MEETING MINUTES. i. APRIL 28, 2025 City Council Minutes Regular Meeting 05/12/2025 Page 1 of 3 The City Manager, Michael Smith, recommended to the council that the April 28, 2025 minutes be tabled to the following meeting for a quorum of members who were present at the meeting. The approval of the minutes was tabled. 7. ORIENTATION FOR NEW AND EXISTING COUNCIL MEMBERS. a. OVERVIEW OF CITY OPERATIONS AND STAFF b. PUBLIC INFORMATION ACT C. OPEN MEETINGS ACT d. CYBER SECURITY Council members were given an overview of the operations of the City, boards and staff members. The Council was also given an overview of the Public Information Act, Open Meetings Act and Cyber Security Training. 8. BUDGET a. DISCUSSION OF THE DRAFT OF THE CITY OF JACKSBORO STRATEGIC PLAN FOR FY 2026. The City Manager, Michael Smith, presented the Draft version of the Strategic Plan for the fiscal year 2026. Mr. Smith explained the purpose of the strategic plan, and once the council determines the objectives and areas of focus, the budget will be tied into the plan. Council members were encouraged to review and submit any suggestions for the plan, as we move forward in the budget process. b. DISCUSSION ON THE UPCOMING BUDGET MEETINGS, PROCESSES AND TIMELINE. The City Manager, Michael Smith, advised the council of the upcoming budget process, timelines and options. Tax rate options were discussed, in light of pending legislation to raise the homestead exemption. Alderman Hood stated that city taxes only account for a portion of the taxes paid by citizens, and Mr. Smith agreed, and stated that commonly school tax rates are the higher rate. The Council was given a list of dates regarding budget discussions and public hearings. 9. COUNCIL TO DISCUSS AND TAKE ACTION ON THE UPCOMING COUNCIL MEETING, SCHEDULED FOR MAY 26, 2025, ON THE MEMORIAL DAY HOLIDAY. Discussion was held. Alderman Hood made a motion to cancel the May 26, 2025 regularly scheduled meeting. Alderman Harmonson seconded the motion. Motion carried with unanimous consent. Alderman Harmonson made a motion to set a special meeting on May 28, 2025 at 5:30 p.m. Alderman Smith seconded the motion. Motion carried with unanimous consent. 10. UPDATES a. SHORT-TERM DRAINAGE MITIGATION ON MCCOMBS STREET DURING RECENT RAINFALL. Mr. Smith advised the council of the actions taken to prevent flooding during the recent downpour of rain. b. BZA MEETING - TUESDAY, MAY 27, 2025 Council was invited to attend the BZA meeting on the 27th to observe how the board operates. Mr. Smith thanked Sheriff T-Bob Hauger and Chief Deputy Doug Angel for attending the meeting, and assisting the City in the transition to find a new police chief. He advised the council that Sheriff Hauger's updates would be included in the weekly activity report sent on Fridays. Mayor Morris stated that he wanted the council to begin working together with no divisive motives. He insisted that his priorities would be God first, and citizens second. He wanted to work closely with the citizens, and urged them to come to meetings and discuss problems. Mayor Morris would like to implement citywide clean-up days, delay the hiring of a Police Chief until the budget can be reviewed, schedule a ribbon cutting for the Skate Park, and recognize the individuals who worked hard to make it happen. Alderman Smith stated that she would like to have mics and speakers SO that everyone can clearly hear what is being discussed. And Mayor Morris requested the seating of the council be rearranged. 11. ADJOURNMENT Alderman Hood made a motion to adjourn the meeting. Alderman Smith seconded the motion. Motion carried with unanimous consent.
