BOARD OF DIRECTORS COMMUNITY DEVELOPMENT Regular Board Meeting April 10, 2025 - MINUTES STATE OF TEXAS - COUNTY OF MONTAGUE CITY OF BOWIE On this 10th day of April, 2025 the Community Development Board of Directors convened for a regular board meeting. Presiding: Jamie Rodden Members: Debble Halbrook, Mildred McCraw, Sylvia Henning, Matt Hunt, Renee Hart, Marty Elmore Executive Director: Cindy Roller City Liaison: Mayor Gaylynn Burris Absent: Donna Ballew, Vickie Howard Meeting was called to order by Board President Jamic Rodden at 5:07 p.m. OLD Business 1. Previous meeting minutes presented from March 13, 2025. Matthew Hunt motioned and Mildred McCraw seconded with no objections; the minutes were approved as presented. 2. Cindy Roller presented her newly acquired FEMA training certificates including: IS-15.6 Special Events, IS-244.b Managing Volunteers, IS-247.cIPAWS, IS-251.b IPAWS alerting, IS-288.a Emergency Management, IS-289 Voluntary Agency Liaison, IS-559 Local Damage. Assessment, IS-2901 Community Lifelines, IS-556 Damage Assessment Public Works, IS-405 Mass Care, IS-505 Religious Literacy, IS-951 DHS Radio Interoperability, TDEM G-400 Advanced Incident Command. Roller currently holds 27 certifications along with CDI Advanced and Professional Community and Economic Developer PCED certifications. 3. Cindy Roller was excited to present the Bowie Community Development Board with the NCTC Patrons Honor Circle award. A group photo was taken. The Board received this honor on behalf oft the donation made during the filming donel by PUB Creative in Bowie. NEW Business 1. Debbie Halbrook, Renee Hart, and Jamie Rodden volunteered to assist with Mom's Night Out basket and collection for Sip & Stroll. The basket will be given away just before Mother's Day on Facebook video drawing. 2. National Travel & Tourism Week will be May 4 with proclamation planned for City Council on April 22. The Board agreed to decorate the Bowie Knife with lights and ribbons for tourists. 3. Mayor Gaylynn Burris discussed beautification with signage at Pelham Park and coordinating with Mayfield Welding for new archway signage by Community Center. Community Cleanup day was discussed. 4. The Board voted on three grants presented. Wheats Mercantile located at 204 N. Smythe Street was motioned by Matthew Huntand seconded by Renee Hart Into approval, The Studio located at 410 W. Wise! Street was motioned by Mildred McCraw and seconded by Debbie Halbrook into approval, building at 106 N. Mason was motioned by Renee Hartand seconded by Matthew Hunt into approval. 5. The Board was reminded that Community Development will be co-hosting the Spring 2025 Bowic Business Boost breakfast and any that could help volunteer, and attend would be appreciated. Those breakfasts are scheduled for April 24 and May 8 at the Bowie Community Center West Hall. 6. July Jam was discussed. The Board was informed that Golden Chick is currently under new ownership. It was agreed to seek bids from both Golden Chick and Chicken Express for the event. Lasty year tickets were $12 each. Marty Elmore suggested selling a specific Chicken and Bread Days Fiddler T-shirt. It was suggested to offer a wide variety ofs sizes including children's. 7. Chicken and Bread Days Heritage Festivai was discussed. It was agreed to continue to keep the $40 vendor fee. The Board would like to ensure the CMA train conductor knows the lawnmower train route and avoids any live entertainment interference. Director's Report The board was reminded about the upcoming Red River Valley' Tourism Association meeting in Gainesville at Ranch 82 on Wednesday, April 16 and the State oft the County event happening on Tax Day in Bowie on April 15. The Bowie Alliance for Education and the Arts will also be meeting on the evening of April 16 with upcoming Murder Mystery A Family Reunion to Dic for coming up on Memorial Day weekend at Freedom Life Church in Bowie.
