Regular City Council Meeting May 27, 2025 STATE OF TEXAS COUNTY OF MONTAGUE CITY OF BOWIE On this the 27th day ofMay, 2025, the council convened in a regular meeting open to the public as advertised with five Councilors present. Councilor Ashley was absent. Councilor Shaw arrived at 6:05 p.m. Presiding: Mayor Burris Councilors: Post, Shaw, Sproles, Truax and Walker City Secretary Page City Manager Cunningham Mayor Burris called the regular meeting to order at 6:00 p.m. Invocation Invocation was given by Chief Page. Items of Community Interest Bowie Alliance for Education and the Arts will hold a Murder Mystery Dinner May 30th and 3151. City Manager Report This past week, we held the virtual kick-off meeting with the Texas General Land Office for the RCP Planning Grant, Several staff members attended, including Sandy Page, Pamela Woods, Stony Lowrance, Cindy Roller, and me. Dalton Aiken from Public Management was also present. wanted staff members there who would help Public Management with the planning process to hear about the process. The grant process will last three years and be done in phases, covering our city's plans for each department. Regretfully, the meeting was more about filling out forms for the GLO and the processes for getting the planners paid for their services, not the planning process. Dalton Aiken has explained to me that the planners will interview the mayor and council members, department heads, and other city employees, along with citizens, in the process to determine what our future will look like and what it needs to be. With the kick-off meeting done, the process should begin soon. As I informed you at the last meeting, Stony and I have met with (wo different engineering firms about the Rock and Pillar Street bridge. Stony and I, including the engineers, have decided to move the creek bed to the south to straighten the creek, which should lower the water's 's turbulence. The preliminary plan is to use three 60" (five feet in diameter) plastic culverts for the bridge with concrete aprons in the creek bed and oversized headwalls upstream and downstream of the bridge. The oversized headwalls are used to protect the culverts from the sun, which will weaken the culverts, and to safeguard the culverts from the turbulence ofthe water as it comes down the creek. Also, the plastic culverts will be slick inside, which should speed up the flow of water and get it out oftown faster. - should have preliminary cost estimates for the engineering and construction process by the first or second week in June. When I have decided on the engineering firm, I will bring the estimates and loan information to the first council meeting after 1 get the cost estimates. Based on information from one of the engineers, the construction time will be much less than the Nelson Street project. One thing in our favor is that no water or sewer lines need to be moved. There is one 2-inch gas line that can be capped off to get it out of the way. We still haven't received the switch we are waiting on for the substation, but we have received the new metering devices for the transformer. Receiving the metering devices and the switch should ensure that the contractor can finish the job when they come, Consent Agenda Items: Approval of Minutes May 13, 2025 Regular Meeting: Resolution 2025-15 Authorizing City Manager to write off uncollected utility account receivables over 15 months delinquent: and Resolution 2025-16- Authorizing City Manager to write off uncollected library overdue fines over 15 months delinquent. Councilor Post moved, with a second from Councilor Truax, to approve the consent agenda items. Motion carried with Councilors Post, Shaw, Sproles, Truax and Walker voting Aye. Regular City Council Meeting May 27, 2025 Page 2 Second reading of Ordinance 2025-05 - An ordinance amending Chapter 10."Traffic Control",of the City of Bowie Code of Ordinances, by repealing Arlicle 10.400 "Speed Limits", Section 10.402 "Speed Limits on Specific Streets Established", in its entirety and adopting a new section; repealing any conflicting codes, ordinances or orders: providing for a severability clause: adopting a savings clause: determining that (his ordinance was passed in accordance with the requirements of the Open Meetings Act: and establishing an effective date. Councilor Shaw moved, with a second from Councilor Walker, to approve the second reading of Ordinance 2025-05. Motion carried with Councilors Post, Shaw, Sproles, Truax and Walker voting Aye. Bowie 4B Sales Tax Corporation request for approval of expenditure on Park Enhancement Project #20240317PB to include additional concrete parking at Pelham Park and installation ofc covered Pickleball courts. Councilor Sproles moved, with a second from Councilor Post, to approve up to 1.2 million for project #20240317PB. Motion carried with Councilors Post, Shaw, Sproles, Truax and Walker voting Aye.
