REGULAR SESSION MEETING MAY 12, 2025 Be it remembered on the 12th day of May at 10:03 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Isabel Tzzy' Carrasco Judge Kirk Frye Commissioner Pct. #1 Charles Wilkins Commissioner Pct. #2 Kenny White Commissioner Pct. #3 Casey Russell Commissioner Pct. #4 Sharon May County Treasurer Susie Spring County Clerk Also Present: Jeromy Bechtold, Lazbuddie Wind Farm Rusty Smith, Lazbuddie Wind Farm Wendy Case, Parmer Co. Extension Office Janelle Duffey, Parmer Co. Extension Office Jill Timms, Parmer County Appraisal District Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Jessica White, Election Administrator Amy Dudley When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 1 4. Discuss Update on Lazbuddie Wind Construction I Jeromy Bechtold and Rusty Smith updated the Court on the Lazbuddie Wind Project I. They reported that at present the construction is progressing well. The recent rains posed a slight set back but progress has resumed. They stated the busy months of late May and June were coming up with construction ramping up for that time period. 5. Discuss the Lazbuddie Wind Energy II Appraisal Jill Timms stated that she is required to send information on this appraisal to the Comptroller. She received a form with multiple questions she can not answer. She asked Jeromy Bechtold to assist her with these questions and he stated he would get her in touch with the appropriate people to help her. 6. Update on Extension Activities Wendy Case present a list of activities she had been involved with since her last update in August of 2024. See attached document. Janelle Duffey discussed agricultural issues. She stated that no cattle were being imported from Mexico due to the screw worm infestation. She gave updates on the stock shows that Parmer County kids participated in during 2024. 7. Approve Minutes from Previous Meeting Upon a motion to approve the minutes from the Regular Meeting on April 28, 2025, by Commissioner White, seconded by Commissioner Frye, the motion passed by a majority vote. 8. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for April 28, and May 5 and 12, 2025. Motion by Commissioner Russell, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 9. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for April 30, 2025, Commissioner White seconded and the motion passed by majority vote. See attached. 2 10. Discuss ADA Compliance for Parmer County Website Judge Carrasco informed the Commissioners in regard to the new federal regulations for compliance with the ADA for state and local government web sites. Parmer County must comply by April 2026 or face significant monetary fines. Judge Carrasco stated that this will need to be considered as we work on the 2026 Budget. It will involve not only monetary implications but also time to research and comply. 11. Consider and Discuss Re-Scheduling Commissioners Court May 26, 2025 due to the Memorial Day Holiday Judge Carrasco stated he would not be here May 27th but suggested that day. Commissioner Frye indicated he could not be in attendance that day and suggested May 28, 2025. Judge Carrasco made a motion to hold the Monday 26th Commissioners Court Meeting on Wednesday, May 28th Commissioner Russell seconded and the motion passed by majority vote. 12. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center The Sheriff reported 37 inmates housed in the Parmer County Jail. 6 of the inmates are from Lubbock County; 11 are from Lamb County and 1 is from Bailey County. 19 are from Parmer County arrests. The Sheriff had no other matters to discuss. With no further business to come before the Court, Commissioner White moved to adjourn.
